UN non-member state with observer status?

Last Thursday in New York City - November 30, 2012, Palestine was accepted as a Non-Member of the United Nations.  To further perplex the masses that are not dumbed-down in a perpetual stammering 'You know' and 'I mean' state, they admitted Palestine into the global government proponent on an Observer Status.  This contradiction reminds me of a religious denomination which claims that they are 'not a member' of the World Council of Churches, yet participate in that Ecumenical organization on an Observer Status.    
 BTW, the denomination (which reminds me of the recent event at the U.N.) also participates at the United Nations; it has a permanent Liaison Office for this purpose.
