13So Nebuzaradan the captain of the guard sent, and Nebushasban, Rabsaris, and Nergalsharezer, Rabmag, and all the king of Babylon's princes;

14Even they sent, and took Jeremiah out of the court of the prison, and committed him unto Gedaliah the son of Ahikam the son of Shaphan, that he should carry him home: so he dwelt among the people.

15Now the word of the LORD came unto Jeremiah, while he was shut up in the court of the prison, saying,

16Go and speak to Ebedmelech the Ethiopian, saying, Thus saith the LORD of hosts, the God of Israel; Behold, I will bring my words upon this city for evil, and not for good; and they shall be accomplished in that day before thee.

American Legion Pushes Nativist Falsehoods

Since its founding nearly 90 years ago, the American Legion has been a fixture of community life. It has hosted Memorial Day parades to remember those who died in America's wars. It has held bingo nights and dances at its 14,000-plus posts worldwide. It has supported thousands of Boy Scouts groups, sponsored a baseball program that's produced numerous professional players, and helped children living in poverty or with special needs. From World War II to the war in Iraq, the legion has fought to improve benefits for veterans and their families.

Now, America's largest veterans organization has launched another campaign — a hard-line attack on undocumented immigrants that's at odds with the legion's mainstream image. As part of this effort, the legion, which purports to speak for 2.7 million members, recently issued a booklet that regurgitates discredited and often completely false information about how "illegals" are bringing crime, disease, and terrorism to this country, even as they wreck the economy for natives.

The legion's 34-page booklet, A Strategy to Address Illegal Immigration in the United States, asserts that "poverty, political instability, disease and war" are "on our back doorstep" because of porous borders and the failure of the government to stringently enforce immigration laws. But in making its case, the legion repeatedly cites dubious sources, ignores well-known facts and makes baseless claims — such as the false assertion that the undocumented infected more than 7,000 people in America with leprosy during a recent four-year period.

"They're sort of trotting out old tropes to do with immigration," said Richard Wright, a Dartmouth College geography professor who specializes in immigration. "These are hackneyed stereotypes that have no place in a policy document."

That's not all. On April 28, when it released its booklet — which was actually a repackaged version of a May 2007 legion "white paper" — the group announced that its campaign would include letters to the editor, news releases from posts around the country, and six 60-second radio spots. These spots revisit some of the nastiest claims in the report, portraying undocumented immigrants as sex offenders, gang members, terrorists and murderers. Remarkably, they are delivered by Richard Fatherly, Kansas City chapter media adviser for the Minuteman Civil Defense Corps — a group whose members President Bush once denounced as "vigilantes."

The American Legion, with its parades, conventions and hosting of politicians' speeches, has long been a fixture of American life. At times, it has also been associated with nativist xenophobia.
The Intelligence Report sought comment from the American Legion and was directed to Robert Caudell, assistant director of its Americanism and Children & Youth Division. Caudell requested a detailed list of false or misleading claims, but then declined to address those claims once he had received it. Instead, he E-mailed a general statement pointing to the legion's recommendations to the government and arguing that the Intelligence Report was simply interpreting the same facts and statistics differently than the legion. "It's quite the same when two individuals witness an identical incident," Caudell wrote. "Each has his perspective, his personal assumptions, and often a disparate ability to describe the event."

That's not the way Hispanic veterans organizations see it. Felix Vargas, a retired Army colonel and the director of government relations for the largest such group, American GI Forum, told the Intelligence Report that the booklet was misleading and untruthful and called it a slap in the face to Hispanic legionnaires. "We didn't need this distraction," said Vargas, who served as an Army Ranger and Special Forces commander in Vietnam. "The legion crusade is a disservice to both the veteran community and the nation." Added Eric Rojo, the president of Hispanic War Veterans of America and another retired colonel: "Their position is absurd and ignorant. Someone didn't sit down and check the facts." And John Amaya, a staff attorney at the Mexican American Legal Defense and Educational Fund, noted that 11% of the first 4,000 American casualties in Iraq were Latinos — and many of them are the children of undocumented residents of the United States.

The American Legion actually has been engaged with nativist groups for some time. In 2004, its national convention in Nashville, Tenn., featured Dan Stein, leader of the Federation for American Immigration Reform (FAIR), a strident nativist group that opposes both legal and illegal immigration. In March 2007, it held a forum on illegal immigration spotlighting nativist heavyweights like the leaders of NumbersUSA and the Center for Immigration Studies. It has allowed its posts to be used for gatherings of the Minuteman Civil Defense Corps. And this spring, it gave its "National Commander's Public Relations Award" to CNN anchor Lou Dobbs, who has himself regularly presented false data about immigrants.

At times in its history, the legion has made other forays into nativist politics. In 1937, the legion published A Review of Alien Isms, Revolutionary Communism and their Active Sympathizers in the United States, which linked immigrants to what was seen as the ultimate evil "ism": communism. The book claimed that immigrant children accounted for most of those attending communist summer camps and that other supposedly subversive groups were also heavily populated by immigrants. It demanded enhanced border patrols, immediate deportation of the undocumented and slashing of all immigration quotas by 90%. After World War I, when anti-Asian sentiment was sweeping the country, the legion on the West Coast championed policies that discriminated against Japanese-Americans. This attitude also affected the national legion, whose committee to investigate Asiatic immigration included a Seattle attorney who had served as president of his city's Anti-Japanese League, according to Tom Heuterman's The Burning Horse.

What follows is a sampling of the kind of claims that the American Legion is making with regard to undocumented immigrants, along with the actual situation, as revealed by statistics and interviews with non-partisan experts.

THE LEGION'S CLAIM American prisons "are crowded or full because of the illegals convicted of committing crimes against the people of the United States." Non-citizens make up fully 30% of the American prison population.

THE TRUTH As with many of its claims, the legion offers no source for this figure other than to claim that it has been "widely reported." A 2005 report by the nonpartisan General Accounting Office says that immigrants — both documented and undocumented — constitute 27% of federal prisoners. But fewer than 13% of incarcerated people in America are in federal prisons, according to the U.S. Department of Justice. When both federal and state prisoners are counted, about 6% are non-citizens; that is actually less than expected, because documented and undocumented immigrants make up roughly 8% of adults residing in the U.S.

Although the late Madeleine Cosman had lots to say about Latino immigrants — describing all such men, for example, as child-molesting rapists — the medievalist cookbook writer had no expertise on the subject whatsoever.

THE LEGION'S CLAIM Based on the same follow-up General Accounting Office (GAO) report, the legion states that 49% of all incarcerated illegal immigrants had prior felony convictions.

THE TRUTH The GAO report contains no such information, despite the fact that the American Legion report specifically cites it. What it does say is that of the offenses for which undocumented immigrants were arrested, just 12% were violent crimes.

THE LEGION'S CLAIM A U.S. Immigration and Customs Enforcement (ICE) program aimed at catching child predators arrested more than 6,000 "illegal aliens" in its first two years. The legion also asserts that 240,000 undocumented immigrants are sex offenders.

THE TRUTH While it's true that Operation Predator made 6,000-plus arrests in its first two years, those arrested consisted of both documented and undocumented immigrants, as well as American citizens, according to ICE. About 85% of those arrested were foreign nationals (many of them documented), but this was no surprise, given that the operation specifically targeted foreign-born predators whose status made them deportable, along with U.S. citizens who engage in child sex tourism abroad. With regard to the total figure of undocumented sex offenders, the legion cites a self-published article from independent criminal profiler Deborah Schurman-Kauflin stating that 240,000 undocumented immigrants are sex offenders. Schurman-Kauflin based that figure on the assumption — for which she provided no specific source — that sex offenders account for 2% of all undocumented immigrants. She didn't respond to an E-mail from the Intelligence Report seeking clarification.

THE LEGION'S CLAIM Thousands of immigrants from countries with terrorist connections have been caught trying to enter the United States illegally. This claim is immediately followed by several paragraphs about illegal crossing of the Mexican border, suggesting that dangerous immigrants "from countries with known terrorist connections" are entering the U.S. via Mexico.

CNN anchor Lou Dobbs repeated and popularized false claims about immigrants and leprosy. When confronted by "60 Minutes" and numerous critics, Dobbs refused to correct his statements, saying his program did not make errors.

THE TRUTH A 2006 report by the Nixon Center, which appeared in the peer-reviewed Terrorism and Political Violence journal, found that the suggestion that terrorists were entering the U.S. through Mexico, while frightening, was entirely untrue: "Despite media alarms about terrorists concealed in the illegal traffic crossing the Mexican border, not a single subject entered from Mexico."

THE LEGION'S CLAIM "More Americans are killed by illegal aliens than die in the Iraq War."

THE TRUTH The legion cites no source for this allegation. Its claim appears to come from a February 2007 article by the editors of Family Security Matters, which frequently publishes breathless "exclusives" such as the one about Latinos titled, "Illegal Aliens Bring a Taliban Culture to the United States." The February 2007 article attributes its data to an article on the far-right WorldNetDaily website, which in turn cites blogger Matt Johnson. In 2005, Johnson claimed — based, absurdly, on murder rates in immigrants' home countries — that undocumented immigrants kill 1,806 to 2,510 people every year. Applying that claim to the FBI's most recent murder total (15,854 murders in 2006) would mean that the undocumented, who number about 12 million people or 4% of the U.S. population, are responsible for 11.4% to 16.1% of U.S. murders. In plain English, that means the legion is claiming that undocumented immigrants murder U.S. citizens at a rate of three to four times that of the general population. In fact, nonpartisan studies have shown that immigrants of all kinds are significantly less criminal than their native-born American counterparts.

THE LEGION'S CLAIM The legion quotes a 2005 article in the Journal of American Physicians and Surgeons saying that many illegal immigrants "harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue and Chagas disease. The influx of illegal aliens has serious hidden medical consequences." The legion also claims that drug-resistant tuberculosis cases have risen 25% recently.

THE TRUTH The "journal" the legion cites is a pseudo-scientific publication known for articles like the recent piece attempting to refute the well-established fact that the HIV virus causes AIDS. And the 2005 journal article's author, the late Madeleine Cosman, was a lawyer and medievalist with no medical expertise at all. She was also a rabid migrant hater, as evidenced by this 2005 comment about all Mexican male immigrants to the U.S.: "Most of these bastards molest girls under age 12, some as young as age 5, others age 3. Although, of course, some specialize in boys, some specialize in nuns, [and] some are exceedingly versatile and rape little girls age 11 and women up to age 79." It is true that certain diseases like Chagas disease are more prevalent among immigration populations. But the legion's claims are wildly overstated, suggesting real and widespread threats to the health of the general public. As an example, in the case of drug-resistant tuberculosis, the Centers for Disease Control reports that there were only 116 cases in 2006, the most recent year for which statistics are available. Overall, tuberculosis cases in the United States are at an all-time low since national reporting began in 1953.

THE LEGION'S CLAIM "Between 2000 and 2003, leprosy infected over 7,000 people in the U.S., brought to this country by illegal immigrants from India, Brazil, Mexico and the Caribbean." That compared to 900 cases in the prior 40 years.

THE TRUTH The legion's claim is based on a misreading of a New York Times article cited by Cosman in her journal article. In fact, just 453 cases were diagnosed in those years, according to the National Hansen's Disease [leprosy] Program. As program director James Krahenbuhl told the Times: "It's not a public health problem. That's the bottom line." The legion's claim has been popularized nationally by CNN host Lou Dobbs, who refused to retract his assertion even after it had been debunked by "60 Minutes" and many others.

THE LEGION'S CLAIM "Illegals cost Americans jobs."
THE TRUTH A 2006 Pew Hispanic Center study found that, overall, large increases in states' immigrant populations did not correspond with more unemployment for their native-born workers. While some scholars have said that undocumented workers depress wages for native-born high school dropouts, most have failed to establish a link between immigration and job loss, said Richard Wright, the Dartmouth College professor. In fact, many experts have argued that immigration can lead to a net gain of jobs. Said Wright: "The actual effect on the economy is at worst minor, at best beneficial."

THE LEGION'S CLAIM "Illegal immigration … causes an enormous drain on public services." Citing the partisan Center for Immigration Studies, which favors restricting immigration, the legion says undocumented immigrants don't pay nearly enough in taxes to compensate for the burden they place on public resources.

THE TRUTH Undocumented immigrants are barred from receiving most forms of public assistance, other than public school education and emergency medical care. But they do pay taxes, including sales taxes, and often, through phony Social Security cards, payroll taxes. In 2005, The New York Times reported that undocumented immigrants contribute some $7 billion a year to the Social Security system that they will never be able to claim. Local and state governments, however, do not receive any benefit from that money and may, as a result, spend more on services to the undocumented than they get back in local taxes from them.

EDITOR'S NOTE: While this story was being prepared, two key Latino groups — the American GI Forum, a veterans organization, and the Mexican American Legal Defense and Educational Fund — met several times privately with leaders of the American Legion. In July, around the time this article was first published on the Southern Poverty Law Center's website, a note appeared on the legion's website saying that its immigration booklet was "being updated." But the legion offered no public clarification, retraction or any other statement about the booklet's errors.

'Arming' for Armageddon
Militant Joel's Army Followers Seek Theocracy

LAKELAND, Fla. — Todd Bentley has a long night ahead of him, resurrecting the dead, healing the blind, and exploding cancerous tumors. Since April 3, the 32-year-old, heavily tattooed, body-pierced, shaved-head Canadian preacher has been leading a continuous "supernatural healing revival" in central Florida. To contain the 10,000-plus crowds flocking from around the globe, Bentley has rented baseball stadiums, arenas and airport hangars at a cost of up to $15,000 a day. Many in attendance are church pastors themselves who believe Bentley to be a prophet and don't bat an eye when he tells them he's seen King David and spoken with the Apostle Paul in heaven. "He was looking very Jewish," Bentley notes.

Tattooed across his sternum are military dog tags that read "Joel's Army." They're evidence of Bentley's generalship in a rapidly growing apocalyptic movement that's gone largely unnoticed by watchdogs of the theocratic right. According to Bentley and a handful of other "hyper-charismatic" preachers advancing the same agenda, Joel's Army is prophesied to become an Armageddon-ready military force of young people with a divine mandate to physically impose Christian "dominion" on non-believers.

"An end-time army has one common purpose — to aggressively take ground for the kingdom of God under the authority of Jesus Christ, the Dread Champion," Bentley declares on the website for his ministry school in British Columbia, Canada. "The trumpet is sounding, calling on-fire, revolutionary believers to enlist in Joel's Army. … Many are now ready to be mobilized to establish and advance God's kingdom on earth."

Joel's Army followers, many of them teenagers and young adults who believe they're members of the final generation to come of age before the end of the world, are breaking away in droves from mainline Pentecostal churches. Numbering in the tens of thousands, they base their beliefs on an esoteric reading of the second chapter of the Old Testament Book of Joel, in which an avenging swarm of locusts attacks Israel. In their view, the locusts are a metaphor for Joel's Army.

Despite their overt militancy, there's no evidence Joel's Army followers have committed any acts of violence. But critics warn that actual bloodletting may only be a matter of time for a movement that casts itself as God's avenging army.

Those sounding the alarm about Joel's Army are not secular foes of the Christian Right, few of whom are even aware of the movement or how widespread it's become in the past decade. Instead, Joel's Army critics are mostly conservative Christians, either neo-Pentecostals who left the movement in disgust or evangelical Christians who fear that Joel's Army preachers are stealing their flocks, even sending spies to infiltrate their own congregations and sway their young people to heresy. And they say the movement is becoming frightening.

"The pitch and intensity of the military rhetoric of this branch of the global Dominionist movement has substantially increased since the beginning of 2008," writes The Discernment Research Group, a Christian watchdog group that tracks what they call heresies or cults within Christianity. "One can only wonder how long before this transforms into real warfare with actual warriors."

'Snorting Religion'
Joel's Army believers are hard-core Christian dominionists, meaning they believe that America, along with the rest of the world, should be governed by conservative Christians and a conservative Christian interpretation of biblical law. There is no room in their doctrine for democracy or pluralism.
Dominionism's original branch is Christian Reconstructionism, a grim, Calvinist call to theocracy that, as Reconstructionist writer Gary North describes, wants to "get busy in constructing a Bible-based social, political and religious order which finally denies the religious liberty of the enemies of God."

Notorious for endorsing the public execution by stoning of homosexuals and adulterers, the Christian Reconstructionist movement is far better known in secular America than Joel's Army. That's largely because Reconstructionists have made several serious forays into mainstream politics and received a fair amount of negative publicity as a result. Joel's Army followers eschew the political system, believing the path to world domination lies in taking over churches, not election to public office.

Another key difference between the two branches of dominionism, which maintain a testy, arms-length relationship with one another, is Christian Reconstructionism's buttoned-down image and heavy emphasis on Bible study, which contrasts sharply with Joel's Army anti-intellectual distrust of biblical scholars and its unruly style.

"Some people snort cocaine, others snort religions," Joel's Army Pastor Roy said while ministering a morning program at Todd Bentley's Lakeland, Fla., revival in late May.

As this article went to press, Bentley's "Florida Outpouring" had been running for more than 100 days straight. Many attendees came in search of spontaneous physical healing and a desire to be part of a mystical community marked by dancing, shouting, gyrating, speaking in tongues and other forms of ecstatic release.

Snide jabs at traditional church services are fairly common at Bentley's revivals. In fact, what takes place onstage at the Florida Outpouring looks more like a pro wrestling extravaganza than church. On stage, Bentley and his team of pastors, yell, chant, and scream "Fire!" and "Bam!" while anointing followers.


"The Call," a 12-hour revival of up to 20,000 young people held in a different city each year, is led by Joel's Army pastor Lou Engle.
The audience members behave as if they are at a psychedelic counterculture festival. One couple jumps up and down twirling red and silver metallic flags. Dyed-haired teenagers pulled in by the revival's presence on Facebook and MySpace wander around looking dazed. Women lay facedown on the floor, convulsing and howling. Fathers wail in tongues as their confused children look on. Strangers lay hands on those who fail to produce tongues or gyrate wildly enough, pressuring them to "let it out."

Bentley is considered a prophet both by his followers and by other leaders of the Joel's Army movement, whose adherents claim to be reviving a "five-fold ministry" of prophets, apostles, elders, pastors and teachers, as outlined in the Book of Ephesians. Not every five-fold ministry is connected to the Joel's Army movement, but the movement has spurred an interest in modern-day apostles and prophets that's troubling to the Assemblies of God, the world's largest Pentecostal church, which has officially disavowed the Joel's Army movement.

In a 2001 position paper, Assemblies of God leaders wrote that they do not recognize modern-day apostles or prophets and worried that "such leaders prefer more authoritarian structures where their own word or decrees are unchallenged." They are right to worry. Joel's Army followers believe that once democratic institutions are overthrown, their hierarchy of apostles and prophets will rule over the earth, with one church per city.

Warrior Nation
According to Joel's Army doctrine, the enforcers of the five-fold ministry will be members of the final generation, for whom the landmark Supreme Court decision Roe v. Wade constituted a new Passover.
"Everyone born after abortion's legalization can consider their birth a personal invitation to take part in this great army," writes John Crowder, another prominent Joel's Army pastor, who bills his 2006 book, The New Mystics: How to Become Part of the Supernatural Generation, as a literal how-to guide for joining Joel's Army.Both Bentley and Crowder are enormously popular on Elijah's List, an online watering hole for a broad spectrum of Joel's Army enlistees, from lightweight believers who merely share an affection for military rhetoric and pastors who dress in army camouflage (several Joel's Army pastors are addressed by their congregants as "commandant" or "commander") to hardliners who believe the church is called to have an active military role in end-times that have already begun. Elijah's List currently has more than 125,000 subscribers on its electronic mailing list.

Rick Joyner, a pastor whose books, The Harvest and The Call, helped popularize Joel's Army theology by selling more than a million copies each, goes the furthest on Elijah's List in pushing the hardliner approach. In 2006, he posted a sermon called "The Warrior Nation — The New Sound of the Church," in which he claimed that a last-day army is now gathering and called believers "freedom fighters."

"As the church begins to take on this resolve, they [Joel's Army churches] will start to be thought of more as military bases, and they will begin to take on the characteristics of military bases for training, equipping, and deploying effective spiritual forces," Joyner wrote. "In time, the church will actually be organized more as a military force with an army, navy, air force, etc."

In a sort of disclaimer, Joyner writes at one point that God's army "will bring love, peace and stability wherever they go." But several of his books narrate with glee what he describes as "a coming civil war within the church." In his 1997 book The Harvest he writes: "Some pastors and leaders who continue to resist this tide of unity will be removed from their place. Some will become so hardened they will become opposers and resist God to the end."

Two years later, in his book The Final Quest, Joyner described a vision (taken as prophecy in the Joel's Army world, where Joyner is considered an "apostle") of the coming Christian Civil War in which demon-possessed Christian soldiers enslave other, weaker Christians who resist them. He also describes how the hero of the novel — himself — ascends a "Holy Mountain" in order to learn new truths and to acquire new, magic weapons.

Kids on Fire
Bentley, who claims to be a supernatural healer, is no less over the top, playing his biker-punk appearance and heavy metal theatrics to the hilt. On YouTube, where clips of his most dramatic healings have been condensed into a three-minute highlight reel, Bentley describes God ordering him to kick an elderly lady in the face: "I am thinking, 'God, why is the power of God not moving?' And He said, 'It is because you haven't kicked that women in the face.' And there was, like, this older lady worshipping right in front of the platform and the Holy Spirit spoke to me and the gift of faith came on me. He said, 'Kick her in the face … with your biker boot.' I inched closer and I went like this [makes kicking motion]: Bam! And just as my boot made contact with her nose, she fell under the power of God."
The atmosphere is less charged with violence at "The Call," a 12-hour revival of up to 20,000 youths led by Joel's Army pastor Lou Engle and held every summer in a major American city (this year's event was scheduled for Washington, D.C. in August).

Attendees are called upon to fast and pray for 40 days and take up culture-war pledges to lead abstinent lives, reject pornography and fight abortion. They're further asked to perform "identificational repentance," lugging along family trees and genealogies to see where one of their ancestors may have enslaved or oppressed another so that they can make amends. (Many in the Joel's Army movement believe in generational curses that must be broken by the current generation).

As even his critics note, Engle is a sweet, humble and gentle man whose persona is difficult to reconcile with his belief in an end-time army of invincible young Christian warriors. Yet while Engle is careful to avoid deploying explicit Joel's Army rhetoric at high-profile events like The Call, when he's speaking in smaller hyper-charismatic circles to avowed Joel's Army followers, he can venture into bloodlust.

This March, at a "Passion for Jesus" conference in Kansas City sponsored by the International House of Prayer, or IHOP, a ministry for teenagers from the heavy metal, punk and goth scenes, Engle called on his audience for vengeance.

"I believe we're headed to an Elijah/Jezebel showdown on the Earth, not just in America but all over the globe, and the main warriors will be the prophets of Baal versus the prophets of God, and there will be no middle ground," said Engle. He was referring to the Baal of the Old Testament, a pagan idol whose followers were slaughtered under orders from the prophet Elijah.

"There's an Elijah generation that's going to be the forerunners for the coming of Jesus, a generation marked not by their niceness but by the intensity of their passion," Engle continued. "The kingdom of heaven suffers violence and the violent take it by force. Such force demands an equal response, and Jesus is going to make war on everything that hinders love, with his eyes blazing fire."

Although Joel's Army theology is mainly directed at people in their teens and early 20s via events like The Call and ministries like IHOP, sometimes the target audience is even younger. In some of the most arresting images in "Jesus Camp," a 2006 documentary about the Kids on Fire bible camp in North Dakota, grade school-aged kids dressed in army fatigues wield swords and conduct military field maneuvers. "A lot of people die for God and they're not afraid," one camper told ABC News reporters in a follow-up segment.

"We're kinda being trained to be warriors," added another, "only in a funner way."

Cain and the Intellectuals
Both Christian and secular critics assailed the makers of "Jesus Camp" for referring to the camp's extremist, militant Christianity as "evangelical." There is a name, however, that describes Kids on Fire's agenda, if you're familiar with their theology: Joel's Army. Pastor Becky Fischer, who runs the camp, said that a third of the kids at her camp were under 6 years old because they are "more in touch in the supernatural" and proclaimed them to be "soldiers for God's Army." Her camp's blend of end-times militancy and supernaturalism is perfectly emblematic of the Joel's Army movement, whose adherents believe their cause is prophesied in the Old Testament chapter titled "An Army of Locusts."
The stark, evocative passages of that chapter describe a locust swarm that lays waste to Israel (to this day, the region suffers periodic locust invasions): "Like dawn spreading across the mountains a large and mighty army comes, such as never was of old nor ever will be in ages to come." As remarkable as the language is, most biblical scholars agree that it is a literal description of a locust invasion and resulting famine that occurred sometime between the 9th and 5th centuries B.C.E.

In the Book of Joel, the locust invasion is described as an omen that an Assyrian army to the north may attack Israel if it fails to repent as a nation. But nowhere is the invasion described as an army of God. According to an Assemblies of God position paper: "It is a complete misinterpretation of Scripture to find in Joel's army of locusts a militant, victorious force attacking society and a non-cooperating Church to prepare the earth for Christ's millennial reign."

The story of how an ancient insect invasion came to be a rallying flag for 21st-century dominonists begins just after World War II in Canada. Out of a small town in Saskatchewan, a Pentecostal preacher named William Branham spearheaded a 1948 revival in which he claimed that his followers lived in a new biblical time of "Latter Rain."

The most sinless and ardent of his flock would be called "Manifest Sons of God." By the next year, the movement was so strong — and seemed so subversive to some — that the Assemblies of God banned it as a heretic cult. But Branham remained a controversial figure with a loyal following; many of his followers believed him to be the end-times prophet Elijah.

Michael Barkun, a leading scholar of radical religion, notes that in 1958, Branham began teaching "Serpent Seed" doctrine, the belief that Satan had sex with Eve, resulting in Cain and his descendants. "Through Cain came all the smart, educated people down to the antediluvian flood — the intellectuals, bible colleges," Branham wrote in the kind of anti-mainstream religion, anti-intellectual spirit that pervades the Joel's Army movement to this day. "They know all their creeds but know nothing about God."

The Gates of Hell
Branham was killed in a car accident in 1965, but his Manifest Sons of God movement, the direct predecessor of Joel's Army, lived on within a cluster of hyper-charismatic churches. In the 1980s, Branham's teachings took on new life at the Kansas City Fellowship (KCF), a group of popular self-styled apostles and prophets who used the Missouri church as a launching pad for national careers promoting outright Joel's Army theology.
The Joel's Army movement began with the 1940s preaching of William Branham, whose group was banned as heretical by the Assemblies of God.
Ernie Gruen, a local pastor who initially promoted and gave citywide credibility to KCF pastors in the early 1980s, cut his connections in 1990. Concerned about KCF's plans to push its teachings worldwide, Gruen published a 132-page insider's account, based on taped sermons and conversations and interviews with parents who had enrolled their kids in KCF's Dominion school.

According to Gruen's report, students at the school were taught that they were a "super-race" of the "elected seed" of all the best bloodlines of all generations — foreknown, predestined, and hand-selected from billions of others to be part of the "end-time Omega generation."

Though he'd once promoted these doctrines himself, Gruen became convinced that the movement was turning into an end-times cult, marked by what he summarized as "spiritual threats, fears, and warnings of death," "warning followers to beware of other Christians" and exhibiting "a 'super-race' mentality toward the training of their children."

When contacted by the Intelligence Report, Gruen's spokesman said that Gruen stands by everything he published in the report but no longer grants media interviews.

The Kansas City Fellowship remains in operation and has served as a farm team for many of the all-stars of the Joel's Army movement. Those larger-than-life figures include John Wimber, the founder of a California megachurch, The Vineyard, who, before his death in 1997, proclaimed that Joel's Army would not only conquer the earth but defeat death itself. Lou Engle founded The Call based on the Joel's Army visions that KCF "prophet" Bob Jones (not to be confused with Bob Jones III of Bob Jones University) received while at KCF. Mike Bickle, another KCF member, stayed in Kansas City to form the International House of Prayer.

IHOP members and other Joel's Army adherents are well aware of how their movement is perceived by other conservative Christians.

"Today, you can type 'Joel's Army' into a search engine and a thousand heresy hunter websites pop up, decrying the very mention of it," writes John Crowder in The New Mystics. Crowder doesn't exactly allay critic's fears. "This is truly warfare," he writes. "This battle is not a game. They [Joel's Army warriors] will not be on the defense; they will be on the offense — and the gates of hell will not be able to hold up against them."

So far, few members of the secular media have taken notice of Joel's Army, even as they report on Protestant dominionists like Pat Robertson or the more outrageous calls for the stoning of gays and lesbians emanating from Reconstructionist circles. There are exceptions, however. On the DailyKos, a well-read, politically liberal blog, a diarist has been blogging for two years about her experiences as a walkaway from a Joel's Army church. She writes under a pseudonym out of fear of physical reprisals.

She may have real cause for concern. As Wimber, the late founder of The Vineyard, put it in one of his most famous and fiery sermons, one that is still frequently cited by Joel's Army followers: "Those in this army will have His kind of power. … Anyone who wants to harm them must die."

The implementation of President Barack Obama's $787 billion stimulus plan will be transparent and vigilantly monitored to ensure the administration can effectively "follow the money," Vice President Joseph Biden told CBS' The Early Show Wednesday.


"This is a matter of discipline and getting it right," Biden said. "That's what we intend to do."


Biden said all information relating to the implementation of the package's dollars would be put "transparently on a Web site" – although he stumbled (watch video here) when asked to name the Web site – which is recovery.gov.


Anchor Maggie Rodriguez told the vice president that one woman who watched Mr. Obama's speech last night had to lay off most of her staff last year. She wanted to know exactly how the stimulus package is going to help small businesses.


Biden cited improvements in transportation, energy and cost of operations – and even suggested that the viewer call his office so he could "guide her as to what pieces of this package would be directly helpful to her."


When Mr. Obama explained Tuesday night why he chose Biden to oversee implementation of his stimulus plan, he said, "Nobody messes with Joe."


Biden said he has been busy getting a team together to orchestrate the unprecedented oversight effort.


"I called for a Cabinet meeting where I'll preside over it so we know exactly what each Cabinet member is doing, what resources available, how they will distribute those sources, how they will follow the money," Biden said. "I am meeting with governors and mayors. I'm meeting with private industry and private business. We want to make sure we don't do what the last administration did when it tried to help the banks."

The $50 million fund was jointly branded between the Bidens' Paradigm Global Advisors LLC and a Stanford Financial Group entity and was known as the Paradigm Stanford Capital Management Core Alternative Fund. Stanford-related companies marketed the fund to investors and also invested about $2.7 million of their own money in the fund, according to a lawyer for Paradigm. ...

There is an indomitableness about true Christian character which cannot be molded or subdued by adverse circumstances. Men must have moral backbone, an integrity which cannot be flattered, bribed, or terrified. . . .

God has set bounds that Satan cannot pass. Our most holy faith is this barrier; and if we build ourselves up in the faith, we shall be safe in the keeping of the Mighty One.

Crispus Attucks

1723?-1770

Introduction

Historian George W. Williams in History of the Negro Race in America described the Boston Massacre as "the bloody drama that opened the most eventful and thrilling chapter in American history." Neither a soldier nor a leading town citizen proved the hero of that pre-Revolutionary War struggle. Instead, the first of five men to die in the massacre was a runaway slave turned sailor, Crispus Attucks. His death has forever linked his name with the cause of freedom.

Narrative Essay

Historians know little about Attucks, and they have constructed accounts of his life more from speculation than facts. Most documents described his ancestry as African and American Indian. His father, Prince Yonger, is thought to have been a slave brought to America from Africa and that his mother, Nancy Attucks, was a Natick Indian. Researcher Bill Belton identified Attucks as a direct descendent of John Attucks, an Indian executed for treason in 1676 during the King Philip War. The family, which may have included an older sister named Phebe, lived in Framingham, Massachusetts.

Apparently, young Attucks developed a longing for freedom at an early age. According to The Black Presence in the Era of the American Revolution, historians believe that an advertisement placed in the Boston Gazette on October 2, 1750, referred to him: "Ran away from his Master William Brown from Framingham, on the 30th of Sept. last, a Molatto Fellow, about 27 Years of age, named Crispas, 6 Feet two Inches high, short curl'd Hair, his Knees nearer together than common: had on a light colour'd Bearskin Coat." The owner offered a reward of ten pounds for the return of the slave and warned ship captains against giving him refuge. George Washington Williams noted that the advertisement appeared again on November 13 and November 20. Biographers surveyed that Attucks escaped to Nantucket, Massachusetts, and sailed as a harpoonist on a whaling ship.

Historians definitely place Attucks in Boston in March of 1770. While in Boston, probably awaiting passage on a ship to the Carolinas, he found a job as a dockworker. Some writers proposed that he was using the name Michael Johnson. Assuming that the Boston Gazette advertisement did refer to him, he would have been about 47-years old.

Boston Massacre

By 1770 Boston had become "a storm center of brewing revolt," according to Benjamin Quarles in The Negro in the American Revolution. The British had stationed two regiments in the city following protests by the colonists against unfair taxes. Citizens welcomed neither the troops walking the streets nor the two canons aiming directly at the town hall. Describing the setting, historian John Fiske explained in Unpublished Orations that "the soldiers did many things that greatly annoyed the people. They led brawling, riotous lives, and made the quiet streets hideous by night with their drunken shouts. ... On Sundays the soldiers would race horses on the Common, or would play `Yankee Doodle' just outside the church-doors during the services."

As tensions mounted, the atmosphere grew ripe for confrontation. Fiske pointed out that during February of 1870, "an unusual number of personal encounters" had occurred, including the killing of a young boy. Regarding the evening of March 5, 1770, he explained, "Accounts of what happened are as disorderly and conflicting as the incidents which they try to relate." A barber's apprentice chided a British soldier for walking away without paying for his haircut. The soldier struck the boy, and news of the offense spread quickly. Groups of angry citizens gathered in various places around town. Someone rang the church bell and such a summons usually meant that a fire had broken out. This night, however, it presaged an explosive situation between the soldiers and the townspeople.

Captain Thomas Preston called his Twenty-ninth Regiment to duty. Townspeople began pelting the troops with snowballs. From the dock area, a group of men, led by the towering figure of Attucks, entered King Street, armed with clubs. Some accounts maintained that Attucks struck soldier Hugh Montgomery. Others, for example, John Fiske, stated that he was "leaning upon a stick" when the soldiers opened fire. However the incident occurred, Attucks lay dead, his body pierced by two bullets. Ropemaker Samuel Gray and sailor James Caldwell also died in the incident. Samuel Maverick, a 17-year-old joiner's apprentice, died the next day. Irish leather worker Patrick Carr died nine days later, and six others were wounded. Citizens immediately demanded the withdrawal of British troops. Fiske noted in Unpublished Orations that the deaths of these men "effected in a moment what 17 months of petition and discussion had failed to accomplish."

John Adams reluctantly agreed to defend the British soldiers, two of whom were charged with manslaughter and branded. At the trial, Adams focused on Attucks, portraying him as a rabble-rouser. Because of accounts given at the trial, some historians have questioned the motives of the massacred men. Fiske evaluated that although we cannot know their motives, "we may fairly suppose them to have been actuated by the same feelings toward the soldiery that animated Adams and Warren and the patriots of Boston in general."

Boston Honors

The town's response to the murders expressed the significance of the sacrifices these men made. The bodies of Attucks and Caldwell lay in state at Faneuil Hall; those of Gray and Maverick lay in their homes. For the funeral service, shops closed, bells rang, and thousands of citizens from all walks of life formed a long procession, six people deep, to the Old Granary Burial Ground where the bodies were committed to a common grave. Until the signing of the Declaration of Independence, Boston commemorated their deaths on March 5, "Crispus Attucks Day." According to Ted Stewart in Sepia, Boston abolitionist Wendell Phillips stated on the first such occasion, "I place...this Crispus Attucks in the foremost rank of the men that dared."

Through the years, people have remembered Attucks in a variety of ways. Paul Revere created a woodcut of the incident, and the National Archives housed a painting by noted New England artist Benjamin Champney depicting the event. Negro military companies took the name Attucks Guards. Poets dedicated works to his memory, and communities named schools after him.

In 1888 Boston erected a monument to the heroes of the massacre which James Neyland in Crispus Attucks called "the first ever to be paid for by public funds" in Massachusetts. City officials had rejected earlier petitions for such a monument. Even in 1888, various Boston factions heatedly debated the appropriateness of this gesture. At the unveiling, speaker John Fiske called the Boston Massacre "one of the most significant and impressive events in the noble struggle in which our forefathers succeeded in vindicating, for themselves and their posterity, the sacred right of self-government."

In his 1995 biography, James Neyland wrote about Attucks: "He is one of the most important figures in African-American history, not for what he did for his own race but for what he did for all oppressed people everywhere. He is a reminder that the African-American heritage is not only African but American and it is a heritage that begins with the beginning of America." Although obscure in life, Attucks played an important role in U.S. history through his death. Bill Belton in the Negro History Bulletin contended that the name of Crispus Attucks will stand "forever linked to the birth of this nation and its dream of freedom, justice, and equality."

We all want to live in a world where we feel safe from horrible acts of violence. We want to know that we are protected and that we can go about our daily lives with this knowledge. Freedom comes at a price and unfortunately so does safety. At some point, the measures taken to make us safe will take away our freedom. How far would you go and how much freedom would you give up to feel safe?

We have the Constitution; we have the Bill of Rights as part of the Constitution and an aptitude more laws that protect our rights as human beings. Two thirds of the Bill of Rights is designed to protect our rights. Would you willing give up the safe guards of the Bill of Rights to ensure safety for all?

Let us look at the IV Amendment that protects us from unlawful search and seizure. Would we give up that right to ensure that terrorist cannot harbor dangerous weapons in their homes and businesses that they will use to hurt us? After all how many terrorists have these weapons and yet without just cause no court will issue a warrant. Without a warrant these homes and businesses cannot be searched and the weapons obtained by the police. Therefore, do we allow the government to take the Right away with the promise it will be used to find and convict terrorists so that the innocent citizens are safe.

Think about it though, if the government takes that right away it does not matter if you are a terrorist or not. That right once taken away will apply to all of us. So are you willing to give it up for safety?

Amendment V protects us from Double Jeopardy. Now would you give that right up as well for safety? Say a pedophile is taken to trial, yet there was a lack of evidence on the part of the prosecutor, and he was ruled not guilty. Now this pedophile is back out on the streets and living in your neighborhood near your children. Now say more digging is done and the police find additional evidence that will ensure a guilty conviction but under double jeopardy, this man cannot be retried for the same crime. To protect yourself and your children would you allow the government to do away with the double jeopardy rule and retry this man with the new evidence?

Think for a second though about this because once Double Jeopardy is done away with then we are all prey to a prosecutor who will retry us and retry us until he gets want he wants and that is a guilty verdict. How many innocent people will be retried until they are found guilty if this Right is taken away?

So how far do we allow the government to invade our lives and take our freedom away all in the name of safety? Should innocent people lose their rights just so that we can ensure the guilty always pay for their crimes or to prevent a crime from happening? This is your country and your voice so let it be heard. How much will you give up?

Barack Obama and the "Uh" Counter

Barack Obama and his constant use of "Uh" has prompted people to jump on the bandwagon of counting his "Uh" moments. David Letterman featured an "Uh" counter on his show and since watching that episode I have noticed that there are more and more of this similar type thing on YouTube. Barack Obama and his constant "Uh" will provide laughs for a long time to come for many people.
One of the best ways to access videos on YouTube of Barack Obama and his "Uh" is just to simply type in Barack Obama Uh. I have turned up several this way and I have yet to watch all of them. One is even a mixture between Barack Obama and his "Uh" counter along with Beavis and Butthead.

Growing up my mother had taught me that to use "Uh" or "hmm" when speaking was a sign that a person did not fully know what he/she was talking about. In addition my mother had said that using the word "Uh" or "Hmm" while speaking made it look as if a person was trying to think up a quick lie. She told me instead to take my time and think my words over carefully before responding. I still hold to this aspect when listening to my own children speak. When asking them a direct question and their response is "Uh" I am quick to point out to them that they look like they are trying to think up a quick lie. The thing is though is that I am usually right, my boys are trying to think up a quick lie to get them out of trouble.

Does our president really understand the way he looks when he starts using that word? I am not sure it is even a word but more like a sound. Did not one around him think to point out to him the way he sounds when he does that? I am not yet sure of him as a president as it will take time for him to prove himself. That is the natural course of things with any new president and he will have his rough patches before settling in and show the world what type of president he really will be. Until that moment though he can continue to entertain the world on television and YouTube. After all Nixon had Watergate, Bill Clinton had Monica Lewinsky and Barack Obama will have "Uh".

United Nations Millennium Declaration

I. Values and principles

1. We, heads of State and Government, have gathered at United Nations Headquarters in New York from 6 to 8 September 2000, at the dawn of a new millennium, to reaffirm our faith in the Organization and its Charter as indispensable foundations of a more peaceful, prosperous and just world.

2. We recognize that, in addition to our separate responsibilities to our individual societies, we have a collective responsibility to uphold the principles of human dignity, equality and equity at the global level. As leaders we have a duty therefore to all the world’s people, especially the most vulnerable and, in particular, the children of the world, to whom the future belongs.

3. We reaffirm our commitment to the purposes and principles of the Charter of the United Nations, which have proved timeless and universal. Indeed, their relevance and capacity to inspire have increased, as nations and peoples have become increasingly interconnected and interdependent.

4. We are determined to establish a just and lasting peace all over the world in accordance with the purposes and principles of the Charter. We rededicate ourselves to support all efforts to uphold the sovereign equality of all States, respect for their territorial integrity and political independence, resolution of disputes by peaceful means and in conformity with the principles of justice and international law, the right to self-determination of peoples which remain under colonial domination and foreign occupation, non-interference in the internal affairs of States, respect for human rights and fundamental freedoms, respect for the equal rights of all without distinction as to race, sex, language or religion and international cooperation in solving international problems of an economic, social, cultural or humanitarian character.

5. We believe that the central challenge we face today is to ensure that globalization becomes a positive force for all the world’s people. For while globalization offers great opportunities, at present its benefits are very unevenly shared, while its costs are unevenly distributed. We recognize that developing countries and countries with economies in transition face special difficulties in responding to this central challenge. Thus, only through broad and sustained efforts to create a shared future, based upon our common humanity in all its diversity, can globalization be made fully inclusive and equitable. These efforts must include policies and measures, at the global level, which correspond to the needs of developing countries and economies in transition and are formulated and implemented with their effective participation.

6. We consider certain fundamental values to be essential to international relations in the twenty-first century. These include:

• Freedom. Men and women have the right to live their lives and raise their children in dignity, free from hunger and from the fear of violence, oppression or injustice. Democratic and participatory governance based on the will of the people best assures these rights.

•. Equality. No individual and no nation must be denied the opportunity to benefit from development. The equal rights and opportunities of women and men must be assured.

• Solidarity. Global challenges must be managed in a way that distributes the costs and burdens fairly in accordance with basic principles of equity and social justice. Those who suffer or who benefit least deserve help from those who benefit most.

• Tolerance. Human beings must respect one other, in all their diversity of belief, culture and language. Differences within and between societies should be neither feared nor repressed, but cherished as a precious asset of humanity. A culture of peace and dialogue among all civilizations should be actively promoted.

• Respect for nature. Prudence must be shown in the management of all living species and natural resources, in accordance with the precepts of sustainable development. Only in this way can the immeasurable riches provided to us by nature be preserved and passed on to our descendants. The current unsustainable patterns of production and consumption must be changed in the interest of our future welfare and that of our descendants.

• Shared responsibility. Responsibility for managing worldwide economic and social development, as well as threats to international peace and security, must be shared among the nations of the world and should be exercised multilaterally. As the most universal and most representative organization in the world, the United Nations must play the central role.

7. In order to translate these shared values into actions, we have identified key objectives to which we assign special significance.

II. Peace, security and disarmament

8. We will spare no effort to free our peoples from the scourge of war, whether within or between States, which has claimed more than 5 million lives in the past decade. We will also seek to eliminate the dangers posed by weapons of mass destruction.

9. We resolve therefore:

• To strengthen respect for the rule of law in international as in national affairs and, in particular, to ensure compliance by Member States with the decisions of the International Court of Justice, in compliance with the Charter of the United Nations, in cases to which they are parties.

• To make the United Nations more effective in maintaining peace and security by giving it the resources and tools it needs for conflict prevention, peaceful resolution of disputes, peacekeeping, post-conflict peace-building and reconstruction. In this context, we take note of the report of the Panel on United Nations Peace Operations and request the General Assembly to consider its recommendations expeditiously.

• To strengthen cooperation between the United Nations and regional organizations, in accordance with the provisions of Chapter VIII of the Charter.

• To ensure the implementation, by States Parties, of treaties in areas such as arms control and disarmament and of international humanitarian law and human rights law, and call upon all States to consider signing and ratifying the Rome Statute of the International Criminal Court.

• To take concerted action against international terrorism, and to accede as soon as possible to all the relevant international conventions.

• To redouble our efforts to implement our commitment to counter the world drug problem.

• To intensify our efforts to fight transnational crime in all its dimensions, including trafficking as well as smuggling in human beings and money laundering.

• To minimize the adverse effects of United Nations economic sanctions on innocent populations, to subject such sanctions regimes to regular reviews and to eliminate the adverse effects of sanctions on third parties.

• To strive for the elimination of weapons of mass destruction, particularly nuclear weapons, and to keep all options open for achieving this aim, including the possibility of convening an international conference to identify ways of eliminating nuclear dangers.

• To take concerted action to end illicit traffic in small arms and light weapons, especially by making arms transfers more transparent and supporting regional disarmament measures, taking account of all the recommendations of the forthcoming United Nations Conference on Illicit Trade in Small Arms and Light Weapons.

• To call on all States to consider acceding to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction, as well as the amended mines protocol to the Convention on conventional weapons.

10. We urge Member States to observe the Olympic Truce, individually and collectively, now and in the future, and to support the International Olympic Committee in its efforts to promote peace and human understanding through sport and the Olympic Ideal.

III. Development and poverty eradication

11. We will spare no effort to free our fellow men, women and children from the abject and dehumanizing conditions of extreme poverty, to which more than a billion of them are currently subjected. We are committed to making the right to development a reality for everyone and to freeing the entire human race from want.

12. We resolve therefore to create an environment – at the national and global levels alike – which is conducive to development and to the elimination of poverty.

13. Success in meeting these objectives depends, inter alia, on good governance within each country. It also depends on good governance at the international level and on transparency in the financial, monetary and trading systems. We are committed to an open, equitable, rule-based, predictable and non-discriminatory multilateral trading and financial system.

14. We are concerned about the obstacles developing countries face in mobilizing the resources needed to finance their sustained development. We will therefore make every effort to ensure the success of the High-level International and Intergovernmental Event on Financing for Development, to be held in 2001.

15. We also undertake to address the special needs of the least developed countries. In this context, we welcome the Third United Nations Conference on the Least Developed Countries to be held in May 2001 and will endeavour to ensure its success. We call on the industrialized countries:

• To adopt, preferably by the time of that Conference, a policy of duty- and quota-free access for essentially all exports from the least developed countries;

• To implement the enhanced programme of debt relief for the heavily indebted poor countries without further delay and to agree to cancel all official bilateral debts of those countries in return for their making demonstrable commitments to poverty reduction; and

• To grant more generous development assistance, especially to countries that are genuinely making an effort to apply their resources to poverty reduction.

16. We are also determined to deal comprehensively and effectively with the debt problems of low- and middle-income developing countries, through various national and international measures designed to make their debt sustainable in the long term.

17. We also resolve to address the special needs of small island developing States, by implementing the Barbados Programme of Action and the outcome of the twenty-second special session of the General Assembly rapidly and in full. We urge the international community to ensure that, in the development of a vulnerability index, the special needs of small island developing States are taken into account.

18. We recognize the special needs and problems of the landlocked developing countries, and urge both bilateral and multilateral donors to increase financial and technical assistance to this group of countries to meet their special development needs and to help them overcome the impediments of geography by improving their transit transport systems.

19. We resolve further:

• To halve, by the year 2015, the proportion of the world’s people whose income is less than one dollar a day and the proportion of people who suffer from hunger and, by the same date, to halve the proportion of people who are unable to reach or to afford safe drinking water.

• To ensure that, by the same date, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling and that girls and boys will have equal access to all levels of education.

• By the same date, to have reduced maternal mortality by three quarters, and under-five child mortality by two thirds, of their current rates.

• To have, by then, halted, and begun to reverse, the spread of HIV/AIDS, the scourge of malaria and other major diseases that afflict humanity.

• To provide special assistance to children orphaned by HIV/AIDS.

• By 2020, to have achieved a significant improvement in the lives of at least 100 million slum dwellers as proposed in the "Cities Without Slums" initiative.

20. We also resolve:

• To promote gender equality and the empowerment of women as effective ways to combat poverty, hunger and disease and to stimulate development that is truly sustainable.

• To develop and implement strategies that give young people everywhere a real chance to find decent and productive work.

• To encourage the pharmaceutical industry to make essential drugs more widely available and affordable by all who need them in developing countries.

• To develop strong partnerships with the private sector and with civil society organizations in pursuit of development and poverty eradication.

• To ensure that the benefits of new technologies, especially information and communication technologies, in conformity with recommendations contained in the ECOSOC 2000 Ministerial Declaration, are available to all.

IV. Protecting our common environment

21. We must spare no effort to free all of humanity, and above all our children and grandchildren, from the threat of living on a planet irredeemably spoilt by human activities, and whose resources would no longer be sufficient for their needs.

22. We reaffirm our support for the principles of sustainable development, including those set out in Agenda 21, agreed upon at the United Nations Conference on Environment and Development.

23. We resolve therefore to adopt in all our environmental actions a new ethic of conservation and stewardship and, as first steps, we resolve:

• To make every effort to ensure the entry into force of the Kyoto Protocol, preferably by the tenth anniversary of the United Nations Conference on Environment and Development in 2002, and to embark on the required reduction in emissions of greenhouse gases.

• To intensify our collective efforts for the management, conservation and sustainable development of all types of forests.

• To press for the full implementation of the Convention on Biological Diversity and the Convention to Combat Desertification in those Countries Experiencing Serious Drought and/or Desertification, particularly in Africa.

• To stop the unsustainable exploitation of water resources by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies.

• To intensify cooperation to reduce the number and effects of natural and man-made disasters.

• To ensure free access to information on the human genome sequence.

V. Human rights, democracy and good governance

24. We will spare no effort to promote democracy and strengthen the rule of law, as well as respect for all internationally recognized human rights and fundamental freedoms, including the right to development.

25. We resolve therefore:

• To respect fully and uphold the Universal Declaration of Human Rights.

• To strive for the full protection and promotion in all our countries of civil, political, economic, social and cultural rights for all.

• To strengthen the capacity of all our countries to implement the principles and practices of democracy and respect for human rights, including minority rights.

• To combat all forms of violence against women and to implement the Convention on the Elimination of All Forms of Discrimination against Women.

• To take measures to ensure respect for and protection of the human rights of migrants, migrant workers and their families, to eliminate the increasing acts of racism and xenophobia in many societies and to promote greater harmony and tolerance in all societies.

• To work collectively for more inclusive political processes, allowing genuine participation by all citizens in all our countries.

• To ensure the freedom of the media to perform their essential role and the right of the public to have access to information.

VI. Protecting the vulnerable

26. We will spare no effort to ensure that children and all civilian populations that suffer disproportionately the consequences of natural disasters, genocide, armed conflicts and other humanitarian emergencies are given every assistance and protection so that they can resume normal life as soon as possible.

We resolve therefore:

• To expand and strengthen the protection of civilians in complex emergencies, in conformity with international humanitarian law.

• To strengthen international cooperation, including burden sharing in, and the coordination of humanitarian assistance to, countries hosting refugees and to help all refugees and displaced persons to return voluntarily to their homes, in safety and dignity and to be smoothly reintegrated into their societies.

• To encourage the ratification and full implementation of the Convention on the Rights of the Child and its optional protocols on the involvement of children in armed conflict and on the sale of children, child prostitution and child pornography.

VII. Meeting the special needs of Africa

27. We will support the consolidation of democracy in Africa and assist Africans in their struggle for lasting peace, poverty eradication and sustainable development, thereby bringing Africa into the mainstream of the world economy.

28. We resolve therefore:

• To give full support to the political and institutional structures of emerging democracies in Africa.

• To encourage and sustain regional and subregional mechanisms for preventing conflict and promoting political stability, and to ensure a reliable flow of resources for peacekeeping operations on the continent.

• To take special measures to address the challenges of poverty eradication and sustainable development in Africa, including debt cancellation, improved market access, enhanced Official Development Assistance and increased flows of Foreign Direct Investment, as well as transfers of technology.

• To help Africa build up its capacity to tackle the spread of the HIV/AIDS pandemic and other infectious diseases.

VIII. Strengthening the United Nations

29. We will spare no effort to make the United Nations a more effective instrument for pursuing all of these priorities: the fight for development for all the peoples of the world, the fight against poverty, ignorance and disease; the fight against injustice; the fight against violence, terror and crime; and the fight against the degradation and destruction of our common home.

30. We resolve therefore:

• To reaffirm the central position of the General Assembly as the chief deliberative, policy-making and representative organ of the United Nations, and to enable it to play that role effectively.

• To intensify our efforts to achieve a comprehensive reform of the Security Council in all its aspects.

• To strengthen further the Economic and Social Council, building on its recent achievements, to help it fulfil the role ascribed to it in the Charter.

• To strengthen the International Court of Justice, in order to ensure justice and the rule of law in international affairs.

• To encourage regular consultations and coordination among the principal organs of the United Nations in pursuit of their functions.

• To ensure that the Organization is provided on a timely and predictable basis with the resources it needs to carry out its mandates.

• To urge the Secretariat to make the best use of those resources, in accordance with clear rules and procedures agreed by the General Assembly, in the interests of all Member States, by adopting the best management practices and technologies available and by concentrating on those tasks that reflect the agreed priorities of Member States.

• To promote adherence to the Convention on the Safety of United Nations and Associated Personnel.

• To ensure greater policy coherence and better cooperation between the United Nations, its agencies, the Bretton Woods Institutions and the World Trade Organization, as well as other multilateral bodies, with a view to achieving a fully coordinated approach to the problems of peace and development.

• To strengthen further cooperation between the United Nations and national parliaments through their world organization, the Inter-Parliamentary Union, in various fields, including peace and security, economic and social development, international law and human rights and democracy and gender issues.

• To give greater opportunities to the private sector, non-governmental organizations and civil society, in general, to contribute to the realization of the Organization’s goals and programmes.

31. We request the General Assembly to review on a regular basis the progress made in implementing the provisions of this Declaration, and ask the Secretary-General to issue periodic reports for consideration by the General Assembly and as a basis for further action.

32. We solemnly reaffirm, on this historic occasion, that the United Nations is the indispensable common house of the entire human family, through which we will seek to realize our universal aspirations for peace, cooperation and development. We therefore pledge our unstinting support for these common objectives and our determination to achieve them.
