Biden 2008 Campaign Owes $219,000

WASHINGTON — The Biden for President campaign committee owes the Treasury more than $219,000 because it accepted excessive campaign contributions and understated the value of a trip taken on a private plane in the 2008 campaign, the Federal Election Commission said in a new report.

Auditors from the agency found numerous violations of campaign finance rules by the committee that Vice President Joseph R. Biden Jr. used in his bid for the Democratic presidential nomination.

Mr. Biden’s press secretary, Elizabeth Alexander, said Saturday that he would pay the amount owed.

The report paints a picture of sloppy bookkeeping by Mr. Biden’s campaign. But aides to the vice president said the errors were relatively minor. The excess contributions were less than 1 percent of the total raised by the campaign, they said.

The Biden campaign received more than $2 million in federal matching money. Federal law requires the commission to conduct audits to determine if candidates were entitled to all the money they received and if they used it in compliance with the law.

Auditors found that the Biden campaign committee had accepted an improper “in-kind” contribution in the form of a round-trip flight on a private plane between New Hampshire and Iowa.

The campaign paid $7,911 to GEH Air Transportation, but should have paid the charter rate, which is much higher, the auditors said. The Biden campaign committee agreed to make up the difference by paying $26,889 to the Treasury.

The commission also found that the Biden campaign had accepted many contributions exceeding the legal limit of $2,300 per election from any one person.

Mr. Biden’s campaign committee agreed to pay $106,216, representing the amount of the excessive contributions.

In addition, the campaign agreed to reimburse the government for $85,900 worth of checks issued by the campaign but never cashed by the payees.

Some of those checks were refunds sent to donors whose campaign contributions exceeded the legal limit. Aides to Mr. Biden said he had no control over the donors’ failure to cash the checks.

The audit, reported by Politico on its Web site, found that the Biden campaign had not adequately disclosed more than $3.7 million in spending and $870,000 in debts. The campaign filed amended reports to correct the errors and omissions.

Ms. Alexander, the press secretary, played down the problems.

“Some repayment is commonplace after presidential campaign audits, and the repayment ordered here is relatively small,” Ms. Alexander said. “Payment is due to the Treasury 30 days after the F.E.C. issues its formal ruling, and Biden for President will comply with that.”

Auditors said the campaign could not document a number of statements it made about the handling of campaign contributions.

Mr. Biden declared his candidacy in January 2007, but never generated as much excitement or raised as much money as two of his rivals, Barack Obama and Hillary Rodham Clinton.

Mr. Biden pulled out of the race in January 2008 after a poor showing in the Iowa caucuses. Less than eight months later, he became Mr. Obama’s running mate.

WASHINGTON — Critics are lambasting President Obama for taking a family getaway to Maine this weekend, a preview of what awaits should the first family, as is widely anticipated, return to the pristine beaches of Martha’s Vineyard for a longer vacation next month.

How could the Obamas relax on the New England coast, they fume, when the nation is fighting two wars, oil blobs are washing ashore in the Gulf of Mexico, and unemployment remains a stubbornly high 9.5 percent? The Republican National Committee last week launched a snarky website cataloging the president’s recreational activities, including his Maine trip, under the heading: “Play Golf or Save the Gulf?’’

Unfair or not, the criticism illus trates how the length, locale, and style of the president’s vacation is loaded with symbolic implications and potential for political trouble, specialists say. This time around, the beaches of the Vineyard could make a jarring, split-screen contrast with scenes from the gulf.

“You’re picking this pristine beach, whereas all the shrimpers are stuck in the muck,’’ said presidential historian Bill Leuchtenberg. But Americans understand presidents need time off. It’s difficult to predict, said Leuchtenberg, whether Obama will pay a lasting price with voters.

Critics routinely pummeled President George W. Bush for his frequent, extended brush-clearing excursions to his Texas ranch: 77 trips, according to an exhaustive tally by CBS News, totaling all or part of 490 days during his eight-year presidency.

Bush’s former press secretary, Ari Fleischer, called for a bipartisan “cease-fire’’ on criticism of presidential vacations.

“Presidencies wear people out,’’ Fleischer said. “And they just simply deserve a break, especially a president with a couple little kids.’’

Michelle Obama highlighted the political pitfalls of presidential vacations when, during a trip last week to the gulf, she said Americans should consider staying at one of the gulf’s “beautiful beaches’’ to boost that region’s economy. The comment could heighten criticism if the Obamas vacation on the Vineyard.

“I personally would love to be able to see them spend their family vacation, like millions of other families do, in our area,’’ said Kim Chapman, public relations manager for Gulf Shores and Orange Beach Tourism, in Alabama. “Our destination is still very much open for business.’’

The gulf region anticipates tourism may fall as much as 50 percent this summer, she said, because many travelers wrongly believe the entire region is coated in oil. “Unfortunately, perception is reality,’’ Chapman said.

July and August are normally the peak season for gulf beaches, said Raad Cawthom, spokesman for the Pensacola Bay Area Convention & Visitors Bureau.

The White House has released no details about this year’s Obama vacation, but staffers widely expect the president to return to the Vineyard, and sources on the island say preparations are already underway.

“Indications are very strong,’’ said Nancy Gardella, director of the island’s chamber of commerce.

Jeff Kristal, owner of The Crocker House Inn in the village of Vineyard Haven, said a reservation company has been holding rooms all over the island, apparently to accommodate the legion of security and staff that travel with the president. Kristal said he has been asked to set aside a block of rooms for August 19-30. “It’s playing out same as last year,’’ he said.

Rarely is the nation so trouble-free that any president can escape on holiday without some eye-rolling from critics.

“There are enough tough problems at any moment that they open themselves up to the, ‘How can the president take a vacation at a time like this?’ question,’’ said David Lewis, professor of political science at Vanderbilt University, who specializes in the presidency.

The problem is more acute for Obama, said Leuchtenberg. He noted that President Ronald Reagan took the equivalent of a year’s vacation over the course of his eight years in office, but few people much minded since vacation fit with the former actor’s laid-back style.

“The problem with Obama is that he ran an intense campaign, and is an intense person, with the mantra of change,’’ Leuchtenberg said. “It’s harder for Obama to break away.’’

Even on vacation, no president ever breaks completely from the enormous problems that land on the chief executive’s desk.

“The president is not like a normal citizen who gets away from it all,’’ said Fleischer. “The job always intrudes, even on the downest of down days.’’

Presidents travel with all the infrastructure needed to run the government remotely and deal with emergencies, he said. “It’s a remarkable operation because a city goes with him — actually it’s a city that gets there ahead of time. By the time he gets there, it’s all in place.’’

That traveling city became semipermanent outside President Bush’s ranch in Crawford, Texas. It included 10 to 15 doublewide trailers packed with communications equipment and offices, said Fleischer. Even on the quietest vacation day, Bush’s routine included an in-person CIA briefing, and then a secure video teleconference on national security matters, often with members of the National Security Council or military officials, he said. A vacationing president still has documents to sign and briefs to read, he said.

On top of the usual criticism, for many presidents the traditional August retreat has been a time for major events to strike with uncanny bad timing.

The Obama’s vacation to Martha’s Vineyard last year was a fitful visit delayed by bad weather, and interrupted by the death of Senator Edward M. Kennedy of Massachusetts. The president left the Vineyard to speak at Kennedy’s funeral in Boston.

President Eisenhower suffered a heart attack while vacationing in Colorado. Both Presidents Bush were determined to take the month of August off — George H. W. Bush at the family home in Kennebunkport, Maine, and George W. Bush, at his ranch in Texas. But neither president came away unscathed.

In 2005, antiwar demonstrators camped outside the younger Bush’s ranch complained that the president shouldn’t be clearing brush or golfing when US troops were in harm’s way in Iraq. The president returned two days early from vacation after Hurricane Katrina devastated New Orleans, but the perception remained that the president was relaxing during a natural disaster.

The elder Bush found his vacations interrupted by world-shaking news: one year, the Soviet Union was falling apart; in another, the United States was building up to the first Gulf War. “What is it about August?’’ Bush mused from Kennebunkport.

President Bill Clinton was also fond of Martha’s Vineyard, spending most of his presidential vacations there. He switched for two years to Jackson Hole, Wyo., after his pollster suggested that Americans considered the Vineyard too elitist.

“The president and the White House are sensitive to the politics and perception of where you are going, or at least, they should be. It’s one of those things that everyday people do extrapolate from,’’ said Chris Lehane, a California-based Democratic consultant and former Al Gore campaign aide.

Clinton eventually returned to the island, but those vacations were not always serene. One visit came just as the Monica Lewinsky scandal exploded. Another year, Princess Diana died in a car crash in Paris.

President Jimmy Carter, no fan of fancy vacations, tried to avoid exotic tourist destinations, said author Peter Bourne, a former adviser to Carter and his biographer. Bourne said the former president took no time off during the 444-day Iranian hostage crisis, from 1979 to 1981, because the situation was all-consuming.

“If he had taken time off he would not have been able to relax,’’ said Bourne, in an interview over e-mail. “I do not think he would have made any different decisions even if he had.’’

DEA agents nab alleged drug kingpin in Puerto Rico

(CNN) -- Jose David Figueroa Agosto's salt-and-pepper hair was covered with a similarly colored long wig. He hadn't been in the sun much and appeared younger and slimmer than the man in the old mugshots.

Still, the high-living alleged drug kingpin and prison escapee wasn't coy when he was caught Saturday after a high-speed chase in Santurce, a neighborhood in San Juan, Puerto Rico.

"Everyone knows who I am," he told federal agents when they asked him his name, according to Antonio Torres of the U.S. Marshals Service.

Better known in the region as Jr. Capsula, Figueroa Agosto, 46, was arrested with two others about noon Saturday after he tried to escape from officers conducting surveillance, DEA special Agent Waldo Santiago told CNN.

"Figueroa was the most-wanted fugitive by Puerto Rican and Dominican Republic authorities," Santiago said.

"He has been described as the Pablo Escobar of the Caribbean," he said, referring to the notorious Colombian druglord who was killed by Colombian police in a 1993 gunbattle.

According to federal authorities, Figueroa Agosto has a history of catch-and-escape.

He originally went to prison on murder charges, but escaped a San Juan jail in 1999, according to Harry Rodriguez of the San Juan FBI press office.

Figueroa Agosto fled to the Dominican Republic, where he continued drug trafficking, Rodriguez said. He was arrested "some time ago" but was released for an unknown reason. He was re-arrested in the Dominican Republic and was caught with close to $4 million in cash. He managed to escape and return to Puerto Rico, the FBI said.

Figueroa Agosto has been charged by U.S. authorities with passport fraud and unlawful flight to avoid prosecution.

Dominican authorities have sought Figueroa Agosto for multiple violations including kidnapping, money laundering, drug trafficking and murder. He also has been linked to criminal activity in Colombia and Venezuela, according to the DEA.

"He appears to have been working out and exercising to lose weight, but (also) to gain muscle mass," Santiago said. "He appears different from the mug shots. He looks younger and slimmer. He's been taking care of himself. We have information that he's been working out and trying to stay in shape, to endure the stress of being on the run."

Santiago said Figueroa Agosto's complexion also appeared lighter, possibly from staying out of the sun.

During his time in hiding, Figueroa Agosto had been accompanied by fugitive Sobeida Felix Morel, according to a U.S. Marshals Service poster. "They both love the high life, exclusive dining and living conditions."

Felix Morel was not with Figueroa Agosto on Saturday. The two arrested with him have not been formally charged, Rodriguez said.

Tornado hits Puerto Rico delaying Caribbean games, at least 5 injured (video)On Saturday around noon, a tornado hit the Olympic stadium in Mayaguez, Puerto Rico where the opening ceremony for the XXI Central American and Caribbean Games were slated to take place.

The twister took down a lighting tower, smashing vehicles and injuring at least five people, according to the BBC.

Those injured were taken to a local hospital for treatment. According to Sandra Virella, an emergency department spokesperson, two of the injured were hurt while “running out of fear.”

The president of the Games’ organizing committee, Felipe Perez, said “The wind was something out of a movie.”The opening ceremony for the event has been rescheduled for Sunday.

A Christian private-school teacher is urging the U.S. Supreme Court to allow constitutionally protected prayer outside the court building after her class was "abruptly" ordered to stop praying on the grounds.
Maureen Rigo, a teacher at Wickenburg Christian Academy in Arizona, took her class to the Supreme Court complex May 5 for an educational tour.

The students stood off to the side at the bottom steps of the Oval Plaza, bowed their heads and quietly prayed amongst themselves, according to the Alliance Defense Fund, a legal team Rigo contacted after the incident.

"Even though they were not obstructing traffic, not demonstrating and praying quietly in a conversational tone so as to not attract attention, a court police officer approached the group and told them to stop praying in that public area immediately," ADF reported. "The prayer was stopped based on a statute, 40 U.S.C. §6135, which bars parades and processions on Supreme Court grounds."

"Back Fired," by William J. Federer, shows how the faith that gave birth to tolerance is no longer tolerated.

That statute reads as follows:
It is unlawful to parade, stand, or move in processions or assemblages in the Supreme Court Building or grounds, or to display in the Building and grounds a flag, banner, or device designed or adapted to bring into public notice a party, organization, or movement.

According to the Sonoran News, the police tapped Rigo on the shoulder and said, "Ma'am, I'm not going to tell you that you can't pray, but you can't do it here. Please go somewhere else."
A message left by WND at Wickenburg Christian Academy hadn't been returned at the time of this report.

ADF sent a letter to U.S. Supreme Court officials today, imploring them to stop their police officers from barring people from quietly praying outside the court.

"Mrs. Rigo was not engaging in a parade, procession or assembly. She was speaking in a conversational level to those around her with her head bowed," a letter signed by ADF attorney Nathan Kellum explains. "There is no reason to silence Mrs. Rigo's activities since these activities do not attract attention, create a crowd or give off the appearance of impartiality. The ban on public prayers cannot hope to survive First Amendment scrutiny."

ADF argues that the wording of the statute cited by the police officer does not apply.
"The wording of the statute does not seemingly contemplate quiet prayers like Mrs. Rigo's," Kellum states. "Such prayers are 'not designed or adopted to bring' Mrs. Rigo 'into public notice.' Indeed, Mrs. Rigo's prayers were not communicated to anyone outside of God and her very small group."

The group noted that the prayers are akin to routine conversations that take place during Supreme Court tours every day and that Rigo's class was not engaging in a parade, procession or assembly.

"The only logical explanation for prohibiting Mrs. Rigo's activities, while allowing other conversations, pertains to the viewpoint of Mrs. Rigo's expression," Kellum argued. "[T]he Supreme Court police have not targeted a subject matter or class of expression, but targeted a particular viewpoint for censorship. They have singled out and censored religious prayer as the only form of conversation to be silenced."

The letter states that the prayer ban "exemplifies viewpoint discrimination" in which "the government targets not subject matter, but particular views taken by speakers" in violation of the First Amendment.

In the letter, the ADF demanded that court officials allow Rigo to return and "engage in conversation-level prayers directed to her nearby companions and God."

Police have three weeks to respond. If they don't, ADF has threatened legal action to protect Rigo's constitutional rights.

"Christians shouldn't be silenced for exercising their beliefs through quiet prayer on public property," ADF senior counsel Nate Kellum said in a statement. "The last place you'd expect this kind of obvious disregard for the First Amendment would be on the grounds of the U.S. Supreme Court itself, but that's what happened."



WND has reported on a series of efforts to remove mention of God and references to the religious faith and influences of the Founding Fathers from government grounds.

In 2008, an "oversight" at the nation's $600-million-plus Capitol Visitor Center in Washington, D.C., left the national motto "In God We Trust" absent from the historical displays and at one point prompted WND columnist and veteran actor Chuck Norris to ask if he could help correct the situation.

That "oversight" was fixed in 2009 after U.S. Rep. Randy Forbes, R-Va., and 108 members of Congress expressed concern the historical content was inaccurate, prompting the committee's determination to make changes.

Also, WND reported in 2006 when Chaplain Todd DuBord, who works with Norris' TopKick Productions, told WND he was more than startled during his visits to the U.S. Supreme Court and two other historic locations to discover the stories of the nation's heritage had been sterilized of Christian references.

He visited the courthouse and was surprised that what the tour guides were telling him wasn't what he was seeing.

"Having done some research (before the trip), I absolutely was not expecting to hear those remarks," which, he had told WND, "denied history."

DuBord wrote to the Supreme Court and several other groups, asking them to restore the historic Christian influences to their presentations. He said he was most disturbed by what appeared to be revisionism in the presentations given to visitors at the Supreme Court.

There, he said, his tour guide was describing the marble frieze directly above the justices' bench: "Between the images of the people depicting the Majesty of the Law and Power of Government, there is a tablet with 10 Roman numerals, the first five down the left side and the last five down the right. This tablet represents the first 10 amendments of the Bill of Rights," she said.
"The 10 what?" was DuBord's thought.

Dubord began researching and found a 1975 official U.S. Supreme Court handbook, prepared under the direction of Mark Cannon, administrative assistant to the chief justice. It said, "Directly above the Bench are two central figures, depicting Majesty of the Law and Power of Government. Between them is a tableau of the Ten Commandments."

Further research produced information that in 1987 the building was designated a National Historic Landmark and came under control of the U.S. Department of the Interior. Under the new management the handbook was rewritten in 1988. The Ten Commandments reference was left out of that edition, and nothing replaced it.

The next reference found said only that the frieze "symbolizes early written laws." Then in 1999, the handbook refered to the depiction as the "Ten Amendments to the Bill of Rights."

"The more I got into [his research], the more I saw Christianity had been abandoned from history," he said.

When DuBord asked, his recent tour guide denied there were any Ten Commandments representations in the Supreme Court building.

Pastor Yanked From Capitol Over 'Jesus' Prayer

A North Carolina pastor was relieved of his duties as an honorary chaplain of the state house of representatives after he closed a prayer by invoking the name of Jesus.

“I got fired,” said Ron Baity, pastor of Berean Baptist Church in Winston-Salem. He had been invited to lead prayer for an entire week but his tenure was cut short when he refused to remove the name Jesus from his invocation.

Baity’s troubles began during the week of May 31. He said a House clerk asked to see his prayer. The invocation including prayers for our military, state lawmakers and a petition to God asking him to bless North Carolina.”

“When I handed it to the lady, I watched her eyes and they immediately went right to the bottom of the page and the word Jesus,” he told FOX News Radio. “She said ‘We would prefer that you not use the name Jesus. We have some people here that can be offended.’”

When Baity protested, she brought the matter to the attention of House Speaker Joe Hackney.

A Scanner Darkly is a 2006 animated film directed by Richard Linklater based on the novel of the same name by Philip K. Dick. The film tells the story of identity and deception in a near-future dystopia constantly under intensive high-technology police surveillance in the midst of a drug addiction epidemic. The movie was filmed digitally and then animated using interpolated rotoscope over the original footage, giving it its distinctive look.

The film was written and directed by Linklater and stars Keanu Reeves, Winona Ryder, Woody Harrelson, Robert Downey, Jr., and Rory Cochrane. Steven Soderbergh and George Clooney are among the executive producers. A Scanner Darkly had a limited release in July 2006, and then a wider release later that month. The film was screened at the 2006 Cannes Film Festival[3] and the 2006 Seattle International Film Festival, and nominated for the Hugo Award for Best Dramatic Presentation, Long Form in 2007.

Plot.

In the future ("seven years from now"), America has lost the war on drugs. The highly addictive, debilitating, and illegal Substance D, made from a small blue flower, has swept across the country. In response, the government develops an invasive, high-tech surveillance system and puts in place a network of informants and undercover agents.

Bob Arctor (Reeves) is an undercover agent assigned to immerse himself in the drug underworld and infiltrate the drug supply chain. Arctor and his housemates, Ernie Luckman (Harrelson) and James Barris (Downey Jr.), live in a suburban tract house in a poor Anaheim, California, neighborhood. They are heavy drug users, and they pass their days by taking drugs and having long, drug-inspired conversations.

At the police station, Arctor is codenamed Fred, and hides his identity from his fellow police officers by wearing a high-tech scramble suit that changes every aspect of the wearer's appearance. Arctor's superior officer, Hank, like all other undercover officers at the station, also wears a scramble suit.

While posing as a drug user, Arctor becomes addicted to Substance D, a powerful psychoactive drug causing a dreamy state of intoxication and bizarre hallucinations; chronic users may develop a split personality, cognitive problems, and severe paranoia. Arctor befriends an attractive young woman named Donna Hawthorne (Ryder), a user of cocaine; she is Arctor's supplier of Substance D and part of the drug scene. Arctor hopes to buy so much Substance D from Hawthorne that she is forced to introduce him to her supplier, but Arctor develops romantic feelings for her. Hawthorne refuses Arctor's sexual advances and Arctor's housemates question the true nature of their relationship. Barris implies to longtime friend and near-insane Substance D addict Charles Freck (Cochrane) that he has made advances toward Donna only to be refused, and suggests that Freck supply her with cocaine in order to attract her attention away from Arctor and convince her to lower her drug prices.

Hank orders Fred to step up surveillance on the members of the Arctor household. Hank assumes Fred is one of the drug users in the Arctor household, but does not know which one, and actually orders Fred to focus the surveillance on Arctor. In the meantime, the household members are extremely paranoid that the police have bugged their home and are watching their every move. The paranoia reaches extreme levels, and Arctor seems to become wrapped up in the concern of his housemates, even forgetting that he is the undercover agent spying on his justifiably paranoid friends. Meanwhile, Barris secretly contacts the police and tells them he suspects Hawthorne and Arctor are part of a terrorist organization. Barris unknowingly tells this to Arctor himself at the police station while Arctor is wearing his scramble suit (i.e. in his job as Fred).

Due to Arctor's heavy use of Substance D, he apparently develops cognitive problems which stop the two hemispheres of his brain from communicating with each other, causing him to receive two different sets of information that are in conflict. As a result, Arctor is no longer able to distinguish between his roles as a drug user and undercover policeman, which makes him incapable of performing his job. Hank reprimands Arctor for becoming addicted to Substance D while undercover, and warns him that he will be disciplined.

After Barris supplies information to the police on the terrorist organization that Hawthorne and Arctor supposedly belong to—including a recording that Hank immediately recognizes as fake, synthesized on a computer—Hank orders Barris held on charges of providing false information to the police, which he assures Barris is "merely a cover" to protect him while the information is evaluated. After Barris's arrest, Hank reveals to Fred that he has figured out, through the process of elimination, his true identity: Arctor. Arctor is surprised to learn his own true identity and he becomes extremely confused and disoriented. Hank then informs Arctor that the whole point of the surveillance was to catch Barris, not Arctor himself; the police suspected Barris of being involved in the Substance D ring, and were setting him up by driving up his paranoia level until Barris cracked and tried to cover his tracks with false info. While a disturbed Arctor begins to break down, Hank phones Donna and asks her to take Arctor to New Path, a corporation that runs a series of rehabilitation clinics. After Arctor leaves the office, Hank heads to the lockers to remove his scramble suit, and his true identity is revealed to be Donna Hawthorne.
At New Path, Arctor experiences the severe symptoms of Substance D withdrawal. As part of the rehabilitation program, Arctor is renamed Bruce and put through psychological reconditioning treatments. Arctor has serious brain damage from his withdrawal from Substance D.

Some time later Donna, using the name Audrey, has a conversation with another officer named Mike (seen undercover as an orderly at New Path), in which both reveal that New Path is responsible for the manufacture and distribution of Substance D. Donna/Audrey was part of a greater police operation to infiltrate New Path, and Arctor had been selected, without his knowledge or consent, to carry out the sting. It is revealed that the police had intended for Arctor to become addicted to Substance D; his well-being was sacrificed so that he might enter a rehabilitation center unnoticed as a real addict in order to find conclusive proof of New Path's crimes. They doubt whether there is still enough left of Arctor to find the evidence.

To continue his rehabilitation, New Path sends Arctor to work at an isolated New Path corn-farming prison, where he spots rows of blue flowers hidden between the rows of corn. These flowers, referenced throughout the film, are the source of Substance D. As the film ends, Arctor hides one of the blue flowers in his boot, so that when he returns to the New Path clinic during Thanksgiving he can give it to his friends.

Montana Parents Weigh In on Proposed Kindergarten Sex Ed

HELENA, MONTANA -- An overflow crowd jammed the Helena school board meeting Tuesday night to voice their concerns -- and support -- about a proposal to extend sex education to children as young as kindergarten age.

According to the 62-page draft proposal, beginning in kindergarten, school nurses will teach students proper terms such as "nipple, breast, penis, scrotum and uterus." Once they are promoted to first grade, children will learn that sexual relations could happen between two men or two women. By the time students are 10 years old, instruction will include the various ways people can have intercourse, be it vaginally, orally or through "anal penetration," according to the proposal.

"As educators and as parents and as communities, we need to be more proactive in helping inform our students at an appropriate age what the risk factors are associated with their own behaviors so that they can make better decisions about their well-being," Dr. Bruce Messinger, the Superintendent of Helena Public Schools, told Fox News.

The Montana Family Foundation is fighting the proposed changes, telling Fox News its biggest concern is teaching graphic sexual detail to kids who are not emotionally able to process or comprehend it. If the changes pass, kids as young as 5 will begin to learn medically accurate names for a number of both male and female "private parts."

"The problem is they think it would be age appropriate to teach different sexual positions and different sexual variations to 10 year olds," said Jeff Laszloffy of the Montana Family Foundation.
Messinger said parents will be able to have their kids opt-out, but Laszloffy said teachers want to have the same option.

"I think the reason it is such a concern is it tramples parental rights, it places government squarely between parents and their children," Laszloffy said.

Laszloffy said teachers are calling to seek legal advice about whether they can be forced to teach the information, and parents are threatening to pull children out of the public school system.
“Parents and taxpayers are not for this,” he said.

Tuesday night’s meeting was heated as school board trustees heard from only 64 of the more than 300 people who jammed the auditorium. More than 100 others stood outside the Front Street Learning Center as a sound system broadcast the proceedings.

Melanie Reynolds, a district health officer, defended the proposed curriculum, saying early education and intervention was needed to prevent HIV infection or other sexually transmitted diseases. She cited a report that said 40 percent of reported Chlamydia cases in county were people between the ages of 14 and 18, the Helena Independent Record reported.

Angela Helland-Hansen told the board that she was surprised to see that staff from Planned Parenthood were included in the committee that developed the document.

“Why are we allowing Planned Parenthood to help with this when they stand to profit from these people who will be their future clients?” the Record reported.

Two middle school girls said an abstinence-based program would be more effective to reduce teen pregnancy and disease than what is being proposed, the newspaper reported. There currently is no sexual education being taught in middle school.

ASSIGNING EMERGENCY PREPAREDNESS FUNCTIONS TO THE SECRETARY OF AGRICULTURE


By virtue of the authority vested in me as President of the United States, including authority vested in me by Reorganization Plan No. 1 of 1958 (72 Stat. 1799), it is hereby ordered as follows:

SECTION 1. Scope. The Secretary of Agriculture (hereinafter referred to as the Secretary) shall prepare national emergency plans and develop preparedness programs covering: Food resources, farm equipment, fertilizer, and food resource facilities, as defined below; rural fire control; defense against biological warfare, chemical warfare, and radiological fallout pertaining to agricultural activities; and rural defense information and education. These plans and programs shall be designed to develop a state of readiness in these areas with respect to all conditions of national emergency, including attack upon the United States.

SEC. 2. Definitions. As used in this order:

(a) "Food resources" means all commodities and products, simple, mixed or compound, or complements to such commodities or products, that are capable of being eaten or drunk, by either human beings or animals' irrespective of other uses to which such commodities or products may be. put, at all stages of processing from the raw commodity to the products thereof in vendible form for human or animal consumption. For the purposes of this order the term "food resources" shall also include all starches, sugars, vegetable and animal fats and oils, cotton, tobacco, wool, mohair, hemp, flax fiber, and naval stores, but shall not include any such material after it loses its identity as an agricultural commodity or agricultural product.
(b) "Farm equipment" means machinery, equipment and repair parts manufactured primarily for use on farms in connection with the production or preparation for market or use of "food resources."
(c) "Fertilizer" means any product or combination of products for plant nutrition in form for distribution to the users thereof.
(d) "Food resource facilities" means plants, machinery, vehicles (including on farm) and other facilities for the production, processing, distribution and storage (including cold storage) of food resources, and for domestic distribution of farm equipment and fertilizer.
SEC. 3. Food Function. With respect to food resources, food resource facilities, farm equipment, and fertilizer the Secretary shall:
(a) Resources. Periodically assess assigned resources available from all sources in order to estimate availability under an emergency situation, analyze resource estimates in relation to estimated requirements in order to identify problem areas, and develop appropriate recommendations and programs including those necessary for the maintenance of an adequate mobilization base. Provide data and assistance before and after attack for national resource evaluation purposes of the Office of Emergency Planning.
(b) Requirements. Periodically assemble, develop as appropriate, and evaluate requirements for assigned resources and service, taking into account the estimated needs for military, civilian, and foreign purposes. Such evaluation shall take into consideration the geographical distribution of requirements under emergency conditions.
(c) Priorities and allocations. Develop priorities, allocations and distribution control systems and related plans to insure that available food resources are properly apportioned among and distributed to civilian, military and foreign claimants in an emergency and develop priorities, allocations and distribution control systems and related plans for the domestic distribution of farm equipment and fertilizer.
(d) Production and processing. Develop control systems and related plans including control of use of facilities designed to provide adequate and continuing production, processing and storage of essential food resources in an emergency.
(e) Salvage and rehabilitation. Develop plans for salvage of food resources after determination by proper authorities having the responsibility for this function, of their safety for human or animal consumption anti develop plans for the rehabilitation of food resource facilities after attack.
(f) Economic stabilization. Cooperate with the Office of Emergency Planning in the development of stabilization policies as they might affect agricultural production, processing, distribution, and storage, and in tile development of policies for consumer rationing of food resources.
(g) Financial aid. Develop plans and procedures for financial and credit assistance for farmers who might need such assistance under various mobilization conditions, and provide assistance to food industries in obtaining necessry financing and credit in an emergency.
SEC. 4. Cooperation with Department of Defense. In consonance with national civil defense plans, programs and operations of the Department of Defense, under Executive Order No. 10952, the Secretary shall:
(a) Facilities protection. Provide industry protection guidance materials adapted to the needs of assigned food resources facilities and promote a national program to stimulate disaster preparedness and control in order to minimize the effects of overt or covert attack, and to maintain continuity of production and capacity to serve essential users in an emergency. Guidance shall include, but not be limited to, organizing and training facility personnel shelter, evacuation plans, records protection, continuity of management, emergency repair, deconcentration or dispersal of facilities, and industrial mutual :lid associations for an emergency.
(b) Rural fire functions. In cooperation with Federal, State and local agencies, develop plans for a national program and direct activities in relationship to the prevention and control of fires in the rural areas in the United States caused by the effects of enemy attack.
(c) Biological, chemical, and radiological warfare defense functions. Develop plans for a national program, direct Federal activities, and furnish technical guidance to State and local authorities concerning
(1) diagnosis and strengthening of defensive barriers and control or eradication of diseases, pests, or chemicals introduced as agents of biological or chemical warfare against animals, crops or products thereof;
(2) protective measures, treatment and handling of livestock, including poultry, agricultural commodities on farms or ranches, agricultural lands, forest lands, and water for agricultural purposes, any of which have been exposed to or affected by radiation. Plans shall be developed for a national program and direction of Federal activities to assure the safety and wholesomeness and to minimize losses from biological and chemical warfare radiological effects, and other emergency hazards of livestock, meat and meat products, poultry and poultry products in establishments under the continuous inspection of the U.S. Department of Agriculture, and agricultural commodities and products owned by the Commodity Credit Corporation or by the Secretary.

(d) Rural flefense information and education. Conduct a rural defense information and education program to advise farmers that they will have a responsibility to produce food of the kind and quantity needed in an emergency and shall work with farmers and others in rural areas to reduce the vulnerability of hollies, crops, livestock, and forests, to either overt or covert attack.
(e) Damage assessment. Maintain a capability to assess the effects of attack on assigned resource areas and departmental installations, both at national and field levels, and provide data to the Department of Defense.
SEC. 5. Claimancy. The Secretary shall prepare plans to claim materials, manpower, equipment, supplies and services which would be needed to carry out assigned responsibilities and other essential functions of the Department from the appropriate agency and work with such agencies in developing programs to insure availability of such resources Ill an emergency.
SEC. 6. Stockpiles. The Secretary shall assist the Office of Emergency Planning in formulating and carrying out plans for stockpiling strategic and critical materials. In the administration of Commodity Credit Corporation inventories of food resources shall take all possible measures to assure the availability of such inventories when and where needed in an emergency. The secretary shall also develop plans and procedures for the proper utilization of agriculture items stockpiled for survival purposes.

SEC. 7. National Program Guidance. The Secretary shall provide technical guidance to State and local governments to the end that all planning concerned with functions assigned herein will be effectively coordinated. He shall also maintain relations with the appropriate industries to foster mutual understanding of Federal emergency plans.

SEC. 8. Research. Within the framework of over-all Federal research objectives, the Secretary shall supervise or conduct research directly concerned with carrying out emergency preparedness responsibilities, designate representatives for necessary ad hoc or task force groups' and provide advice and assistance to other agencies in planning for research in areas involving the interests of the Department of Agriculture.

SEC. 9. Functional Guidance. The Secretary, in carrying out the functions assigned in this order, shall be guided by the following:

(a) Interagency cooperation. The Secretary shall assume the initiative in developing joint plans for the coordination of emergency food resources of those departments and agencies which have the responsibility for any segment of such activities. He shall utilize to the maximum those capabilities of other agencies qualified to perform or assist in the performance of assigned functions by contractual or other agreements.
(b) Presidential coordination. The Director of the Office of Emergency Planning shall advise and assist the President in determining policy for, and assist him in coordinating the performance of functions under this order with the total national preparedness program.
(c) Emergency planning. Emergency plans and programs and emergency or organization structure required thereby, shall be developed as an integral part of the continuing activities of the Department of Agriculture and the basis that it will have the responsibility for carrying out such programs during an emergency. The Secretary shall be prepared to implement all appropriate plans developed under this order. Modifications and-temporary organizational changes, based on emergency conditions, will be in accordance with policy determination by the President.
SEC. 10. Emergency Functions. Nothing in this order shall be construed as conferring authority under Title III of the Federal Civil Defense Act of 1950, as amended, or otherwise, to put into effect any emergency plan, procedure, policy, program, or course of action prepared or developed pursuant to this order. Such authority is reserved to the President.

A Web crawler is a computer program that browses the World Wide Web in a methodical, automated manner or in an orderly fashion. Other terms for Web crawlers are ants, automatic indexers, bots, [1] or Web spiders, Web robots, or—especially in the FOAF community—Web scutters[2].

This process is called Web crawling or spidering. Many sites, in particular search engines, use spidering as a means of providing up-to-date data. Web crawlers are mainly used to create a copy of all the visited pages for later processing by a search engine that will index the downloaded pages to provide fast searches. Crawlers can also be used for automating maintenance tasks on a Web site, such as checking links or validating HTML code. Also, crawlers can be used to gather specific types of information from Web pages, such as harvesting e-mail addresses (usually for spam).

A Web crawler is one type of bot, or software agent. In general, it starts with a list of URLs to visit, called the seeds. As the crawler visits these URLs, it identifies all the hyperlinks in the page and adds them to the list of URLs to visit, called the crawl frontier. URLs from the frontier are recursively visited according to a set of policies.

Stuck on the road

Dozens of vehicles were literally stuck on a road in China after the tarmac melted in the hot sun.

Intense heat in Zhengzhou melted a road that had just been resurfaced the previous day. All sorts of vehicles, including buses and ambulances, began sticking to a stretch of about 600 feet of the road.

Temperatures were reportedly at about 105 degrees Fahrenheit with the street surface temperature hitting nearly 160.

Plastic sheeting was laid down as a temporary surface to get traffic moving again.

Teenage Cruise Passenger Tragically Killed in St. Thomas Shooting

(3 a.m. EDT) -- A 14 year old cruise passenger has died after being caught in a crossfire while on a tourist bus in St. Thomas, it has been reported.

The Associated Press has said that the teenage girl, from Puerto Rico, had been travelling on Carnival Cruise Lines' Carnival Victory with her family, when they took a trip ashore to the popular Coki Point Beach on Monday.

According to reports, the bus was caught in a shootout between warring local gangs. Another cruise ship passenger sustained a minor injury during the shootout.

Carnival spokeswoman Jennifer De La Cruz told the Associated Press that it was an "unfathomable act of senseless violence".

Cruise Critic members have posted reports that passengers were told of the sad news in a letter from Captain Salvatore Messina.

The letter states: "A small group of guests, participating in independent sightseeing activities, were victims of a random exchange of gun-fire between local residents while en route to the Coki Beach area in St. Thomas. Tragically a 14 year old female guest was fatally injured and one other guest sustained minor injuries."

Carnival's care team staff is supporting the family and other guests.

The letter also states that although the guests were on an independent tour, Carnival had suspended all excursions to Coki Beach area until further notice.

Our thoughts go out to the families and friends affected by this tragic event.
