What is Dominionism? Palin, the Christian Right, & Theocracy
Fri Sep 05, 2008 at 06:13:19 AM PDT
Sarah Palin is a "Dominionist" with an apocalytic End Times theological viewpoint that sees the war in Iraq as part of God's plan. More on the End Times in the next post. Let's talk about Christian Right Dominionism and tendencies toward authoritarian theocratic governance.
With a number of bloggers calling Sarah Palin a "Dominionist," it is a good idea to clear up some obvious errors in the use of terminology.
Neither Sarah Palin nor her Protestant church affiliated with the Assemblies of God should be described as practicing a form of "Dominion Theology" or "Christian Reconstructionism." That is just plain wrong.
It is fair to suggest that Palin displays the tendency called "Dominionism" in some of her public statements.
As one of the authors who popularized the term "Dominionism" (along with Sara Diamond, and Fred Clarkson), I feel some obligation to clear up this confusion, which stems from some very sloppy research posted on a number of websites where the terms "Dominionism," "Dominion Theology," and "Christian Reconstructionism" are used improperly and interchangeably.
"Christian Reconstructionism" is a form of "Dominion Theology" that influenced a tendency toward "Dominionism" in the Christian Right and certain evangelical churches such as The Assemblies of God. But, lumping of these theologies together is neither accurate, nor fair.
How did this confusion get started?
In a September 1994 plenary speech to the Christian Coalition national convention, Rev. D. James Kennedy said that "true Christian citizenship" involves an active engagement in society to "take dominion over all things as vice-regents of God." Kennedy's remarks were reported in February 1995 by sociologist and journalist Sara Diamond, who wrote that Kennedy had "echoed the Reconstructionist line."
More than anyone else, it was Sara Diamond who popularized the term "dominionism," using it to describe a growing political tendency in the Christian Right. It is a useful term that has, unfortunately, been used in a variety of ways that are neither accurate nor useful. Diamond was careful to discuss how the small Christian Reconstructionist theological movement had helped introduce "dominionism" as a concept into the larger and more diverse social/political movements called the Christian Right.
Dominionism is therefore a tendency among Protestant Christian evangelicals and fundamentalists that encourages them to not only be active political participants in civic society, but also seek to dominate the political process as part of a mandate from God.
This highly politicized concept of dominionism is based on the Bible's text in Genesis 1:26:
"And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth." (King James Version).
"Then God said, 'Let us make man in our image, in our likeness and let them rule over the fish of the sea and the birds of the air, over the livestock, over all the earth and over all the creatures that move along the ground.'" (New International Version).
The vast majority of Christians read this text and conclude that God has appointed them stewards and caretakers of Earth. As Sara Diamond explains, however, some Christian read the text and believe, "that Christians alone are Biblically mandated to occupy all secular institutions until Christ returns." That, in a nutshell, is the idea of "dominionism."
Just because some critics of the Christian Right have stretched the term dominionism past its breaking point does not mean we should abandon the term. And while it is true that few participants in the Christian Right Culture War want a theocracy as proposed by the Christian Reconstructionists, many of their battlefield Earth commanders are leading them in that direction. A number of these leaders have been influenced by Christian Reconstructionism, which is a variant of theocracy called "theonomy."
William Martin is the author of the 1996 tome With God on Our Side, a companion volume to the PBS series. Martin is a sociologist and professor of religion at Rice University, and he has been critical of the way some critics of the Christian Right have tossed around the terms "dominionism" and "theocracy." Martin has offered some careful writing on the subject. According to Martin:
"It is difficult to assess the influence of Reconstructionist thought with any accuracy. Because it is so genuinely radical, most leaders of the Religious Right are careful to distance themselves from it. At the same time, it clearly holds some appeal for many of them. One undoubtedly spoke for others when he confessed, 'Though we hide their books under the bed, we read them just the same.' "
According to Martin, "several key leaders have acknowledged an intellectual debt to the theonomists. Jerry Falwell and D. James Kennedy have endorsed Reconstructionist books."
Before he died in 2001, the founder of Christian Reconstuctionism, R. J. Rushdoony, appeared several times on Christian Right televangelist programs such as Pat Robertson's 700 Club and the program hosted by D. James Kennedy, writes Martin.
"Pat Robertson makes frequent use of 'dominion' language" says Martin, "his book, The Secret Kingdom, has often been cited for its theonomy elements; and pluralists were made uncomfortable when, during his presidential campaign, he said he 'would only bring Christians and Jews into the government,' as well as when he later wrote, 'There will never be world peace until God's house and God's people are given their rightful place of leadership at the top of the world.' "
Martin also points out that "Jay Grimstead, who leads the Coalition on Revival, which brings Reconstructionists together with more mainstream evangelicals, has said, 'I don't call myself [a Reconstructionist],' but 'A lot of us are coming to realize that the Bible is God's standard of morality . . . in all points of history . . . and for all societies, Christian and non-Christian alike. . . . It so happens that Rushdoony, Bahnsen, and North understood that sooner.' He added, 'There are a lot of us floating around in Christian leadership James Kennedy is one of them-who don't go all the way with the theonomy thing, but who want to rebuild America based on the Bible.'"
So let's choose our language carefully, but let's recognize that terms such as "dominionism" and "theocracy," when used cautiously and carefully, are appropriate when describing anti-democratic tendencies in the Christian Right.
"Dominionism" as a Term or Description
The term "dominionism" is used different ways by different people. When new terms are developed, that is to be expected. If we are to use words and phrases to discuss ideas, however, it pays to be on the same page concerning how we define those terms. This is especially true in public debates.
In her 1989 book Spiritual Warfare, sociologist Sara Diamond discussed how dominionism as an ideological tendency in the Christian Right had been significantly influenced by Christian Reconstructionism. Over the past 20 years the leading proponents of Christian Reconstructionism and dominion theology have included Rousas John (R.J.) Rushdoony, Gary North, Greg Bahnsen, David Chilton, Gary DeMar, and Andrew Sandlin.
Diamond explained that "the primary importance of the [Christian Reconstructionist] ideology is its role as a catalyst for what is loosely called 'dominion theology.'" According to Diamond, "Largely through the impact of Rushdoony's and North's writings, the concept that Christians are Biblically mandated to 'occupy' all secular institutions has become the central unifying ideology for the Christian Right." (italics in the original).
In a series of articles and book chapters Diamond expanded on her thesis. She called Reconstructionism "the most intellectually grounded, though esoteric, brand of dominion theology," and observed that "promoters of Reconstructionism see their role as ideological entrepreneurs committed to a long-term struggle."
So Christian Reconstructionism was the most influential form of dominion theology, and it influenced both the theological concepts and political activism of white Protestant conservative evangelicals mobilized by the Christian Right.
But very few evangelicals have even heard of dominion theology, and fewer still embrace Christian Reconstructionism. How do we explain this, especially since our critics are quick to point it out?
The answer lies in teasing apart the terminology and how it is used.
Christian Reconstructionism is a form of theocratic dominion theology. Its leaders challenged evangelicals across a wide swath of theological beliefs to engage in a more muscular and activist form of political participation. The core theme of dominion theology is that the Bible mandates Christians to take over and "occupy" secular institutions.
A number of Christian Right leaders read what the Christian Reconstructionists were writing, and they adopted the idea of taking dominion over the secular institutions of the United States as the "central unifying ideology" of their social movement. They decided to gain political power through the Republican Party.
This does not mean most Christian Right leaders became Christian Reconstructionists. It does mean they were influenced by dominion theology. But they were influenced in a number of different ways, and some promote the theocratic aspects more militantly than others.
It helps to see the terms dominionism, dominion theology, and Christian Reconstructionism as distinct and not interchangeable. While all Christian Reconstructionists are dominionists, not all dominionists are Christian Reconstructionists.
A nested subset chart looks like this:
---Triumphalism
---------Dominionism
---------------------Dominion Theology or Theocracy
----------------------------------Theonomy
----------------------------------------------Christian Reconstructionism
The specific meanings are different in important ways, although the terms have been used in a variety of conflicting ways in popular articles, especially on the Internet.
In its generic sense, dominionism is a very broad political tendency within the Christian Right. It ranges from soft to hard versions in terms of its theocratic impulse.
Soft Dominionists are Christian nationalists. They believe that Biblically-defined immorality and sin breed chaos and anarchy. They fear that America's greatness as God's chosen land has been undermined by liberal secular humanists, feminists, and homosexuals. Purists want litmus tests for issues of abortion, tolerance of gays and lesbians, and prayer in schools. Their vision has elements of theocracy, but they stop short of calling for supplanting the Constitution and Bill of Rights.
Hard Dominionists believe all of this, but they want the United States to be a Christian theocracy. For them the Constitution and Bill of Rights are merely addendums to Old Testament Biblical law. They claim that Christian men with specific theological beliefs are ordained by God to run society. Christians and others who do not accept their theological beliefs would be second-class citizens. This sector includes Christian Reconstructionists, but it has a growing number of adherents in the leadership of the Christian Right.
It makes more sense to reserve the term "dominion theology" to describe specific theological currents, while using the term "dominionism" in a generic sense to discuss a tendency toward aggressive political activism by Christians who claim they are mandated by God to take over society. Even then, we need to locate the subject of our criticisms on a scale that ranges from soft to hard versions of dominionism.

Theocracy is derived from the two Greek words Qeo/j(Theos) meaning "God" and kra/tein (cratein) meaning "to rule." The Reverend Rod Parsley, a champion of theocracy, or what he calls a "christocracy," told his congregation at the World Harvest Church, located just outside Columbus, Ohio, "Theocracy means God is in control, and you are not." more
The theocratic right seeks to establish dominion, or control over society in the name of God. The late D. James Kennedy, former pastor of Coral Ridge Ministries, called on his followers to exercise "godly dominion ... over every aspect ... of human society." At a "Reclaiming America for Christ" conference in February, 2005, Kennedy said:
"Our job is to reclaim America for Christ, whatever the cost. As the vice regents of God, we are to exercise godly dominion and influence over our neighborhoods, our schools, our government, our literature and arts, our sports arenas, our entertainment media, our news media, our scientific endeavors -- in short, over every aspect and institution of human society."
Twenty-five years ago, dominionists targeted the Republican Party as the vehicle through which they could advance their agenda. At the same time, a small group of Republican strategists targeted fundamentalist, Pentecostal and charismatic churches to expand the base of the Republican Party. This web site is not about traditional Republicans or conservative Christians. It is about the manipulation of people of a certain faith for political power. It is about the rise of dominionists in the U.S. federal government.
Today's hard right seeks total dominion. It's packing the courts and rigging the rules. The target is not the Democrats but democracy itself. more
According to acclaimed journalist and television host Bill Moyers,
"True, people of faith have always tried to bring their interpretation of the Bible to bear on American laws and morals ... it's the American way, encouraged and protected by the First Amendment. But what is unique today is that the radical religious right has succeeded in taking over one of America's great political parties. The country is not yet a theocracy but the Republican Party is, and they are driving American politics, using God as a a battering ram on almost every issue: crime and punishment, foreign policy, health care, taxation, energy, regulation, social services and so on." more

Back from the Brink
Before the midterm elections of 2006, dominionists controlled both houses of the U.S. Congress, the White House and four out of nine seats on the U.S. Supreme Court. They were one seat away from holding a solid majority on the Supreme Court. As of January 1, 2007, dominionists will not control the leadership of either house of Congress, and the President will no longer be able to so easily appoint dominionists to the federal courts.
Five of the Republican Senators who were unseated on November 7 received whopping scores of 100% from the Family Research Council and Focus on the Family Voter Scorecards. Those Senators are: Conrad Burns (R-MT), George Allen (R-VA), Rick Santorum (R-PA), James Talent (R-MO), and Mike DeWine (R-OH). Rick Santorum was the number three ranking Republican in the party. Santorum and Allen both had Presidential ambitions. (FRC and FOF are the most politically influential of dominionist organizations.) For more discussion of the elections go to Talk To Action.
Where do we go from here?
Dominionists were very close to controlling all three branches of the federal government from which they could impose their narrow interpretation of scripture on the rest of society. People so close to full political power are not going to go away. The American people need to maintain vigilance and understand the history of how dominionists came to political power. And we need to embrace democracy with a passion -- for it was voter apathy that allowed leaders like Pat Robertson to get so many dominionists elected to Congress in the first place.

I will be exalted among the heathen, I will be exalted in the earth
1God is our refuge and strength, a very present help in trouble.
2Therefore will not we fear, though the earth be removed, and though the mountains be carried into the midst of the sea;
3Though the waters thereof roar and be troubled, though the mountains shake with the swelling thereof. Selah.
4There is a river, the streams whereof shall make glad the city of God, the holy place of the tabernacles of the most High.
5God is in the midst of her; she shall not be moved: God shall help her, and that right early.
6The heathen raged, the kingdoms were moved: he uttered his voice, the earth melted.
7The LORD of hosts is with us; the God of Jacob is our refuge. Selah.
8Come, behold the works of the LORD, what desolations he hath made in the earth.
9He maketh wars to cease unto the end of the earth; he breaketh the bow, and cutteth the spear in sunder; he burneth the chariot in the fire.
10Be still, and know that I am God: I will be exalted among the heathen, I will be exalted in the earth.
11The LORD of hosts is with us; the God of Jacob is our refuge. Selah.

Let’s Compare Aerial Pictures of the 10/2 & 8/28 Rallies
Within hours of the 8/28 rally CBS News had posted expert analysis of the rally attendance and concluded that 87,000 people had attended.
It is not clear exactly when that photo was taken on 10/2 — but it is the only aerial shot featured in the HuffPo playlist.
Here now is a similar vantage shot from the 8/28 rally:
So if CBS News believes that 8/28 drew only 87,000 people — then I’m sure they will soon be posting expert analysis that the “One Nation” rally drew 25,000. Right?

Save the Banks and Kill the Economy

"Providing assistance to banks and their borrowers can be counterproductive, resulting in increased losses to banks, which often ... take unproductive risks at government expense. The typical result ... is a deeper hole in the net worth of banks, crippling tax burdens to finance bank bailouts, and even more severe credit supply contraction and economic decline."
The International Monetary Fund (IMF), (Study of financial crises from 1970 to 2007)
"The dirty little secret ... is that every Republican in this country wants Obama to fail, but none of them have the guts to say so; I am willing to say it."
Contrary to what President Franklin D. Roosevelt did in the 1930s, President Barack Obama did not confront the banking industry head-on after fraudulent practices caused one of the worst financial crises in U.S. history. In particular, he did not reverse the blanket financial deregulation that the Clinton and Bush administrations engineered in 1999, in 2000, in 2004, in 2005 and in 2007 that allowed for creating mortgage-linked synthetic subprime securities and for betting against them. Instead, his economic operatives (Geithner, Summers, Bernanke, Orszag, Emanuel, (L.A.) Sachs, Romer, Bair, ...etc.) threw trillions of public dollars to the largest banks, allowing top bankers to keep enjoying hundreds of million of dollars in yearly bonuses, at a time when some 300,000 Americans are losing their homes through foreclosures every month. Such a persistent epidemic of home foreclosures is creating a tremendous drag on the economy, besides being a social disaster. —The system that is responsible for so many home foreclosures has not been fixed, although valiant attempts have been made to mitigate the process.
Meanwhile, also with the intention of saving the largest banks, regulators began pressing the banks to raise capital asset ratios and to shrink their risk assets. The Bernanke Fed went so far as to lend money to the largest banks at zero interest rate, while paying interest on the excess reserves the banks kept at the Fed, a practice that resulted in an outright gift to the banks.
All these policies have resulted in tightening credit availability and in provoking the largest plunge in the M3 money supply since the Great Depression. As long as this condition endures, there won't be any substantial economic recovery in the United States.
Just as Obama did for the wars, when he kept in position and even promoted Bush operatives Gates and Petraeus, Obama kept or brought back as his economic team some of the very Wall Street-connected people who were responsible for creating the conditions that led to the financial crisis in the first place.
Now, at mid-term, President Barack Obama is saddled with the devastating image of a defender and promoter of Bush's wars in Afghanistan and Iraq and is viewed by many as having sided with Wall Street bankers against Main Street folks, just as George W. Bush did with his Goldman Sachs-connected Treasury Secretary Henry Paulson and his banking bailouts. To many Americans, indeed, the Obama administration looks more and more like a third-term Bush II administration. For many Americans, it's a nightmare.
The biggest mistake that President Barack Obama seems to have made, at the beginning of his mandate, was to not disassociate himself more clearly from the previous Bush administration. Now, it's too late, and unfortunately for him and the divided Democrats, they are poised to suffer the wrath of an enraged and disillusioned electorate.
Indeed, with U.S. real unemployment rate hovering around 17 percent, with 3 out of 4 workers telling pollsters that they doubt that their wages will increase next year, with many American households' financial situation deteriorating, with home foreclosures approaching 10 million, with huge fiscal deficits and future tax hikes likely, with the Bernanke Fed adopting third-world monetary policies in monetizing the public debt, and with an overall anemic economic growth, the Obama administration and the Democratic Congress are going into the November 2 midterm elections with many monkeys on their backs and very little public confidence.
The only thing that runs in their favor is the poor quality and vision of their Republican opponents who have followed an obstructionist strategy and have sided time and again with lobbyists, thus blocking most attempts to straighten things up. Only a credible campaign to persuade the electorate in extremis that Democrat incumbents are ≥less worse≤ than their Republican opponents, coupled with a high turnout at the polls could prevent a Democratic bloodbath in the U.S. Congress, especially in the House of Representatives, next November. —If not, President Barack Obama will officially become a lame-duck president after November 2, and Congress will be paralyzed at a very crucial time when strong leadership is required to get out of the economic mess. This is a most unappealing perspective.

Biden, 5 justices attend annual 'Red Mass'
Chief Justice John Roberts and Associate Justices Samuel Alito, Antonin Scalia, Stephen Breyer and Clarence Thomas attended the service, held at the Cathedral of St. Matthew the Apostle in Washington, on the eve of the court's new term.
The Mass was started in 1952 by the John Carroll Society, a lay Catholic group of prominent lawyers and professionals, to celebrate the legal profession. But the event has drawn criticism in recent years for what many see as an unhealthy mix of politics, religion and the law.
The mass is a Catholic service, but power brokers of other faiths are asked to attend the invitation-only event. Critics have called the attendance of leading decision-makers, including members of the highest court in the land, inappropriate.
Past homilies by individual speakers have lamented the high court's ruling legalizing abortion and the constitutional separation of church and state, although most recent Red Mass ceremonies have avoided hot-button social and political issues to focus on universal themes. Church officials insist they do not attempt to lobby or seek to persuade anyone who attends the service.
Archbishop J. Augustine Di Noia, who gave this year's sermon, told parishioners the church understands the “nearly overwhelming complexity of the climate which envelops the practice of law and the administration of justice today.“
“No informed observer can fail to acknowledge that the social and cultural pluralism of our times -- not to mention the relentless and sometimes pitiless public scrutiny to which you are subjected -- makes the work of judges and lawyers today very hard indeed,“ he said.
The archbishop also asserted that laws are based upon certain principles: “the pursuit of the common good through respect for the natural law, the dignity of the human person, the inviolability of innocent life from conception to natural death, the sanctity of marriage, justice for the poor, protection of minors, and so on.“
Di Noia later decried a trend toward “exclusive humanism“ and said, “That innocent human life is now so broadly under threat has seemed to many of us one of the signs of this growing peril.“ Washington archdiocese spokeswoman Susan Gibbs told CNN afterwards that the reference to “innocent human life“ was meant “broadly,“ referring to “all life that is at risk, not just simply the unborn, but the fragility of all human life.“
All the justices who attended Sunday are Catholics except Breyer, who is Jewish. The court is currently made up of six Catholics and three Jews, including its newest member, Elena Kagan.
One member of the court who no longer attends is Ruth Bader Ginsburg who, like Breyer and Kagan, is Jewish. Ginsburg has said she grew tired of being lectured by Catholic officials.
“I went one year, and I will never go again, because this sermon was outrageously anti-abortion,“ Ginsburg said in the book “Stars of David: Prominent Jews talk About Being Jewish“ by author Abigail Pogrebin. “Even the Scalias -- although they're much of that persuasion -- were embarrassed for me.“

29And when they had fulfilled all that was written of him, they took him down from the tree, and laid him in a sepulchre.
30But God raised him from the dead:

32And we declare unto you glad tidings, how that the promise which was made unto the fathers,
33God hath fulfilled the same unto us their children, in that he hath raised up Jesus again; as it is also written in the second psalm, Thou art my Son, this day have I begotten thee.
34And as concerning that he raised him up from the dead, now no more to return to corruption, he said on this wise, I will give you the sure mercies of David.
35Wherefore he saith also in another psalm, Thou shalt not suffer thine Holy One to see corruption.
36For David, after he had served his own generation by the will of God, fell on sleep, and was laid unto his fathers, and saw corruption:
37But he, whom God raised again, saw no corruption.
38Be it known unto you therefore, men and brethren, that through this man is preached unto you the forgiveness of sins:
39And by him all that believe are justified from all things, from which ye could not be justified by the law of Moses.
40Beware therefore, lest that come upon you, which is spoken of in the prophets;
41Behold, ye despisers, and wonder, and perish: for I work a work in your days, a work which ye shall in no wise believe, though a man declare it unto you.
42And when the Jews were gone out of the synagogue, the Gentiles besought that these words might be preached to them the next sabbath.
43Now when the congregation was broken up, many of the Jews and religious proselytes followed Paul and Barnabas: who, speaking to them, persuaded them to continue in the grace of God.
44And the next sabbath day came almost the whole city together to hear the word of God.
45But when the Jews saw the multitudes, they were filled with envy, and spake against those things which were spoken by Paul, contradicting and blaspheming.
46Then Paul and Barnabas waxed bold, and said, It was necessary that the word of God should first have been spoken to you: but seeing ye put it from you, and judge yourselves unworthy of everlasting life, lo, we turn to the Gentiles.
47For so hath the Lord commanded us, saying, I have set thee to be a light of the Gentiles, that thou shouldest be for salvation unto the ends of the earth.
48And when the Gentiles heard this, they were glad, and glorified the word of the Lord: and as many as were ordained to eternal life believed.
49And the word of the Lord was published throughout all the region.
50But the Jews stirred up the devout and honourable women, and the chief men of the city, and raised persecution against Paul and Barnabas, and expelled them out of their coasts.
51But they shook off the dust of their feet against them, and came unto Iconium.
52And the disciples were filled with joy, and with the Holy Ghost.

Global employment crisis will stir social unrest, warns UN agency
Published: 3:16PM BST 30 Sep 2010
The United Nations work agency said it was putting back by two years from 2013 its previous assessment of the time needed to create the 22 million jobs still needed to regain the pre-crisis level - 14 million in rich countries and 8 million in developing states.
The global economy has started to grow again with encouraging signs of employment recovery especially in some Asian and Latin American emerging economies, the ILO said in its annual World of Work report.

"Despite these significant gains ... new clouds have emerged on the employment horizon and the prospects have worsened significantly in many countries," it said.
Raymond Torres, lead author of the report, told a news conference that job losses since the crisis started had totalled some 30-35 million. The ILO has forecast global unemployment this year of 213 million, a rate of 6.5 per cent.
For the United States - where persistent unemployment has become one of the main issues in this November's elections - the number of jobs still needed to regain pre-crisis levels is 6.9 million, Steven Tobin, ILO economist, said.
The extended loss of employment and growing perceptions of unfairness risked increasing social tension, the ILO said.
In 35 countries for which data exists, nearly 40 per cent of jobseekers have been without work for more than one year, running risks of demoralisation and mental health problems, and young people were disproportionately hit by unemployment.
It noted that social unrest related to the crisis has been reported in at least 25 countries, including some recovering emerging economies.
This week riot police were on the streets as protesters in Spain, Belgium, Italy and Greece demonstrated against tough austerity measures.
In more than three quarters of 82 countries with such information available, peoples' perceptions of their quality of life and standard of living had declined in 2009 from 2006, with job satisfaction also declining even among those in work.
Torres warned governments against withdrawing fiscal stimulus measures while recovery was still weak.
The ILO recommended three policies for a jobs-led recovery:
* A combination of active labour market policies including work-sharing that target vulnerable groups such as young people, and training;
* A closer link between wages and productivity gains in surplus countries to boost demand and job creation;
* Reforms of the financial sector to ensure savings are channelled to productive investment.
Bank of America to Freeze Foreclosure Cases

Bank of America, the country’s largest mortgage lender by assets, said on Friday that it was reviewing documents in all foreclosure cases now in court to evaluate if there were errors.
It is the third major lender in the last two weeks to freeze foreclosures in the 23 states where the process is controlled by courts.
But Bank of America went further than the first two lenders, GMAC Mortgage and JPMorgan Chase, which have said they will amend paperwork only in cases they think were improperly done. So far, that has amounted to only a handful of cases.
Bank of America, in an e-mailed statement, said it would “amend all affidavits in foreclosure cases that have not yet gone to judgment.”
That could mean tens of thousands of foreclosure cases would be in limbo for months or, if the consumers in default hire lawyers, years.
Spokesmen for the bank said that they were uncertain how many cases the lender currently had in court. They provided no timeline or explanation for the freeze, saying only that the bank planned to eventually resubmit all the cases.
The moratorium is likely to further fuel the uproar over the foreclosure tactics of the big lenders, which continued to have political ramifications on Friday.
Before Bank of America’s announcement, Richard Blumenthal, the Connecticut attorney general, asked judges in his state to put a halt to all foreclosures for 60 days. Connecticut is one of the 23 states where foreclosure is a judicial matter. Others include Illinois, Florida, New Jersey and New York.
Mr. Blumenthal, who is running for senator in Connecticut, said the freeze “should stop a foreclosure steamroller based on defective documents and enable effective remedies.”
California’s attorney general, Jerry Brown, said that Chase should stop any foreclosures in the state until it proved that it was following the law. Mr. Brown, who is a candidate for governor, earlier made the same demand of GMAC.
In California, lenders generally pursue foreclosures outside of the court system, so they are presumably still proceeding with evictions. Chase declined to say whether it would comply with Mr. Brown’s comments.
Chase said this week that it had frozen 56,000 foreclosure cases. GMAC, which is largely owned by the Treasury after receiving $17 billion in federal bailout money to prevent its collapse, has repeatedly declined to say how many cases it is halting.
The nation’s two other major lenders, Citi and Wells Fargo, have issued statements maintaining they have no problems with their cases.
The problem for all the lenders that have announced moratoriums stems directly from their attempt to deal with an unprecedented number of foreclosures.
According to LPS Applied Analytics, a mortgage data firm, 2 million households are in foreclosure. Another 2.37 million households are seriously delinquent and waiting for their lender to take action.
Sometimes these loans are still owned by the lender but often, the banks are merely the loan servicer acting on behalf of the owner. Many of the loans are owned by Fannie Mae and Freddie Mac, the mortgage holding companies now controlled by the Treasury. In other cases the loans have been sold to private investment pools.
Confronted with so many cases, the lenders tried to process them on a wholesale basis, with the goal of avoiding the expense of a full trial and instead getting summary judgments.
The tool for doing this was the so-called robo-signers, in which midlevel bank executives would sign thousands of affidavits a month attesting that they had personal knowledge that the facts of the case were as presented. The affidavits were prepared by lawyers who were paid a flat fee, which also placed a premium on volume.
When defense lawyers started deposing these robo-signers, they acknowledged that they could not possibly have knowledge of all the cases. The banks say this is a technicality and they will refile the proper affidavits. The defense lawyers say the practice calls the cases, and indeed the entire process, into question.
Thomas Lawler, a housing economist, said the current mess was predictable and probably inevitable. Lenders made their money by making loans and then simply and efficiently servicing them by collecting the checks every month. They were never prepared to deal with the labor-intensive problems of delinquency and foreclosure.
“However, the foreclosure crisis is now almost three years old, and not having staffed up sufficiently to deal with the problems with inadequate staffing borders on criminal,” Mr. Lawler said. “I mean, jeepers, look at the unemployment rate; how hard would it have been to hire more folks?”
Mark Stopa, a Florida lawyer who represents defaulting homeowners, said the magnitude of the current troubles depends on how title insurance companies react. If those firms begin to shy away from insuring foreclosed properties because they think those properties are vulnerable to claims, he said, the entire housing market could suffer.
“Judges have to force banks to do foreclosures correctly,” Mr. Stopa said. But he noted that would require a significant increase in staff. “I’ll believe it when I see it,” he said.
Stocks of the major title insurance companies dropped on Friday amid concern that their business would suffer as a result of the foreclosure freezes. Fidelity National Financial fell more than 4 percent, while First American Financial dropped 3 percent.
One firm, Old Republic National Title, said this week it would not issue policies on GMAC foreclosures until further notice.

“Ten years ago, the world community took eight bold decisions with the intent to slash poverty, hunger, disease, maternal and child deaths and other ills by 2015,” said Frank Teeuwen, United Nations Senior Liaison for ADRA. “Now the international community must keep its promise of the Millennium Declaration to the millions of vulnerable people around the world. We cannot let them down.”
The MDGs, adopted in September 2000 by all 192 United Nations member states, were recognized as the most pressing issues needing improvement among the world’s developing nations, namely eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality and empowering women, reducing child mortality, improving maternal health, ensuring environmental sustainability, developing a global partnership for development, and combating HIV/AIDS, malaria, and other diseases.
“Together, we created a blueprint for ending extreme poverty. We defined achievable targets and timetables,” UN Secretary-General Ban Ki-moon told world leaders in New York this week that attended a three-day summit on ending global poverty. “We established a framework that all partners, even those with different views, have been able to embrace. We brought new urgency to an age-old mission.”
While vast improvements have been made in the areas of disease control, school enrolment, and access to clean water, significant work is still needed to reduce children mortality and improve maternal health.
With just five years remaining until the MDGs are to be achieved, the world’s least developed countries (LDCs) continue to face high poverty rates. More than 800 million people in LDCs live below the poverty line, while just six of the 49 LDCs have poverty rates of less than 30 per cent, according to the United Nations. Also experiencing difficulties are land-locked developing countries, small island developing states, countries experiencing or emerging from conflict, and those most affected by climate change.
“The international community must continue to stand with them at this time, despite the economic difficulties that are putting pressure on aid budgets and other kinds of support,” Ban remarked Tuesday. “This is a moral commitment, first and foremost - a test of global solidarity.”
For more information about the MDGs, please click here.
The following list provides a progress update of the MDGs:
Goal 1 - Eradicate Extreme Poverty and Hunger:
•The number of people living under the international poverty line of $1.25 a day declined from 1.8 billion to 1.4 billion between 1990 and 2005.
•The proportion of people living in extreme poverty in developing regions dropped from 46 per cent to 27 per cent - on track to meet the target globally.
•The economic crisis is expected to push an estimated 64 million more people into extreme poverty in 2010.
•About one in four children under the age of five is underweight in the developing world, down from almost one in three in 1990.
Goal 2 - Achieve Universal Primary Education:
•Enrolment in primary education in developing regions reached 89 per cent in 2008, up from 83 per cent in 2000.
•The current pace of progress is insufficient to meet the target by 2015.
•About 69 million school-age children are not in school. Almost half of them (31 million) are in sub-Saharan Africa, and more than a quarter (18 million) are in Southern Asia.
•In 2008, there were 96 girls for every 100 boys enrolled in primary school, and 95 girls for every 100 boys in secondary school in developing regions.
•The share of women employed outside of agriculture remains as low as 20 per cent in Southern Asia, Western Asia and Northern Africa.
•The global share of women in parliament continues to rise slowly and reached 19 per cent in 2010 - far short of gender parity.
Goal 4 - Reduce Child Mortality:
•The number of children in developing countries who died before they reached the age of five dropped from 100 to 72 deaths per 1,000 live births between 1990 and 2008.
•Almost nine million children still die each year before they reach their fifth birthday.
•The highest rates of child mortality continue to be found in sub-Saharan Africa, where, in 2008, one in seven children died before their fifth birthday.
•Of the 67 countries defined as having high child mortality rates, only 10 are currently on track to meet the MDG target.
Goal 5 - Improve Maternal Health:
•While declining slowly, the maternal mortality rate remains unacceptably high. Hundreds of thousands of women die annually from complications during pregnancy or childbirth, almost all of them - 99 per cent - in developing countries.
•In 2008, skilled health workers attended 63 per cent of births in the developing world, up from 53 per cent in 1990. Progress was made in all regions, but was especially dramatic in Northern Africa and South-Eastern Asia, with increases of 74 per cent and 63 per cent, respectively.
Goal 6 - Combat HIV/AIDS, Malaria and Other Diseases:
•The number of new HIV infections fell steadily from a peak of 3.5 million in 1996 to 2.7 million in 2008. Deaths from AIDS-related illnesses also dropped from 2.2 million in 2004 to two million in 2008.
•Antiretroviral treatment has expanded, but continues to be outpaced by HIV infection rates. By the end of 2009, more than five million people were on treatment. But for every two individuals starting HIV treatment each year, five are newly infected.
•In 2008, 45 per cent of HIV-positive expectant mothers in low- and middle-income countries received treatment, up from 35 per cent in the previous year. In 2008 alone, more than 60,000 HIV infections among at-risk babies were prevented because their HIV-positive mothers received treatment.
•Half the world’s population is at risk of malaria. There were an estimated 243 million cases of malaria in 2008, causing 863,000 deaths, 89 per cent of them in Africa.
•Global production of mosquito nets rose from 30 million to 150 million annually between 2004 and 2009. Artemisinin-based antimalarial medication has also become more readily available, though coverage varies sharply by country. External funding for malaria control has risen sharply in recent years, and reached $1.5 billion in 2009 - still far short of the estimated $6 billion needed in 2010 alone to meet the MDG target.
•An estimated 11 million people suffered from tuberculosis in 2008. But the number of new cases fell from 143 to 139 per 100,000 people between 2004 and 2008.
Goal 7 - Ensure Environmental Sustainability:
•Some 1.7 billion people have gained access to safe drinking water since 1990. Yet 884 million people worldwide still do not have access to safe drinking water and 2.6 billion people lack access to basic sanitation services, such as toilets or latrines.
•The world has missed the 2010 target for biodiversity conservation. Based on current trends, the loss of species will continue throughout this century.
•Slum improvements are failing to keep pace with the growing number of urban poor. The absolute number of slum dwellers keeps rising, with some 828 million people living in slums today, even though the share of the urban population living in slums is declining.
Goal 8 - Global Partnerships for Development
•Official development assistance stands at 0.31 per cent of the combined national income of developed countries, still far short of the 0.7 per cent UN target. Only five donor countries have reached or exceeded the target.
•Debt burdens have eased for developing countries and remain well below historical levels.
•Only 1 in 6 people in the developing world has access to the Internet.

Druids recognized as religion for first time in UK
LONDON — Druidry has been officially recognized as a religion in Britain under charity law.
The Charity Commission has granted the Druid Network charitable status, giving it tax breaks and equal status to mainstream religions like Christianity.
The commission said Saturday that druidry has a coherent and serious set of beliefs and that it offers a beneficial ethical framework. It also says that the Druid Network's work in promoting druidry as a religion is in the public interest.
Druidry is an ancient pagan tradition that dates back thousands of years in Britain. Druids worship deities characterized as natural forces, such as thunder and sun, and spirits they believe arise from places such as mountains and rivers. .
They loved not their lives unto the death.
And they overcame him by the blood of the Lamb, and by the word of their testimony; and they loved not their lives unto the death.
Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabiters of the earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.
There is no fear in love; but perfect love casteth out fear
17Herein is our love made perfect, that we may have boldness in the day of judgment: because as he is, so are we in this world.
18There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love.
19We love him, because he first loved us.

SENATOR JOSEPH I. LIEBERMAN (ID-CT): Thanks, Jon. Thank you, Jon. Thanks to everybody. And I can't resist -- anytime anybody says I'm somebody who doesn't need an introduction, I'm reminded of being in a room with Henry Kissinger a few years ago here in Washington when the person got up and said, "If there's anybody in the world that doesn't need an introduction, it's Henry Kissinger. So I give you Dr. Henry Kissinger."
And Henry got up and said, "You know, I suppose it's true. I don't need an introduction, but I like a good introduction." (Laughter.) So I thank you for that introduction.
This initiative included a working group on precisely the subject I would like to discuss this afternoon -- the future of the Middle East. The group's composition was unique: Ten distinguished academics, including an historian of the Crusades, two professors of ancient Persian literature and a specialist on Native American tribes. What the group did not include, however, was anyone who knew anything about the contemporary Middle East at that time. (Laughter.)

Howbeit no man spake openly of him for fear of the Jews
2Now the Jew's feast of tabernacles was at hand.
3His brethren therefore said unto him, Depart hence, and go into Judaea, that thy disciples also may see the works that thou doest.
4For there is no man that doeth any thing in secret, and he himself seeketh to be known openly. If thou do these things, shew thyself to the world.
5For neither did his brethren believe in him.
6Then Jesus said unto them, My time is not yet come: but your time is alway ready.
7The world cannot hate you; but me it hateth, because I testify of it, that the works thereof are evil.
8Go ye up unto this feast: I go not up yet unto this feast: for my time is not yet full come.
9When he had said these words unto them, he abode still in Galilee.
10But when his brethren were gone up, then went he also up unto the feast, not openly, but as it were in secret.
11Then the Jews sought him at the feast, and said, Where is he?
12And there was much murmuring among the people concerning him: for some said, He is a good man: others said, Nay; but he deceiveth the people.
13Howbeit no man spake openly of him for fear of the Jews.
