Jackson grew up in Miami, Florida, and graduated from Miami Palmetto Senior High School in 1988.[7] In her senior year, she won the national oratory title at the National Catholic Forensic League Championships in New Orleans, the second-largest high school debate tournament in the United States.

Jackson met her husband, Patrick, in college and the two have been married for 25 years. They live in Washington, DC, with their daughters.
