FEMA and FCC Schedule 2026 Nationwide Test of the Emergency Alert System for November 17, 2026

English

Release Date September 16, 2026
Release Number HQ-26-137

Release Date:
September 16, 2026

WASHINGTON – The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) on Tuesday, November 17, 2026.

FEMA’s Emergency Alert System is a national public warning system made up of thousands of radio, television, cable, satellite and wireline video providers. Through the Emergency Alert System, the President can address the American people or share life-saving information with the public during a national emergency. FEMA is required by law to conduct a nationwide test of the public alert and warning system at least once every three years. These tests allow FEMA to identify technical or operational issues before the system is needed during an actual emergency.

FEMA and the FCC are sharing the test date in advance because it is important that the public understands what to expect on the day of the test. At approximately 2:20 p.m. ET on November 17, 2026, radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers nationwide will interrupt normal programming to relay a test message. This message will state, “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 2:20 to 2:50 hours ET. This is only a test. No action is required by the public.” When the test has concluded, normal programming will resume.

FEMA and the FCC are coordinating with stakeholders, including participating communications providers as well as federal, state, tribal and territorial agencies, to prepare for and conduct the test.

Strait Showdown: Iran Launches "Smart Control" Exercise At Oil Transit Point

by Tyler Durden

Monday, Feb 16, 2026 - 01:00 PM

Iran's elite Islamic Revolutionary Guard Corps (IRGC) kicked off naval drills Monday in the strategically vital Strait of Hormuz, according to state media.

The exercise, dubbed "Smart Control of Hormuz Strait," is being carried out by IRGC naval forces under the direct supervision of the Guards' top command, state television reported, with semi-official Tasnim news agency describing the drills as testing combat readiness against "possible security and military threats." Energy markets are watching closely.

IRNA: IRGC Navy conducts a hybrid, live exercise dubbed "Smart Control of the Strait of Hormuz."

Under the supervision of IRGC Commander-in-Chief Major General Mohammad Pakpour, a state media press release described the exercise further as "A rapid, decisive, and comprehensive response to maritime security threats form the core focus of the intelligence and operational components of the units deployed during the exercise."

Indirect nuclear talks between the US and Iran have lately resumed after collapsing when Israel launched strikes on Iran in June 2025, igniting a 12-day conflict that included US attacks on three Iranian nuclear facilities - with another round of negotiations scheduled for Tuesday in Geneva, with Oman serving as mediator.

The timing is no coincidence, given that late last week President Trump announced he was dispatching a second aircraft carrier to the Middle East, while continuing to warn that military action against Iran remains on the table.

The IRGC has been conducing sporadic and in some cases unannounced drills in regional waters in order to demonstrate to Washington the Islamic Republic's military readiness.

Two weeks ago, when some of the first drills kicked off, US Central Command (CENTCOM) warned the IRGC it better be careful in the vicinity of US naval assets.

"We will not tolerate unsafe IRGC (Islamic Revolutionary Guard Corps) actions including overflight of U.S. military vessels engaged in flight operations, low-altitude or armed overflight of U.S. military assets when intentions are unclear, highspeed boat approaches on a collision course with U.S. military vessels, or weapons trained at U.S. forces," CENTCOM said at the time.

Project Phoenix

Project Phoenix

IONTB

May 7, 2017The Tampa Bay Regional Planning Council, along with their partners from government, business, and social services communities, is developing a plan to identify and address the multitude of issues that would arise should a catastrophic event occur in the Tampa Bay area. For this plan, the Tampa Bay area is defined as the following counties:

Citrus
Hardee
Hernando
Hillsborough
Manatee
Pasco
Pinellas
Polk
Sumter

Hurricane Phoenix is a fictitious storm created to simulate the effects of a worst‐case scenario. With input from Tampa Bay area emergency management agencies and the local office of the National Weather Service (NWS), a simulated storm was developed with a track and intensity that would devastate the entire Tampa Bay region. The NWS generated National Hurricane Center advisories, local hurricane statements, and data files that simulate the hurricane’s location and intensity from its formation in the Caribbean Sea, through landfall in Pinellas County, to the hurricane’s exit from the east coast of Florida into the Atlantic Ocean. The maps and information presented in this packet are based upon the data files developed for this simulated storm. The simulated parameters of Hurricane Phoenix were input into HAZUS‐MH, the risk assessment tool that uses the Federal Emergency Management Agency (FEMA) standard methodology to measure the effects of real and simulated hazard events like hurricane winds and flooding. As one might expect, a storm of the size and strength of Hurricane Phoenix would create almost unthinkable damage to the area’s homes, businesses, infrastructure, overall economy, and social systems that are currently in place. The goal of this planning process is to develop strategies that will help the Tampa Bay region to recover and rebuild after such a devastating catastrophe.

The Tampa Bay Regional Planning Council would like to acknowledge the following individuals and organizations for their time, effort, and video products that support the making of the catastrophic plan scenario video. Thank You.

Summary

  • Russia holds public warning tests
  • Russia says: Please remain calm
  • United States also to hold public warning test

MOSCOW, Oct 4 (Reuters) - Russia tested its emergency public warning systems across the country on Wednesday, blaring out sirens and interrupting some television and radio broadcasts to warn the population to stay calm.

The test, first conducted in 2020, is part of a new initiative that requires authorities to conduct tests twice a year, starting from Sept. 1.

It comes, though, amid the war in Ukraine that has triggered the deepest crisis in Russia's relations with the West since the 1962 Cuban Missile Crisis.

At around 10:40 a.m. Moscow time (0740 GMT), sirens wailed across some parts of Russia and stern announcements demanded "Attention everyone!".

"The readiness of warning systems is being checked, please remain calm," speakers said in a stern male Russian voice.

"When you hear the sound of a siren, you need to remain calm and not panic, turn on the TV - any publicly accessible channel or radio - and listen to the information message," the Ministry of Emergency Situations said in a statement.

"The warning system is designed to timely convey a signal to the population in the event of a threat or emergency of a natural or man-made nature."

The United States was also conducting a large-scale test of its public warning systems on Wednesday, via U.S. mobile phones and TV and radio stations.

The purpose of the U.S. test is to ensure that the systems "continue to be effective in alerting the public to emergencies, particularly at the national level", the Federal Emergency Management Agency, or FEMA, said in a press release.

Many other countries have also conducted alert system tests for crises and disasters in recent years.

The Russian test falls on the 91st anniversary of the creation of Russia's civil defence system and follows nationwide educational drills in August on practicing actions and procedures in emergency situations, Russian media reported.

The goal of Russia's tests is to assess the warning systems, the readiness of personnel responsible for launching them and raise public awareness, the emergency ministry said.

Catastrophic Contagion

The Johns Hopkins Center for Health Security, in partnership with WHO and the Bill & Melinda Gates Foundation, conducted Catastrophic Contagion, a pandemic tabletop exercise at the Grand Challenges Annual Meeting in Brussels, Belgium, on October 23, 2022.

The extraordinary group of participants consisted of 10 current and former Health Ministers and senior public health officials from Senegal, Rwanda, Nigeria, Angola, Liberia, Singapore, India, Germany, as well as Bill Gates, co-chair of the Bill & Melinda Gates Foundation.

The exercise simulated a series of WHO emergency health advisory board meetings addressing a fictional pandemic set in the near future. Participants grappled with how to respond to an epidemic located in one part of the world that then spread rapidly, becoming a pandemic with a higher fatality rate than COVID-19 and disproportionately affecting children and young people.

Participants were challenged to make urgent policy decisions with limited information in the face of uncertainty. Each problem and choice had serious health, economic, and social ramifications.

San Antonio LGBT Chamber of Commerce host active shooter training

BY CAMILLA RAMBALDI

FRIDAY, JULY 29TH 2016

SAN ANTONIO - After the deadly attacks at an Orlando nightclub last month, San Antonio's LGBT Chamber of Commerce teamed up with one organization to provide active shooter training.

“It is not just the disgruntled employee now it is also terrorist attacks,” says Ryan Searles, Espada Services training manager.

Searles is teaching others how to stay safe right here in San Antonio.

“Reinforce security and be prepared for an event like this,” he says.

Manny Cosme, one of the training attendees, says he thinks about the dangers often.

“It is very scary I think it is definitely on the fore front of people's minds.”

Just last weekend, Cosme says he was at a nightclub when the fear came to him.

“There was a moment where I stopped and in the back of my mind it was like oh my gosh this is what happened at that night club a few weeks ago,” explains Cosme.

According to Searles, the biggest factor is being aware of surroundings and to look for exits.

“How do you respond what do you do to get out of the situation and survive it.”

Searles also says it is important to pay attention to signals.

“Avoid is if you can get away from the situation get away from the shooter do so.”

Members of San Antonio’s LGBT Chamber of Commerce say they are beyond thankful for the training Thursday night.

“At least now we can refer to something,” adds Cosme.

Gas attack experiment tested in New York subway

10 May 2016
By Tereza Pultarova

Researchers are testing how gases spread in the New York underground network

The US Department of Homeland Security is testing how gas spreads inside the intricate network of the New York subway to better understand the danger associated with a terrorist attack.

On Monday, researchers released a harmless gas at three of the busiest stations on the Big Apple’s underground network - Grand Central Terminal, Times Square and Penn Station.

For the whole week, authorities will be monitoring whether traces of the gas could be detected at any of the pre-selected 55 stations around the Manhattan area. The researchers will be collecting samples every four hours to understand the propagation of the gas within the network. Gaining better understanding of the spread of gases will help the authorities assess risks associated not only with a possible terrorist attack but also with any accidental leak or contamination.

"These tests are designed to gather data about how airborne material will travel through subway systems and the trains and how quickly they will move," said John Verrico, a spokesman for the department's Science and Technology Directorate, which sponsored the test along with the Office of Health Affairs.

Commuters were left somewhat confused on Monday morning, seeing men and women in orange vests inside cordoned off areas.

"I've heard that they've done it in the past and it sounds like it should be very beneficial," said Amy Aziz, an artist from New Jersey.

For some, the scenes brought to mind some rather unpleasant memories.

"It's something that we know is a possibility but we don't want to think about it because we don't want it to become a reality," said Doris Altman, a New York City subway commuter. "But it's really frightening."

The test is part of a five-year program that began in 2012 to develop methods to protect urban transit systems in the event of an attack or accidental contamination. Previous tests were conducted in New York, Washington D.C. and Boston.

With 469 stations, New York’s underground is the largest rapid transit system in the world. Its 34 lines cover 375km, which also makes the system one of the longest in the world.

Planes Flying Over D.C. for Aerospace Defense Tests

By Hannah Hess

Posted at 10:35 a.m. Aug. 19

(CQ Roll Call File Photo)

Look skyward Tuesday and you might see some low-flying military aircraft over the District of Columbia.

But don’t panic: The planes are likely part of a practice run.

The North American Aerospace Defense Command will be practicing intercept and identification procedures over the region between 10 a.m. and 11:30 a.m. More exercises will take place Tuesday night into Wednesday morning.

The flights are scheduled to take place in or around the District, Virginia and Maryland. People in those areas may hear and or see low-flying NORAD-controlled helicopters flying near military or military contracted aircraft.

NORAD has tested its systems throughout the U.S. and Canada on a rotating basis since the start of Operation Noble Eagle, the command’s response to the Sept. 11, 2001, terrorist attacks. The organization tests responses to a variety of scenarios including airspace restriction violations and hijackings. Tuesday’s test flights mark the first time NORAD has tested in the National Capital Region this year, according to authorities.

In June, Capitol Hill witnessed a NORAD interception. A rogue plane flying in restricted airspace on a Saturday afternoon caused a brief evacuation of the Capitol. The plane was intercepted by two F-16s under the direction of NORAD.

The Mooney M20C aircraft, which had departed from Westfield-Barnes Regional Airport in Westfield, Mass., flew into restricted airspace over D.C. and was out of contact with air traffic controllers. NORAD escorted the plane out of the restricted area and landed at a Mount Airy, N.C., airport where it was met by law enforcement officials.

NORAD and its geographical component, Continental United States NORAD Region — which conducts exercises on a monthly basis — also will perform training flights over D.C. on Wednesday between midnight and 2 a.m.

A series of training flights involving Civil Air Patrol aircraft and Civil Air Patrol aircraft and a U.S. Coast Guard MH-65 Dolphin helicopter are scheduled for overnight hours. The exercise, held in coordination with the Federal Aviation Administration, the National Capital Region Coordination Center, the Joint Air Defense Operations Center, Civil Air Patrol, U.S. Coast Guard and CONR’s Eastern Air Defense Sector, is designed to hone NORAD’s intercept and identification operations. It also tests the NCR Visual Warning System, and training personnel at the JADOC.

Officials say all exercises are carefully planned and closely controlled. In the event of inclement weather, the exercises may be rescheduled or postponed.

Since the 2001 attacks in Washington and New York City, CONR fighters have responded to more than 5,000 possible air threats in the United States and have flown more than 62,500 defensive attacks with the support of Airborne Warning and Control System and air-to-air-refueling aircraft.

Three day metro-wide disaster drill will simulate bioterrorism attack

on May 20, 2013 at 11:52 AM, updated May 20, 2013 at 4:55 PM

The U. S. Department of Homeland Security conducted a full scale simulated terrorist attack conducted at Portland International Raceway in October 2007. The event called Top Officials Exercise or, TOPOFF 4, was based on a detonation of a dirty bomb in Portland. Here, officials document firefighters assisting injured persons. A similar drill will unfold over three days starting Tuesday.Brent Wojahn/The Oregonian 2007

As preparedness drills go, the 3-day PACE (Portland Area Capabilities Exercise) Setter bioterrorism exercise that starts Tuesday is big. The exercise--which simulates a terrorist attack involving a biological weapon--will unfold across 50 different venues and some 65 jurisdictions from Gresham to Tigard.

Officials say it’s the largest such exercise undertaken since 2007, when a drill known as TOPOFF tested a simulated response to a dirty bomb explosion in Portland.

“Exercises such as this are critical to identifying strengths and weaknesses in our response capabilities and to understanding the complexities of multi-state, multi-agency incident response operations,” said Scott Porter, director of Washington County Emergency Management and co-chair of the exercise process.

The exercise is designed to test the region’s plans, operations, policies and response to a widespread, complex public health emergency.

The TOPOFF drill in 2007 simulated a dirty bomb explosion in Portland.fbi.gov

The purpose of the exercise is to test the region’s ability to respond to a complex public health incident affecting multiple agencies across several political boundaries. The exercise will address policy, plans and operations related to bioterrorism incident mobilization and response.

The imagined scenarios will play out at seven main locations, organizers said, on Wednesday and Thursday; Tuesday is reserved for planning and set-up.

But please note: These events are not designed to be visible to the public, but will be open for media coverage.

--Camp Withycombe in Clackamas: First responders will triage, decontaminate and treat patients at a simulated mass casualty incident. In addition to ground ambulances, LifeFlight helicopters will land at the camp.

--Portland Basic Earthquake Emergency Communication Node or BEECN, where volunteers will set up a tent and radio equipment at one of Portland’s 48 BEECN sites.

http://www.portlandoregon.gov/pbem/article/423717

--Washington County Emergency Operations Center: A behind the scenes look at the how the county organizes the region’s response.

--Gresham Medical Care Point: More than 100 high school students will participate, presenting various symptoms to first responders. Thirty victims will be evacuated to hospitals for decontamination by medical personnel. Two students will make the trip via LifeFlight helicopter.

--Tigard POD, or Point of Dispensing: Volunteers will distribute mock medical countermeasures to participants.

--Fort Vancouver. Police and fire teams will remove simulated victims for triage
and treatment.

--Kellogg Middle School in Portland. Similar to plans for Fort Vancouver. ¶

“We want to make sure if and when this happens we are prepared as possible, said Kama Simonds, spokeswoman for the Regional Disaster Preparedness Organization. “It’s not an exam with a grade, it’s an opportunity to see where we can improve.”

At the same time, Southwest Washington emergency managers and first responders will also conduct a drill, this one known as WASABE (Washington State Annual Bioterrorism Exercise.)

This too will be a full-scale exercise involving local and state public health, emergency managers, hospitals, law enforcement and the Region IV Medical Reserve Corps. The Fort Vancouver event is not part of WASABE.

State Police & DHS Now Targeting Christians and Individuals Seen as Dissenters

Special Report

By Avalon
Intellihub.com
April 30, 2013

Update: Prowers County Sheriff Jim Faull said in a statement Sunday that the training should be suspended until it has been reevaluated and re-written. More here.

Update 2: The CSP told Examiner Wednesday that other officers did not interpret the instructor’s comments the same way that Undersheriff Trowbridge did, and the agency is not targeting Christians. More here.

According to a letter written by Ron Trowbridge, undersheriff with the Prowers County, Colo., Sheriff’s Office, Christians who believe the Bible is the literal word of God and others who do not agree with the changes taking place in America could find themselves under scrutiny by law enforcement authorities and Homeland Security, Steven H. Ahle wrote at Red StatementsFriday.

Trowbridge, a law enforcement officer with many years of experience, told Ahle that he recently attended a training session in La Junta, Colo., where, he says, Colorado State Patrol Trooper Joe Kluczynski gave a 2-hour presentation on the “sovereign citizen” movement.

“Kluczynski spent most of his two hours focusing on how, in his view and apparently the view of Homeland Security, people turn to the sovereign citizen movement,” he wrote.

[…]

News of the training comes on the heels of a report at K99.com that says “Colorado is being targeted with an attempt to set up loopholes that will allow the U.S. Secret Service to arrest and remove an elected sheriff for refusing to enforce the law, or anyone breaking the law.”

Recently, Colorado passed several sweeping gun control measures and some county sheriffs, like Weld County Sheriff John Cooke, have said they would not enforce mandates that infringe on the Second Amendment right to keep and bear arms.

Trowbridge’s entire letter can be seen here.

Invasion! DHS Source Tells Why Military Train in U.S. Cities

Written by: David Bard on February 6, 2013.
Last revised by: Michael Caldwell

A news article was sent to me earlier this week. It appeared in the Beaufort Gazette. The article stated that later this week about 150 Marines and Navy personnel will holdrealistic urban training in Jasper County, South Carolina.

This was one of many joint military-local law enforcement exercises that had come to my attention in less than one month. Held in cities across the U.S., they were becoming more common and more intense. But why? Why train in populated towns and cities where accidents could produce unnecessary casualties?

The Gazette further reported that the 26th Marine Expeditionary Unit will train within Ridgeland town limits. The times and exact locations for the training are not being announced, according to 2nd Lt. Gerard R. Farao.

A little background on the 26th Marine Expeditionary Unit (26th MEU). It is one of seven Marine Expeditionary Units. A MEU is a Marine Air-Ground Task Force with a strength of about 2,200 personnel. The MEU consists of four major parts: a command element, a ground combat element, an aviation combat element, and a logistics element. The 26th MEU was establishment in the early 1970s and has deployed extensively, and participated in numerous combat and contingency operations. The 26th MEU is based out of Marine Corps Base Camp Lejeune, North Carolina.

I was once stationed at Camp Lejuene, NC. As a Navy Corpsman, I helped care for Marines. I tell you this because inevitably there will be those that assume I hold some anti-military motive. Quite the contrary. This writer is a Navy veteran, receiver of a Navy Commendation medal for lifesaving, Fleet Marine Force Expeditionary medal (2) and several letters of commendation – among other ribbons and medals. I also spent time at Camp Lejuene.

At no time during my time there were “realistic urban training” exercises conducted in towns and cities. This is a recent development.

According to 2nd Lt. Farao, and reported by the Gazette, residents will likely see and hear military vehicles and possibly see aircraft. Farao states the training is part of a certification for deployment to Mediterranean and African shores. Furthermore, he stated participants will be in uniform and carry weapons. Some exercises will take place at night and residents might hear “popping” sounds as Marines fire blanks.

The training has been coordinated with local, county and state agencies and officials, including the Ridgeland police and fire departments, according to a Marine Corps news release.

Although there is no danger, Farao said residents should stay away if they see training under way or uniformed personnel.

Realistic Urban Training is happening all over the U.S. In Miami, Florida on January 26, 2013, Army Backhawk helicopters swooped through the city at night, firing door-guns and chasing make-believe bad guys like something out of an action movie. The fired blanks echoed off of the buildings, scaring many residents into taking cover. The local news reported excitedly about the exercise, stating it was only a drill and for residents not to be concerned. However, there was no journalistic follow up asking hard questions. Such as, who authorized an exercise without informing the public? Why conduct this type of training in a populated U.S. city and put citizens at risk? Isn’t this a violation of Posse Comitatus? No hard follow up questions were asked, and to my knowledge, have not been since.

Not even when the same exercise occurred in Houston, Texas on January 29, 2013. The U.S. Army along with other agencies took over the Carnegie Vanguard High School in Houston on Monday. Alarmed residents called police and complained about gunshots and helicopters. No details were provided about the training. Watch the KTRK-TV Houston report and hear how alarmed residents responded after hearing gunshots and seeing military helicopters flying over their homes.

Wednesday, January 30, 2013. The same types of exercises were conducted in Galveston, Texas. The Houston Chronicle reported The training involved about 80 soldiers from the U.S. Army Special Operations Command in coordination with local law enforcement. According to Sgt. 1st Class Michael Noggle, an Army spokesman based at Fort Bragg, N.C., “We were invited by the city of Galveston to conduct joint training exercises to enhance the effectiveness of both services in order to better protect the residents of Galveston.”

He went on to say in an email that “The purpose of the realistic urban training is to give our Special Operators an opportunity to hone their skills in a controlled, but unfamiliar, realistic urban environment that cannot be replicated with the bare-boned facades found on military installation ranges.”

I’ve highlighted a few examples, but there are more. In a search I came upon these others. Los Angeles, CA, Plainville and Worchester, Massachusetts. As reported in the other stories, residents were unaware of the drills until helicopters swooped over their neighborhoods. And here’s more: Minneapolis, MN, and this in East Saint Louis, MO. There are many more, but these links provide a foundation for further research.

I spoke with a high-ranking, military source in DHS. Preferring to remain unnamed for obvious reasons, he told me, “DHS and DOD are conducting desensitizing exercises all across the U.S.,” he paused, then added, “we’re being prepared for mass civil unrest in major U.S. cities. DOD will be expected to help – when we’re requested.”

I asked if there was a timeline for expecting civil unrest in our cities and why should we expect it to begin with. I was told that there were many reasons, but that the continued devaluation of our currency, the predicted history-setting prices for gasoline this summer and the continued gun control debate are forming a perfect storm of civil discontent. When this storm hits, it will most assuredly produce mass casualties. When does DHS expect this to happen? This summer.

From a high-ranking source deep within DHS, who has strong DOD ties, we are being told that joint DOD-local law enforcement exercises are to desensitize us to military occupation. When asked if there was any concern about violating Posse Comitatus, he stated “no concern at all,” and added, “That’s been a non-issue for a long time.”

Reuters recently reported Jesse Jackson’s request for armed TSA in the streets of Chicago. Is it no longer a question of IF we see armed soldiers patrolling U.S. streets – but WHEN? And notice the way most mainstream media presents these training exercises. They are presented nearly like entertainment. The ones approaching public service announcements mostly center on what areas to avoid because of traffic closures.

No major concerns about military patrolling our streets are being spoken in national dialogue. Those that do are assigned fringe status. But in closing, I’d ask where do these training orders originate? Who is responsible for issuing the orders and at what level in DOD/DHS do they originate from? Since it crosses all military branches, we can assume it comes from the highest levels. Perhaps we should begin asking our elected officials to dig a little deeper into the subject. And if they will not, perhaps we – the People – should.
