The UN’s 2000 “Replacement Migration” Report Reveals the REAL Global Plan | Bernadette Spofforth

Winston Marshall Clips

Aug 28, 2026

Bernadette Spofforth joins The Winston Marshall Show to discuss mass immigration, falling birth rates, the UN’s Replacement Migration paper, Agenda 2030 and the economics behind Net Zero. Spofforth, a British businesswoman and social commentator who co-founded digital radio company Intempo, examines how demographic decline and ageing populations have shaped government thinking on migration and welfare. She argues that Britain’s immigration policy, multiculturalism and social cohesion must be understood alongside UN population forecasts, the welfare state and the economic pressures created by shrinking working-age populations. The discussion also covers the Club of Rome, The Limits to Growth, Sustainable Development Goals, climate change policy, renewable energy, Africa’s development and the financial incentives surrounding environmental regulation. Spofforth also addresses how political short-termism and fears over cultural integration have influenced successive governments’ responses to immigration and demographic change.

The Cost of Doing Nothing: How Tim Walz and Keith Ellison Fueled Minnesota’s Fraud Explosion

Oversight Committee Releases Bombshell Report Exposing Rampant Fraud Plaguing Minnesota’s Taxpayer-Funded Social Programs

Chairman Comer urges President Trump’s Anti-Fraud Task Force to conduct a thorough review of Minnesota’s social services program

WASHINGTON—The House Committee on Oversight and Government Reform released a staff report today titled, “The Cost of Doing Nothing: How Tim Walz and Keith Ellison Fueled Minnesota’s Fraud Explosion.” The report exposes how senior Minnesota state officials, including Governor Walz and Attorney General Ellison, were aware of widespread taxpayer fraud in federally funded social programs for years, possessed the authority to stop payments and ban fraudulent providers from participating in these programs, but repeatedly failed to act. As a result, billions of American taxpayer dollars were potentially paid to fraudulent actors. The report includes testimony and documents obtained by the Committee showing that Minnesota state leaders consistently failed to address known fraud concerns and retaliated against state employees who sought to protect taxpayer funds, allowing criminal schemes to flourish and diverting critical resources from vulnerable Americans.

“Minnesota Governor Tim Walz and Attorney General Keith Ellison are responsible for one of the most stunning oversight failures this Committee has ever examined. Today’s report is the culmination of months of investigative work and reveals hard evidence showing how the Walz Administration failed to stop widespread fraud, allowing criminals to enrich themselves at the expense of American taxpayers. Billions of dollars were stolen because Minnesota state leaders turned a blind eye to rampant fraud and retaliated against state employees who dared to raise concerns. It is now clear the Walz Administration chose to protect the system rather than protect the taxpayer. Americans are fed up with fraud and expect action from the government entrusted with their hard-earned money. The House Oversight Committee has now passed over a dozen bills aimed at protecting taxpayer funds and strengthening oversight of federal programs ripe for fraud. This Committee will continue to work alongside President Trump’s anti-fraud task force to have the backs of hardworking Americans,”
said House Committee on Oversight and Government Chairman James Comer (R-Ky.).

Some cultures are simply not compatible with American values

Opinion by Washington Examiner, Washington Examiner

Some cultures are simply not compatible with American values

First, there was fraud in the Department of Agriculture’s Federal Child Nutrition Program. Then it was fraud in Medicaid’s “nonstandard benefits” programs. Now, there is fraud in the Department of Health and Human Services’s Child Care and Development Block Grant program. The common element running through all these scandals is Minnesota’s Somali community. This is a story not just about fraud, but about how the United States has failed to think seriously about cultural compatibility in immigration policy, and how the costs of that failure are borne by taxpayers and by the rule of law.

Minnesota’s Somali population is almost entirely a post-1990 phenomenon. Refugee resettlement following Somalia’s clan wars brought more than 10,000 Somalis to the state in the 1990s, with the population tripling by 2010 and surpassing 75,000 by 2024. Nationally, more than 110,000 Somali refugees were admitted between 2000 and 2024 alone. Nearly all (99.7%) are Muslim.

This population did not scatter randomly across the country. Somali migrants disproportionately settled in states offering the most generous public benefits: expansive Medicaid eligibility, large child care subsidies, extensive language services in schools, and dense networks of refugee-focused nonprofit organizations. Minnesota became the epicenter, but similar targeting occurred elsewhere. That was not an accident; it was rational behavior in response to incentives.

What followed has been a sustained failure of assimilation, and, increasingly, an explosion of fraud.

ICE admits record 5.7 million migrants in US — Biden wants to provide ‘medical services, housing’ to all

Immigration and Customs Enforcement (ICE) is overseeing 5.7 million migrants in the US — who could soon be provided free medical services, food and even housing by the Biden administration, The Post has learned.

The record number of non-detained migrants being monitored by the federal agency — 2.4 million more than before Biden became president — was buried in paperwork detailing its “Release and Reporting Management” (RRM) program.

The plan is for vendors to join ICE’s monitoring of migrants through ankle monitors, phone apps and in-person check-ins.

However, the initiative also aims to provide a range of other perks to the non-citizens on the taxpayers’ dime.

The program would cost “billions” and effectively be a “welfare” program for non-detained migrants awaiting court dates, former ICE director Tom Homan told The Post.

“The RRM is just a push by the open border advocates to provide welfare benefits to 6 million people,” the former ICE director continued.

RRM is anticipated to “replace all of ICE’s non-detained programs” and would “apply to the entire non-detained docket,” a question-and-answer form ICE published in September reads, clarifying: “The current non-detained docket is 5.7M.”

Those held in ICE detention for processing at the border or in facilities awaiting deportation are not included in the 5.7 million figure.

The services for “all RRM participants” would include “legal assistance; psychosocial services; therapeutic services; medical services; food and clothing banks; housing; public transportation information; parental information; education information; and repatriation and reintegration services,” according to the RFI form published Aug. 17.

“These services are designed to increase participant compliance with immigration obligations through information, stabilization, and support. Services will be individualized to each participant’s needs and may range from basic referrals to intensive direct assistance,” the RFI form reads.

Homan criticized the program for providing legal assistance to migrants who crossed over the border.

“They’re going to give legal assistance to illegal aliens at the taxpayers’ expense to fight the government,” he said. All the services combined are a “massive giveaway that are going to cost billions of dollars.”

The number of migrants in the country under ICE monitoring stood at 3.26 million in fiscal year 2020 and had exploded to 4.7 million by fiscal year 2022, according to ICE records.

When migrants are admitted to the US to pursue asylum claims, most have to check in with ICE on a regular basis at an office in the area where they are staying. Others have ankle monitors or have to check in via an app with facial recognition.

In 2021, each case manager had an average of 125 people in the scheme to monitor, according to a fact sheet produced by the agency.

In August, ICE sent out a Request for Information (RFI) form to US “vendors” to gauge their interest in participating in the government-funded program.

The Biden administration is in the planning phase and has not rolled out RRM, but plans to send out a “Request for Proposal” to vendors in fiscal year 2024, the ICE Q&A form reads.

RRM is intended to replace its “precursor,” Alternatives to Detention (ATD), which was released in 2004, according to the RFI form. The new Biden initiative would “require additional funding” beyond what is currently allocated for ATD, the Q&A form says.

Only 194,632 migrants are being tracked by GPS or other technology in the ATD program, ICE estimated in fiscal year 2023, meaning millions of migrants are roaming the country untracked.

US Customs and Border Protection has encountered a record-breaking number of migrants during Biden’s presidency. In fiscal year 2022, the number of encounters topped 2.76 million, according to agency data.

The government previously admitted to losing track of 177,000 migrants after they were released into the US, according to a Department of Homeland Security report.

ICE did not respond to an inquiry from The Post at the time of publication.

Rep. Sheila Jackson Lee is making headlines around the nation again, this time for her comments on welfare. She is now suggesting "welfare" should be called a "transitional living fund." See other notable quotes from the polarizing Texas congresswoman.

U.S. Rep. Sheila Jackson Lee, who has decried the failure of Congress to extend unemployment benefits before its December recess, is talking about changing the vocabulary of assistance.

In a speech Jan. 8 on the House of Representatives floor, Jackson Lee suggested renaming government welfare.

"Maybe the word 'welfare' should be changed to something of, 'a transitional living fund,'" Jackson Lee said, according to a post on The Minority Report blog. "For that is what it is - for people to be able to live," she said.

The congresswoman went on to speak well of the Earned Income Credit, food and nutrition programs, jobs training and education programs, Medicaid, Medicare, and the Affordable Care Act as "huge safety nets - not handouts, but safety nets," the Minority Report said.
