How Vatican diplomats tried to resolve the Trump-Maduro standoff

American Catholics may have been surprised to learn through a report in The Washington Post of the significant involvement of Vatican diplomats in negotiations to resolve the standoff between the Trump administration and the Maduro government in Venezuela.

While the rest of the Catholic world enjoyed its Christmas Eve, Vatican Secretary of State Cardinal Pietro Parolin was meeting with Brian Burch, the U.S. ambassador to the Holy See, discussing a deal that would allow Venezuela’s President Nicholás Maduro to escape to a comfortable exile in Russia before shots might be fired. Vatican officials in the end were unable to persuade Mr. Maduro to accept that option before his defenestration by U.S. Special Forces on Jan. 3.

Veteran Vatican journalist Victor Gaetan was less surprised by The Post’s account of the frenetic last-minute diplomacy aimed at the peaceful removal of Mr. Maduro. Mr. Gaetan is the author of God’s Diplomats: Pope Francis, Vatican Diplomacy and America’s Armageddon.

He saw in it a familiar example of the Vatican’s engaged and patient diplomacy—though this account offered a few surprises. Among those, Mr. Gaetan was impressed by the apparent reach of Vatican officials into Vladimir Putin’s inner circle in Moscow.

Vatican diplomat calls on UN to return to roots on human rights, avoid ideological colonization

October 15, 2025

» Continue to this story on Holy See Mission

CWN Editor's Note: Archbishop Gabriele Caccia, apostolic nuncio and Permanent Observer of the Holy See to the United Nations, called on the UN to seek “true reform” through return to its “foundational principles,” particularly a focus on respect for human rights.

“The roots of human rights are to be found in the God-given dignity that belongs to each human being,” Archbishop Caccia said in a statement for a recent UN meeting. “The State has the duty to promote and protect human rights, which are necessary conditions for human flourishing.”

The Holy See “notes that the interpretation of human rights has often been expanded beyond the scope of both law and consensus, with unintended ramifications,” the prelate added. “Consequently, the assertion of new concepts as rights can become an instrument of ideological colonization.”

Archbishop Caccia also said that the “Holy See insists on the central role of religious freedom, not because it ignores other freedoms, but because it is the litmus test for the respect of all other human rights and fundamental freedoms.”The above note supplements, highlights, or corrects details in the original source (link above). New US ambassador to Holy See presents credentials to Pope Leo

The Catholic Herald

Pope Leo XIV has received Brian Burch, the new US ambassador to the Holy See, in the Vatican’s Apostolic Palace.

During the audience on Saturday morning, 13 September, Burch formally presented his letters of credence to the Pope, reports the Catholic News Agency (CNA).

Burch, 50, was confirmed in the position by the US Senate on 2 August in a 49-44 vote. He was nominated by President Donald Trump in December 2024 and succeeds former ambassador Joe Donnelly, who served under the Joe Biden administration.

In a statement following his confirmation, Burch said he was “profoundly grateful” to the president and Senate for the opportunity to serve, and asked for the prayers of Catholics across the United States “that I may serve honourably and faithfully in the noble adventure ahead".

He also noted that "[i]n a remarkable coincidence, or what I prefer to attribute to providence, Pope Leo XIV is from Chicago, which is also my hometown".

Now a native of Phoenix, Arizona, Burch is married and the father of nine children. He graduated with a bachelor’s degree from the University of Dallas in 1997 and began his career in business before moving into Catholic nonprofit leadership.

From 2005 until his confirmation this year, he was president of CatholicVote Civic Action and the CatholicVote Education Fund, organisations dedicated to promoting Catholic engagement in public life, CNA reports.

It adds that during his time with CatholicVote, Burch became a nationally recognised figure in Catholic-related political advocacy, which included his encouraging US Catholics to participate in the democratic process, especially defending religious liberty and the sanctity of life.

Burch has emphasised the enduring importance of the US-Holy See relationship, describing it as “one of the most unique in the world”. He has also highlighted the Catholic Church’s “global reach and moral witness” as a vital part of the US diplomatic mission to promote peace, human dignity and prosperity around the world, CNA reports.

Trump made the announcement on Truth Social Friday, praising Burch for “helping build one of the largest Catholic advocacy groups in the Country.” Burch is a devout Catholic and outspoken supporter of Trump who urged Catholics to vote for the president-elect over his support of religious freedom and pro-life policies.

“I am pleased to announce that Brian Burch will serve as the next United States Ambassador to the Holy See,” Trump wrote in a Truth Social post. “Brian is a devout Catholic, a father of nine, and President of CatholicVote. He has received numerous awards, and demonstrated exceptional leadership, helping build one of the largest Catholic advocacy groups in the Country. He represented me well during the last Election, having garnered more Catholic votes than any Presidential Candidate in History! Brian loves his Church and the United States – He will make us all proud. Congratulations to Brian, his wife Sara, and their incredible family!

Burch took to X to accept the nomination.

“I am deeply honored and humbled to have been nominated by President Trump to serve as the United States Ambassador to the Holy See. Words cannot express my gratitude to all those that have helped me achieve this nomination,” Burch wrote. “I am committed to working with leaders inside the Vatican and the new Administration to promote the dignity of all people and the common good. I look forward to the confirmation process and the opportunity to continue to serve my country and the Church. To God be the glory.”

Burch openly supported Trump’s election run, issuing a memo urging Catholics not to vote for Vice President Kamala Harris and running mate Minnesota Gov. Tim Walz, previously telling the Daily Caller News Foundation that the Democratic ticket “poses an existential threat to Catholics and all people of goodwill.”

“This is a candidate who doesn’t merely disagree with Catholics, but has a deep animus towards Catholics,” Burch warned at the time, adding that Harris has proven to have “broad hostility to Catholic institutions, Catholic moral beliefs, religious freedom and policies that would undermine the common good of the entire country.”

Trump’s victory on Nov. 5 was due in no small part to the Catholic vote, holding a double-digit lead over President Joe Biden despite losing the same group to him in 2020. Trump’s pro-life stance, defense of religious freedom and decision to pick Catholic J.D. Vance as his running may are all possible factors in Catholics’ voting trend this election.

Is the Roman Catholic Church Christian? | What Catholics Believe

Published on Jun 5, 2015

Is Roman Catholicism Christian? By comparing what the Roman Catholic Church teaches against the teachings of the Bible, we can conclude that the Catholic Church is not Christian. It is a mystery religion that promotes the spirit of antichrist. It encourages the worship of idols, and the worship of men who claim to be gods. It must therefore be rejected as representing the Christian faith.

(Vatican Radio) Pope Francis received the new Canadian Ambassador to the Holy See, Dennis Savoie, on Monday. During the morning meeting, Ambassador Savoie presented the Pope with his credentials, which marked the start of the diplomat’s four-year term.

“It was a very humbling experience,” said Ambassador Savoie about his meeting with the Pope. “I felt very privileged to have been received by the Holy Father. I met a man who is very, very simple, very personable, makes you feel at ease right away. It was a very, very good meeting.”

In an interview with Vatican Radio, Ambassador Savoie said his “first priority” is to establish a network within which to identify areas for possible collaboration between Canada and the Holy See.

Listen to the interview with Ambassador Dennis Savoie:

“What I’ve already started doing in the past couple of months … is to establish a network within the area of the Holy See and government to try to, together, try to identify in what areas both countries, so to speak, could collaborate for the betterment of humanity,” he said.

The new ambassador, who fills a post that had been empty for more than a year, said he also looks forward to working with other ambassadors in Rome on issues of common concern.

“Some of them are very focused in certain areas which I’m interested in, whether it’s social justice, whether it’s immigration or religious liberties,” he said.

FIRST DIPLOMATIC POST

Ambassador Savoie was born in Tracadie, New Brunswick, one of Canada’s eastern provinces, on 9 February 1945. He and his wife of 44 years, Claudette Surette, have two children and five grandchildren.

He comes to Rome after a long and successful career in the business and nonprofit sectors, namely a 27-year career with the New Brunswick Power Corporation, where he rose to vice president, and upon retirement, four years as executive director of the New Brunswick Association of Nursing Homes.

A committed Catholic and a member of the Knights of Columbus since 1973, he later served as the Deputy Supreme Knight in New Haven, Connecticut, in the United States, from 2006 to 2013.

This is his first diplomatic assignment.

“Diplomacy for me is a brand new area and I’m sure it’s because of my involvement with the Knights that I’m here,” he told Vatican Radio. “I hope that my experience with the Knights as a …very profoundly Catholic organization, highly ethical from a business point of view… I hope that experience, knowing how the Church functions a bit, will no doubt help me.”

THREE BENCHMARKS

The ambassador also reflected on the role of faith in his work, saying he was “very fortunate” to have grown up in a “very strong Catholic family” and to have had good mentors.

One mentor in particular, while he was still a sociology student in university, had given him “three benchmarks” by which to live his life: “Whatever you do, do it with integrity and honesty. You’re integrity is not for sale, bottom line. Always aim for excellence. In other words, do the best you can at all times. And always be concerned about the human concern.”

Ambassador Savoie said he committed to these guidelines throughout his career. “They served me well over the years,” he said. “And why people believe certain things and do differently, I don’t know. It’s hard for me to understand that part.”

The ambassador said he looks forward to his four-year term at the Vatican.

“Hopefully we’ll be able to make a small difference in whatever we do to help the world,” he said.

Ambassador Savoie arrived in Rome in early October. He succeeds Anne Leahy, who had completed her term in September 2012, but who remained an additional four months. The Canadian Ambassador to Spain, Jon Allen, had taken on the additional duties of overseeing the office in the interim.

The Sins of Babylon

I saw that since the second angel proclaimed the fall of the churches, they have been growing more and more corrupt. They bear the name of being Christ's followers; yet it is impossible to distinguish them from the world. Ministers take their texts from the Word of God, but preach smooth things. To this the natural heart feels no objection. It is only the spirit and power of the truth and the salvation of Christ that are hateful to the carnal heart. There is nothing in the popular ministry that stirs the wrath of Satan, makes the sinner tremble, or applies to the heart and conscience the fearful realities of a judgment soon to come. Wicked men are generally pleased with a form of piety without true godliness, and they will aid and support such a religion.

Said the angel, "Nothing less than the whole armor of righteousness can enable man to overcome the powers of darkness and retain the victory over them. Satan has taken full possession of the churches as a body.

The sayings and doings of men are dwelt upon instead of the plain, cutting truths of the Word of God. The spirit and friendship of the world are at enmity with God. When the truth in its simplicity and strength, as it is in Jesus, is brought to bear against the spirit of the world, it at once awakens the spirit of persecution. Very many who profess to be Christians have not known God. The natural heart has not been changed, and the carnal mind remains at enmity with God. They are Satan's faithful servants, notwithstanding they have assumed another name."

I saw that since Jesus left the holy place of the heavenly sanctuary and entered within the second veil, the churches have been filling up with every unclean and hateful bird. I saw great iniquity and vileness in the churches; yet their members profess to be Christians. Their profession, their prayers, and their exhortations are an abomination in the sight of God. Said the angel, "God will not smell in their assemblies. Selfishness, fraud, and deceit are practiced by them without the reprovings of conscience. And over all these evil traits they throw the cloak of religion." I was shown the pride of the nominal churches. God is not in their thoughts; their carnal minds dwell upon themselves; they decorate their poor mortal bodies, and then look upon themselves with satisfaction and pleasure. Jesus and the angels look upon them in anger. Said the angel, "Their sins and pride have reached unto heaven. Their portion is prepared. Justice and judgment have slumbered long, but will soon awake. Vengeance is Mine, I will repay, saith the Lord." The fearful threatenings of the third angel are to be realized, and all the wicked are to drink of the wrath of God. An innumerable host of evil angels are spreading over the whole land and crowding the churches. These agents of Satan look upon the religious bodies with exultation, for the cloak of religion covers the greatest crime and iniquity.

All heaven beholds with indignation human beings, the workmanship of God, reduced by their fellow men to the lowest depths of degradation and placed on a level with the brute creation. Professed followers of that dear Saviour whose compassion was ever moved at the sight of human woe, heartily engage in this enormous and grievous sin, and deal in slaves and souls of men. Human agony is carried from place to place and bought and sold. Angels have recorded it all; it is written in the book. The tears of the pious bondmen and bondwomen, of fathers, mothers, and children, brothers and sisters, are all bottled up in heaven. God will restrain His anger but little longer. His wrath burns against this nation and especially against the religious bodies that have sanctioned this terrible traffic and have themselves engaged in it. Such injustice, such oppression, such sufferings, are looked upon with heartless indifference by many professed followers of the meek and lowly Jesus. And many of them can themselves inflict, with hateful satisfaction, all this indescribable agony; and yet they dare to worship God. It is solemn mockery; Satan exults over it and reproaches Jesus and His angels with such inconsistency, saying, with hellish triumph, "Such are Christ's followers!"

These professed Christians read of the sufferings of the martyrs, and tears course down their cheeks. They wonder that men could ever become so hardened as to practice such cruelty toward their fellow men. Yet those who think and speak thus are at the same time holding human beings in slavery. And this is not all; they sever the ties of nature and cruelly oppress their fellow men. They can inflict most inhuman torture with the same relentless cruelty manifested by papists and heathen toward Christ's followers. Said the angel, "It will be more tolerable for the heathen and for papists in the day of the execution of God's judgment than for such men." The cries of the oppressed have reached unto heaven, and angels stand amazed at the untold, agonizing sufferings which man, formed in the image of his Maker, causes his fellow man. Said the angel, "The names of the oppressors are written in blood, crossed with stripes, and flooded with agonizing, burning tears of suffering. God's anger will not cease until He has caused this land of light to drink the dregs of the cup of His fury, until He has rewarded unto Babylon double. Reward her even as she rewarded you, double unto her double according to her works; in the cup which she hath filled, fill to her double."

I saw that the slave master [See appendix.] will have to answer for the soul of his slave whom he has kept in ignorance; and the sins of the slave will be visited upon the master. God cannot take to heaven the slave who has been kept in ignorance and degradation, knowing nothing of God or the Bible, fearing nothing but his master's lash, and holding a lower position than the brutes. But He does the best thing for him that a compassionate God can do. He permits him to be as if he had not been, while the master must endure the seven last plagues and then come up in the second resurrection and suffer the second, most awful death. Then the justice of God will be satisfied.

Thousands defend Holy See's UN status against attacks

United Nations Headquarters in New York City. Credit: UN Photo/John Isaac.

New York City, N.Y., Jan 21, 2014 / 04:35 am (CNA).- Catholics have joined with members of other faiths to support the Holy See's permanent observer status at the United Nations, defending against a group of abortion proponents seeking to oust the body from the international organization.

“The Holy See’s special status enables it to encourage genuine dialogue, promote peaceful resolution of conflicts, and appeal beyond the mere territorial interests of states to the consciences of their leaders,” said a declaration and petition supporting the Holy See's unique presence in world diplomacy.

The statement explained that the Holy See's “disinterested, non-partisan service has always been appreciated by the member states at the United Nations.”

“We join with the Member States in gratitude for the spiritual and moral witness of the Holy See at the United Nations,” it continued. “The world would be far poorer if the voice of the Holy See within the United Nations were ever silenced. May that day never come.”

The declaration and petition was launched by the Catholic Family and Human Rights Institute Jan. 17. Three days later, it had accumulated more than 3,000 signatures.

Austin Ruse, the institute’s president, said the petition campaign is a response to efforts to remove the Holy See from the U.N. General Assembly.

“The Holy See is the conscience of the UN. It is the only delegation that does not have political considerations in how they negotiate. They negotiate purely from first principles,” he said.

Drafted by Princeton Law School professor Robert P. George and William Saunders of Americans United for Life, the declaration noted that the Holy See has been working in diplomacy since the fourth century A.D. It now has diplomatic relations with 177 nations.

The declaration charged that opponents of the Vatican's presence at the U.N. dislike the Holy See’s “steadfast defense of the sanctity of human life and the inviolable dignity of the family.”

“Certain organizations, in the name of a false ‘liberation,’ seek to undermine central truths regarding the nature of the human person and of the family. In the name of a false doctrine of human rights, they deny what makes men truly human and violate true human rights,” the statement said.

The abortion advocacy group “Catholics for Choice” has been a longtime opponent of the Holy See’s permanent observer status. The U.S. bishops have warned that this group is “not a Catholic organization” but promotes teachings “contrary to the teaching of the Church.”

The group’s president, John O’Brien, used the Holy See representatives’ recent appearance at a hearing of the U.N. Committee on the Rights of the Child to criticize the permanent observer mission.

He that the Holy See “inexplicably … continues to enjoy the privileges of a state at the U.N.”

“The Holy See has no right to a seat at the U.N. and should not be signing these treaties and conventions,” he argued Jan. 16.

The Holy See’s representatives at the Jan. 16 hearing condemned violence against children and child exploitations, saying that the Vatican in recent years has made child protection a “priority.”

Signatories of the petition deplored efforts to end the Holy See’s permanent observer status, charging that these groups see the Vatican as “an obstacle to their goals of re-engineering humanity and revising basic moral understandings.”

“While many of us do not share or endorse the claims of the Catholic Church, we are united in supporting the Holy See’s continued role as permanent observer at the United Nations,” the document said.

A similar declaration was launched in the year 2000, gaining support from Protestant and Muslim groups as well as Catholics.

Ruse urged supporters of the Holy See’s U.N. presence to sign the petition and ask others to do so.

The signatories will be presented to representatives of the Holy See in New York, Geneva and Rome sometime before the end of 2014.

The petition can be viewed in full at www.defendtheholysee.org.

Iran-Vatican Detente?

President Hassan Rohani meeting with Archbishop Leo Boccardi

Signs Of the Times
November 25, 2013From CNS, Staff and other sources

Iran’s President Hassan Rohani has informally begun a dialogue between the Islamic and Christian worlds. He expressed hope for an alliance between Iran and the Holy See regarding major issues that shake humanity, like the fight against radicalism, injustice and poverty. Rohani’s appeal was launched on the occasion of his meeting with Archbishop Leo Boccardi, the new apostolic nuncio, on Nov. 2 in Tehran. Rohani published a photo of the meeting on his Twitter account, writing, “Islam and Christianity need to dialogue more than ever today, as the basis of conflicts between religions is mainly ignorance and the lack of mutual understanding.” Rohani remarked that the Vatican and Iran have “common enemies,” like terrorism and extremism, and “similar goals,” like the defeat of injustice and poverty in the world. Archbishop Boccardi called for “closer bilateral relations between the Holy See and the Islamic Republic,” expressing the wish that the two countries can work together to resolve regional crises in the Middle East, particularly the current one in Syria.

Obama Administration Mulled Ending Holy See Ambassadorship

Monday, 19 Aug 2013 03:32 PM

By John Gizzi

During the past year, the Obama administration strongly considered ending diplomatic relations with the Vatican as it pondered whether it should appoint a new envoy to the Holy See, Newsmax has learned.

The recent Obama nomination and Senate confirmation on August 1 of Ken Hackett as the new U.S. Ambassador has ended internal Obama administration debate on the matter.

"I have heard the rumors and I believe them to be true," Jim Nicholson, former U.S Ambassador to the Vatican under President George W. Bush, told Newsmax. "It wouldn't surprise me in the least if the Obama White House seriously discussed downgrading U.S. diplomatic relations with the Holy See, given the devalued view they clearly hold this relationship in." Special Report: Obama’s Assault on Religion — Click Here Now

"This administration does not want a strong Catholic Church, nor a strong relationship with it, as it sees the Church as an obstacle to its liberal social agenda," Nicholson said.

The Obama administration has been in conflict with the Roman Catholic Church on a host of issues ranging from Obamacare's contraceptive requirements for Catholic hospitals to the administration's strong stance in favor of abortion rights. After Obama's first ambassador, Miguel Diaz, resigned last year, President Barack Obama had difficulty identifying a nominee who would represent his administration, but at the same time would be acceptable to the Holy See, according to one source familiar with the selection.

Faced with finding such a candidate, the Obama administration considered closing its Vatican offices, and opening offices in the U.S.'s Rome embassy for a smaller office to deal with Catholic matters.

In the end, the Obama administration moved to select Hackett, whose choice has won strong applause from Catholic leaders of all political stripes.

Hackett is the retired president of Catholic Relief Services (CRS), one of the Church's largest social welfare organizations supported by the U.S. Catholic bishops. Hackett, a graduate of Boston College, also served in the Peace Corps.

"I think Ken Hackett is an excellent choice," Thomas P. Melady, who was Ambassador to the Holy See under President George H.W. Bush, told Newsmax.

Melady, who is also a past president of Sacred Heart College in Connecticut, noted that prior to assuming the presidency of CRS in 1993, Hackett began his career with the group in Africa and oversaw its operations in East Africa during the Somali crisis in the late 1980s.

"The Holy See needs a good person and they've got one," Francis Rooney, George W. Bush's envoy to the Vatican, told the Catholic Standard, saying Hackett "is tremendously qualified to do the job, given his background with Catholic Relief Services."

Along with what he called "an excellent record" at CRS, Melady said that the nominee "knows the hierarchy at the Vatican well from his years [at CRS] and that is very important."

Since the U.S. extended full diplomatic recognition to the Holy See under President Ronald Reagan, U.S. ambassadors to the Vatican have always been practicing Catholics who accept the teachings of their church — even when they conflict with those of the administration in the White House.

Melady pointed out that the two ambassadors to the Vatican under Democratic President Bill Clinton — former Boston Mayor Ray Flynn and Rep. Lindy Boggs of Louisiana — were both strong abortion opponents and took stands that differed strongly with the stated policy of their party and Clinton himself.

The same was true of Diaz, President Obama's ambassador throughout his first term.

Because more than six months went from the time of Diaz's resignation and the naming of Hackett to succeed him, there were mounting rumors that the administration was having difficulty recruiting someone to represent it at the Holy See.

"As far as I know, while there was talk of many choices to be ambassador, there we
re no formal offers made before the White House went to Ken Hackett," Melady said.
