Trump’s inner circle is filled with architects of Project 2025. Here are the policies they have implemented so far
About half of the policies in the ultra-conservative manifesto have been implemented by the Trump administration, writes Ariana Baio

From reproductive rights to climate change to Big Tech, The Independent is on the ground when the story is developing. Whether it's investigating the financials of Elon Musk's pro-Trump PAC or producing our latest documentary, 'The A Word', which shines a light on the American women fighting for reproductive rights, we know how important it is to parse out the facts from the messaging.
At such a critical moment in US history, we need reporters on the ground. Your donation allows us to keep sending journalists to speak to both sides of the story.
The Independent is trusted by Americans across the entire political spectrum. And unlike many other quality news outlets, we choose not to lock Americans out of our reporting and analysis with paywalls. We believe quality journalism should be available to everyone, paid for by those who can afford it.Your support makes all the difference.
Approximately half of the recommendations in Project 2025 have become official policies, presidential directives or overall goals of the Trump administration in the first 12 months of President Donald Trump’s second term.
The nearly 1,000-page ultra-conservative policy blueprint emerged from the Heritage Foundation think tank in 2023 and was widely seen as a possible manifesto for a second Trump turn despite denials by the candidate himself and many of those around him.
Filling the federal workforce with political appointees, phasing out the Department of Education, rolling back major Biden administration-era policies on climate change, axing diversity polices and offices, as well as ramping up immigration deportations, were some of the major policy changes that aligned with the conservative mandate.
Project 2025 Bingo: An update
Analysis Mara Richards Bim | December 30, 2025

With the current administration’s effort to “flood the zone” and obfuscate their illegal and immoral shenanigans, one would be forgiven for forgetting the origins of what has become known as Project 2025.
Project 2025, technically called “The Mandate for Leadership,” was released in time for the 2024 election. It was a policy document created by the Heritage Foundation that offered the next Republican president a blueprint to enact from Day One.
The document was so deeply troubling that Donald Trump infamously distanced himself from it, saying he’d never read it and had no interest in it. Yet, within days of his reelection, he hired the key architects of the plan to hold positions of power within his administration — chief among them Russell Vought.
The plan was and remains so troubling for so many because it advocates not for smaller government but for a larger government used like a sledgehammer to bend the will of the people toward the autocratic vision of a few.
“It’s time to revisit Project 2025 and see what was (and wasn’t) on our Bingo cards.”

The Group Behind Project 2025 Has a Plan to Crush the Pro-Palestinian Movement
Even before President Trump was re-elected, the Heritage Foundation, best known for Project 2025, set out to destroy pro-Palestinian activism in the United States.

In late April, the Heritage Foundation dispatched a team to Israel to meet with power players in Israeli politics, including the country’s foreign and defense secretaries and the U.S. ambassador, Mike Huckabee.
The conservative Washington-based think tank is best known for spearheading Project 2025, a proposed blueprint for President Trump’s second term that called for reshaping the federal government and an extreme expansion of presidential power.
Now the Heritage contingent was in Israel, in part, to discuss another contentious policy paper: Project Esther, the foundation’s proposal to rapidly dismantle the pro-Palestinian movement in the United States, along with its support at schools and universities, at progressive organizations and in Congress.
Drafted in the wake of Hamas’s attack on Israel in 2023 and the mounting protests against the war in Gaza, Project Esther outlined an ambitious plan to fight antisemitism by branding a broad range of critics of Israel as “effectively a terrorist support network,” so that they could be deported, defunded, sued, fired, expelled, ostracized and otherwise excluded from what it considered “open society.”
Project Esther’s architects envisioned outcomes that at the time might have seemed far-fetched. Curriculum it believed to be sympathetic to a “Hamas support” narrative would be taken out of schools and universities, and “supporting faculty” would be removed. Social media would be purged of content deemed to be antisemitic. Institutions would lose public funding. Foreign students who pushed for Palestinian rights would have their visas revoked, or be deported.

Right-wing pundits admitted that a controversial plan to reshape the country called Project 2025 is Donald Trump's agenda after he won the 2024 presidential election.
On his daily War Room podcast, host Steve Bannon agreed with conservative pundit Matt Walsh, who made the admission on social media.
"Now that the election is over I think we can finally say that yeah actually Project 2025 is the agenda," Walsh wrote on X (formerly Twitter).

Bannon sought to spread Walsh's message.
"Matt Walsh, I think, is a very smart and funny guy," Bannon said before amplifying the social media post. "Now that the election is over, I think we can finally say that, yeah, actually, Project 2025 is the agenda."

"Fabulous," the conservative host laughed as he instructed his staff to re-post the sentiment on social media channels.
"Put that everywhere," he said.
