ROME — The first refugee to lead the U.N. refugee agency said Monday the world faces “a very difficult moment in history” and is appealing to a common humanity amid dramatic change.

Repression of immigrants is growing, and the funding to protect them is plummeting. Without ever mentioning the Trump administration or its policies directly, Barham Salih in an interview with The Associated Press said his office will have to be inventive to confront the crisis, which includes losing well over $1 billion in U.S. support.

“Of course it’s a fight, undeniably so, but I think also I’m hopeful and confident that there is enough humanity out there to really enable us to do that,” said Salih, a former president of Iraq.

He also was adamant on the need to safeguard the 1951 refugee convention as the Trump administration campaigns for other governments to join it in upending a decades-old system and redefining asylum rules.

Salih, who took up his role as high commissioner for refugees on Jan. 1, described it as an international legal responsibility and a moral responsibility.

According to his agency also known as UNHCR, there are 117.3 million forcibly displaced people around the world from 194 countries. Salih’s challenge is supporting some 30 million refugees with significantly less funds.

In 2024 and 2025, funding from the U.S. dropped from $2.1 billion to $800 million, and yet the country remains UNHCR’s largest donor.

The Jesuit Refugee Service (JRS) is an international Catholic organisation with a mission to accompany, serve, and advocate on behalf of refugees and other forcibly displaced persons, that they may heal, learn, and determine their own future. Founded in November 1980 as a work of the Society of Jesus, JRS was officially registered on 19 March 2000 in Vatican City as a foundation. The impetus to found JRS came from the then superior general of the Jesuits, Pedro Arrupe, who was inspired to action by the plight of Vietnamese boat people.[1] JRS has programmes in over 55 countries. The areas of work are in the field of education, emergency assistance, health care, livelihoods, reconciliation, and psychosocial support. JRS is also involved in advocacy and human rights work. This involves ensuring that refugees are afforded their full rights as guaranteed by the 1951 Geneva Convention relating to the Status of Refugees[2] and working to strengthen the protection afforded to Internally displaced persons (IDPs).[3] JRS's international headquarters is located in Rome at the Society's General Curia. The International Director is Br Michael Schöpf SJ.

Various media reports indicate that Pope Leo is preparing his first apostolic exhortation and his first encyclical, to be published in the upcoming months.

According to Reuters, Pope Leo is writing an apostolic exhortation by the name of Dilexit te (He loved you), while other outlets have reported that he is also preparing an encyclical focused on AI and other social issues.

But what do we actually know about Pope Leo’s first published documents? The Pillar takes a look.

What will the subject of the pope’s first apostolic exhortation be?

According to several media reports, the pope will publish his first apostolic exhortation in early October.

Many reports indicate that Leo has picked up an apostolic exhortation on the needs of the poor, begun by Pope Francis in early 2025 by the name of Dilexit te, echoing the name of Francis’ last encyclical, Dilexit nos (He loved us).

That would mean that Leo is following in the footsteps of Francis.

MUMBAI, Jan 28 (Reuters) - The western Indian state of Maharashtra has formed a panel to study a proposal to ban petrol and diesel vehicles in Mumbai city amid worsening air quality and only allow electric or gas driven vehicles, it said in an order.
Any ban on petrol, diesel vehicles in the financial capital, if implemented, may not only impact automobile manufacturers, but also citizens and businesses which rely heavily on these vehicles amid inadequate electric vehicle charging infrastructure and still developing metro rail networks.

The city, home to the country's stock exchanges and offices of several global banks and multinationals, has seen air quality worsen since the pandemic amid growing traffic congestion and several ongoing infrastructure and construction projects.
Maharashtra's government said it has formed a seven-member committee to study the proposal of banning petrol and diesel vehicles and only allowing electric and compressed natural gas vehicles in the Mumbai metropolitan region following a court directive. The government order is dated Jan. 22 but gained public attention on Tuesday after Indian media extensively reported it.

Earlier in January the Bombay High Court in its own public interest litigation directed the Maharashtra state government to constitute a committee of experts to study and see if it is feasible to phase out petrol-diesel driven vehicles.
