Dugan holds a Bachelor of Arts degree in legal studies from the University of Wisconsin, Madison, and a master's degree in American studies from Boston College.[1] She graduated from the University of Wisconsin Law School in 1987 and taught law courses at Marquette University and the Seattle University School of Law.[7]


Dugan spent much of her career working with legal aid organizations to provide assistance to people who are unable to afford legal representation,[9] and served as the executive director of Catholic Charities of Southeastern Wisconsin from 2006 to 2009.[10]


Dugan was suspended by the Wisconsin Supreme Court in April 2025 after being charged with the federal offenses related to allegedly helping an undocumented immigrant evade arrest.


On April 18, 2025, US Immigration and Customs Enforcement (ICE) issued an arrest warrant for Eduardo Flores-Ruiz, a 30-year-old illegal immigrant from Mexico accused of misdemeanor battery, who was set to appear in court on April 18, 2025, before Dugan on charges of battery and domestic abuse.[15]

Archdiocese Of Milwaukee To Release Dolan Testimony, Other Documents In Child Sex Abuse Scandal

The Archdiocese of Milwaukee will soon release thousands of pages of documents on the child sex abuse scandal that rocked the Catholic Church, including the deposition given by Cardinal Timothy Dolan in February. NY1's Mahsa Saeidi filed the following report.



Cardinal Timothy Dolan's handling of the child sex abuse scandal that rocked the Catholic Church will soon be public.

The cardinal's deposition is among 3,000 documents being released on July 1.

All of the documents relate to the alleged sexual abuse of children by clergy in Milwaukee.

"I think the Catholic Church has learned a very painful lesson on what not to do in terms of dealing with sexual abuse," said Joseph Zwilling, spokesperson for the Archdiocese of New York.

Prior to coming to the city, Dolan was Archbishop in Milwaukee from 2002 to 2009.

In February, the cardinal was deposed in connection with the Chapter 11 bankruptcy case involving the Archdiocese of Milwaukee.

"The cardinal was very open with the lawyers, answered all of their questions, and said at that time that he wanted people to know what happened," Zwilling said.

The archdiocese filed for Chapter 11 bankruptcy protection two years after Dolan left, as it dealt with about 500 sex abuse claims.

The allegation is that large sums of money were kept hidden from victims seeking claims.

Victims' advocates have been seeking the release of the documents for several years.

The advocacy group Survivors Network of those Abused by Priests (SNAP) released a statement that said, "We are grateful this deposition is being made public. It's a shame it takes civil litigation and brave victims to force Dolan to answer for his wrongdoing," the group said in a statement.

Zwilling said that Dolan's record as the Archbishop of Milwaukee is exemplary.

The sexual abuse of minors, Zwilling said, is a societal problem not just confined to the church.

The hope now is that the church can use the lessons its learned to be a model for other institutions.

"How to be compassionate towards the victims. How to handle those people who do these terrible crimes," Zwilling said.

Zwilling said that despite what may have been the case in the past, victim's who come forward now will be received warmly and lovingly.

Cardinal Timothy Dolan, current Archbishop of the Diocese of New York, was deposed Wednesday, Feb.20, regarding the Catholic Church sex abuse scandal within the Archdiocese of Milwaukee where he was Archbishop from 2002 until 2009, according to the “Huffington Post”.

Milwaukee Catholic Church sources confirmed Cardinal Dolan’s deposition, who will soon be traveling to the Vatican in the next month to participate in the College of Cardinals, which will choose a successor to Pope Benedict XVI, who announced last week that he will step down as Pontiff.

Joseph Zwilling, spokesman for the New York Archdiocese, issued a statement indicating Cardinal Dolan’s willingness to “cooperate in whatever way he could and had long-awaited the chance to discuss his decision to publicize the names of the clergy who committed the abuse so that victims could come forward, share their story and begin the healing process.”

According to reports, due to the almost 500 allegations, the Archdiocese of Milwaukee has sought bankruptcy protection, one of eight within the United States since the Catholic Church's sex abuse scandal exploded out of Boston in 2002.

Cardinal Timothy Dolan, President of the United States Conference of Catholic Bishops, is one of two Cardinals to be deposed this week regarding the Catholic Church’s sex abuse scandal.

Although just a rumor and an apparent long shot, Cardinal Dolan’s name has appeared on a fewVatican analysts’ shortlists of Cardinals eligible for possible election to succeed Pope Benedictas the next leader of the Catholic Church in the upcoming College of Cardinals.

For the first time, the Pope himself has been implicated over sex abuse in the Roman Catholic Church.

He is accused of doing nothing when given the chance to defrock a priest, Rev Lawrence Murphy, who molested deaf boys in his care.

The BBC's Eddie Mair has spoken to Rembert G. Weakland, who, in 1996, when he was Archbishop of Milwaukee, tried to blow the whistle.

He wrote to Cardinal Ratzinger, who is now Pope, and had a meeting with his then deputy, Cardinal Bertone, who is now the Vatican's secretary of state.

He told the PM programme that when he became Archbishop of Milwaukee in 1977, Father Murphy already had many abuse allegations against him.
