News 9 has learned a New Hampshire National Guard unit was recently activated.

That is according to Greg Heilshorn, Director of Public Affairs for the New Hampshire National Guard.

"Due to operational security, we cannot comment further at this time," his statement continued.

Minnesota National Guardsmen will wear bright reflective vests so they won’t be confused with law enforcement agencies that wear military-style camouflage.

“Members of the Minnesota National Guard are serving in support of local law enforcement agencies and are not licensed peace officers,” said Army Maj. Andrea Tsuchiya, a spokeswoman for the state’s National Guard. “These vests are being used to distinguish our members from those of other agencies, due to similar uniforms being worn.”

Minneapolis has seen daily protests against law enforcement since an agent with U.S. immigration and Customs Enforcement, or ICE, shot and killed Renee Good on Jan. 7. U.S. government officials have claimed that Good was trying to ram federal agents with her SUV.

The incident came amid an immigration crackdown in Minneapolis that began in December. There are currently thousands of agents with ICE and other federal law enforcement agencies deployed to Minneapolis.

Federal law enforcement agencies have been increasingly dressing in military-style garb over the years, and that can make it hard for civilians to tell the difference between the police and the military. Photos from Minneapolis show that U.S. Border Patrol and FBI agents have been wearing gear that closely resembles troops’ uniforms.

That appears to be why Minnesota National Guardsmen will wear reflective vests if activated “to help distinguish them from other agencies in similar uniforms,” a Jan. 17 post on the Minnesota National Guard’s Facebook page says.

The move is not targeted at any specific agency. Rather, it is meant to make sure that people do not mistake Minnesota National Guardsmen for state or federal agents wearing camouflage uniforms, a state official told Task & Purpose.

The Minnesota National Guard’s operations in Minneapolis have been limited so far.

Over the weekend, soldiers with the Minnesota National Guard’s 257th Military Police Company mobilized to help the state patrol troopers with “traffic support to protect life, preserve property, and support the rights of all Minnesotans to assemble peacefully,” Tsuchiya said.

Separately, President Donald Trump recently threatened to invoke the Insurrection Act to send active-duty troops to Minneapolis to protect federal agents.

About 1,500 soldiers with the 11th Airborne Division in Alaska have been placed to prepare to deploy orders in case they are needed in Minneapolis, a U.S. official said.

MINNEAPOLIS — Gov. Tim Walz has put the Minnesota National Guard on notice in the event of unrest following the fatal shooting of a 37-year-old woman in Minneapolis by an Immigration and Customs Enforcement officer.

Walz says he’s issued a warning order to prepare the Minnesota National Guard in the event of civil unrest. It’s a first step that alerts 13,000 guard members that they may need to be called upon in the event of an emergency.

Addressing reporters on the situation during a Wednesday briefing, Walz said he supported the rights of demonstrators but urged them to engage in peaceful protest.

“What we’re seeing is the consequences of governance designed to generate fear, headlines and conflict,” Walz said. “It’s governing by reality TV, and today, that recklessness cost someone their life.”

He added: “We won’t let them tear us apart. We’ll not turn against each other. To Minnesotans, they say this, I feel your anger. I’m angry. They want a show. We can’t give it to them.”

Like a number of other Democrats in Minnesota, Walz called for federal law enforcement authorities to leave the state.

“I have a very simple message, we do not need any further help from the federal government,” he said. “To Donald Trump and Kristi Noem: you have done enough.”

Meanwhile, state Department of Public Safety Commissioner Bob Jacobson urged “safe and lawful” protests and warned that actions like blocking freeways or damaging property could result in fines and arrest.

“We fully expect that the community will want to peacefully demonstrate their anger or frustration. Minnesota residents and visitors have the right to peacefully demonstrate,” Jacobson said. “Our focus is keeping demonstrators, community members, drivers and law enforcement safe, especially during moments of heightened tension or uncertainty.”

The Trump administration reportedly plans to mobilize up to 1,700 National Guard troops across 19 states in the coming weeks to support its immigration and anti-crime crackdowns, in a dramatic expansion of the controversial operation that’s seen federal agents and Guard troops carrying out activities across Washington, D.C.

The troops, who will largely be activated across Republican-controlled states, will serve in support of the administration’s Immigration and Customs Enforcement operations, as well as other law enforcement priorities, according to comment from unnamed Pentagon officials and documents obtained by Fox News.

The Guardsmen assisting ICE will be carrying out tasks that may include “personal data collection, fingerprinting, DNA swabbing and photographing of personnel in ICE custody," an official told outlet.

The deployments will take place across the following states: Alabama, Arkansas, Florida, Georgia, Idaho, Indiana, Iowa, Louisiana, Nebraska, Nevada, New Mexico, Ohio, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Wyoming, per Fox.

Texas is reportedly slated to have the largest deployment.

Ahead of potential civil unrest due to Tuesday’s presidential election, the National Guard is on standby as a precaution in several states, including Washington state and Oregon, where hundreds of ballots were damaged or destroyed after at least three ballot drop boxes were recently set on fire, officials say.

Almost all the ballots set ablaze on Monday were in a drop box in Vancouver, Washington, while most ballots in a drop box in Portland, Oregon, survived a fire set the same day, election officials said. The incidents are believed to be connected to a third fire on October 8, also in Vancouver. Portland police released a physical description of a suspect but said they’ve not identified him.

Washington Gov. Jay Inslee addressed the ballot box fires in a news release Friday announcing the National Guard being placed on standby, saying, “The southwest region of Washington state has already experienced specific instances of election-related unrest.”

The White House has declared a stated of emergency in Puerto Rico, following Friday’s massive oil explosion and fire at the Caribbean Petroleum Corp. storage facility outside San Juan. According to a CNN report, the fire is still burning out of control, and the FBI is treating the site of the blast as a crime scene.

According to the Washington Post, on Saturday shifting wind threatened to bring plumes of toxic smoke closer to populated areas of the island. However, Puerto Rico’s Gov. Luis Fortuno said he does not believe more evacuations will be necessary. The number of people evacuated because of the disaster now stands at about 1,500.

Eighteen of the facility’s storage tanks have been destroyed. Five are still burning, four have collapse into the flames the Post said. According to CNN, 12 tanks are smoking.

At least 130 firefighters and National Guard troops are working to bring the inferno under control, but it is expected that it will take several days to extinguish the fire. The National Guard took the lead in coordinating management of the disaster yesterday. According to The Washington Post, heavy equipment from the National Guard and island pharmaceutical firms have been moved to the site, and a temporary pipeline from San Juan Bay to supply seawater to fight the fire has been erected. Foam used in putting out oil fires was shipped from the U.S. Virgin Islands.

President Obama’s declaration of a state of emergency frees up federal aid to the island. Gov. Fortuno has said that the blaze has cost Puerto Rico at least $6.4 million.

According to CNN, the FBI’s decision to treat the blast site as a crime scene is “routine.” But as we reported previously, officials have said they were concerned by some graffiti found Friday in two San Juan highway tunnels. The graffiti reportedly included the message: “Boom, fire, RIP, Gulf, Soul, ACNF.” It is not known who or what ACNF refers too, CNN said.

The Caribbean Petroleum Corp. is the owner of the Gulf brand in Puerto Rico. The facility where the explosion occurred is a gasoline warehouse and distribution center where jet fuel, bunker fuel and gasoline are stored. The facility also includes a 48,000 barrel-per-day (b/d) refinery, but according to the company, the refinery was not in operation at the time of the explosion.

The explosion at the Caribbean Petroleum Corp. facility occurred around 12:30 a.m. Friday. According to the Puerto Rico Seismic Network, the blast produced a shock wave equivalent to a 2.8 magnitude earthquake. The explosion was so strong that it tore up a nearby highway, and shattered windows on nearby homes.

According to CNN, the Caribbean Petroleum Corp. had been sited with violating the federal Resource Conservation and Recovery Act, and was operating under a corrective action plan. The Act is the major U.S. law dealing with the disposal of solid and hazardous wastes.

National Guard drill at high school to prepare for possible H1N1 riot

PARIS — Oxford Hills Comprehensive High School will be the site of a National Guard riot control drill Thursday morning to prepare in the event of a panic over distribution of serum to treat the swine flu.

The school on Route 26 at the Paris-Norway town line has been designated by state officials as a distribution site for the H1N1 flu vaccine. The drill is to prepare for a worst-case scenario should the serum have to be transported from Augusta and people rush to get it.

On Thursday morning, four or five National Guard Humvees will travel from Augusta to Paris with vials of fake serum. The National Guardsmen will take on the roles of panicked citizens and military police and practice what they would do, such as using tear gas, in the case of a riot.

"This is just a component of moving the stuff from point A to B," said Oxford County Emergency Management Agency Director Scott Parker. The plan will be put into place only if needed, he said.

Plans were developed in April to have vials of serum sent from the federal government to Augusta, Parker said. From Augusta, the supplies will be transported to designated distribution centers.

During the April conference, concerns were raised about a possible out-of-control rush on the serum, Parker said. Because of that concern, Gov. John Baldacci and Gen. John Libby, adjutant general of the Maine National Guard, agreed that a plan should be devised to quell such a disturbance.

Local police chiefs have also been involved in the planning, Parker said. In a real event, local police would be in charge of security once the serum arrives in Paris. "We own it. We're in charge of providing security," he said.

As of Aug. 5, the Maine Center for Disease Control said there had been 323 confirmed cases of H1N1 in Maine, of which 176 are Maine residents and the rest out-of-staters diagnosed in Maine. A total of 19 people required hospitalization. Sixty percent of the victims were under the age of 25.

On Tuesday, health authorities reported Maine's first death from the H1N1 virus. Dr. Dora Anne Mills, director of the Maine Center for Disease Control, said a York County man in his 50s was hospitalized for three weeks and died last week of underlying conditions complicated by H1N1.

The drill will take place behind the school and will not affect the day-to-day activities within the school. Access to the school building will be available through the main entrance, Parker said.
