Soldiers will be quarantined in Vicenza, Italy?   ITALY?  As in Rome?

They're flying northeast to return to America in the western hemisphere?

Why not quarantine them in the Jesuit stronghold of Cuba, at the U.S. concentration camp Guantanamo?
