Once upon a time there was a man called J. Edgar Hoover, he was the Director of the Federal Bureau of Investigations; He declared a War on Crime (Organized Crime) during The Roosevelt New Deal Era, to combat the rising crime and violence of the day.
During the post Kennedy assasination time line, President Lyndon B. Johnson, declared War on Poverty, as part of his New Deal; Poverty became a matter of national concern, and there were set in motion a series of Federal programs to address the issue.
Nixon's modern-day War on Drugs began in 1969. He characterized the abuse of illicit substances as "public enemy number one in the United States" at a press conference given on June 17th, 1971 [2], although the Shafer Commission recommended legalizing possession and sale of small amounts of marijuana [3]. Under Nixon, the U.S. Congress passed the Controlled Substances Act of 1970. This legislation is the foundation on which the modern drug war exists. Responsibility for enforcement of this new law was given to the Bureau of Narcotics and Dangerous Drugs and then in 1973 to the newly formed Drug Enforcement Administration.1
Enacted in 1973, when Nelson Rockefeller was governor, the Rockefeller Drug Laws require harsh prison terms for the possession or sale of relatively small amounts of drugs.2
The strangest factor of this War on Drugs is "The Drug Czar" (as in pre-Bolshevik Russia?).
As an immediate response to the attacks of September 11, 2001; President Gerge W. Bush declared "War on Terror". Committing our armed and intelligence forces to apprehend and bring to justice (dead or alive) the culprits of the dastardly attacks. This 'War' is against an enemy that can only be defined as Al Qaeda, and Muslim Extremist elements. Of all the above named wars, this one is the most ambiguous, and open ended. WHO knows how long this war will take? Your guess's as good as mine. Maybe 30 years?
