Groups press to get Dominican IDs for Haitians, Electoral Court says

Zoom PictureSANTO DOMINGO.- The Central Electoral Board (JCE) yesterday said pressure groups and social organizations are behind a campaign against it, aimed at jeopardizing the security of the Dominican identity, facilitating birth certificates and identity cards irregularly to foreigners, especially Haitians.
Aside from trying to get the documents fraudulent issued, the groups and organizations, which weren’t identified by name, accused the electoral court in several fronts for allegedly violating the Dominican Constitution and Laws, when it doesn’t give in to their demands.
The situation has reached the point that the problem with the supplanting of cedulas and birth certificates obtained by Haitian citizens has turned into a political issue, said JCE Administrative Chamber president Robert Rosario in a press conference.
The electoral judge said the court’s functions don’t include establishing or defining State policies regarding nationality and immigration, rather the executor of public policies and it’s forbidden to transgress them.
He mentioned the cases of the citizens Nuny Angra Luis and Emildo Bueno Oguis, in which it was verified they were declared with fraudulent documents, and yet have taken their cases to justice. "After a meticulous investigation on both cases was concluded, it was determined that in the issuing of those documents serious violations of the registry and penal laws were committed."
Other cases revealed
Rosario said the JCE obtained a 5-year sentence against an ex- official in Azua (south) accused for issuing birth certificates and other Civil Registrar documents fraudulently to Dominicans, whereas another official in Moca (north) will spend 3 years in prison for other irregularities.
