It's hard to imagine that in such a much ballyhooed 2,000 + page bill something as fundamental as coverage for children with pre-existing medical conditions was overlooked. What else could the framers of this voluminous transcendental legislation have forgotten to include in it?
No child left behind? No, instead the whole category, children were just forgotten in the mad rush "to pass something".
