Florida Attorney General James Uthmeier announced Monday that the Office of Statewide Prosecution and the Florida Department of Law Enforcement have secured a state arrest warrant for Raúl Modesto Castro Ruz, charging him with conspiracy to commit first-degree murder in connection with the Feb. 24, 1996, shootdown of two unarmed Brothers to the Rescue civilian aircraft over international waters
